Vern Strober from the county assured the District that the Sierra Meadows back
filling is OK. A motion was made by Mr. Stone and seconded by Mr. Loehr that +
the Manager negotiate a contract with Alpine Smith Construction Company not to
exceed $1,850.00 with further engineering study.

MARTIS VALLEY DAM LINE, DIGGING HOLES
Mr. Cattan contacted Harker & Harker to perform the work, and their price was
$20,000 for labor only to install 2.2 miles of line (or $8,100/mile) . Our figure
to the Corps of Engineers is $8,000/mile for labor, materials, etc. We hired
Alpine Smith to do three trial holes to give us a bid, which subsequently was
$20/hole. Joe Money also submitted a bid of $40/hole. There are 70 holes to be
dug with a 5'-10' leeway spacing between poles. Since the District has to account

The members of the Board of Directors of the Truckee Donner Public Utility Dis-
trict met in a regular session in the conference room of the District at 7:30
P.M.
Upon roll call the following Directors were present: Rose, Loehr, Stone.
Absent: Doyle, Moore.
Employees resent: Cattan, Paulus, Bliss.

Guests present: Mr. and Mrs. Gordon Reddall, Ray Smith.
The meeting was called to order by Acting President Rose.
The minutes of the regular meeting of August 18, 1970 were submitted and approved
as written.
BILLS PAID AND BILLS FOR BOARD'S APPROVAL
It was explained that the pad mount transformer expense was for the recreation
district and the appraisal cost was for Carson White for the Martis Valley Dam
easement. No further discussion, a motion was made by Mr. Loehr and seconded by
Mr. Stone that the bills paid and bills for Board's approval be paid as listed.

Motion carried. So ordered. Bills attached hereto being part of these minutes.
GORDON REDDALL, LOT 122, PONDEROSA PALISADES
Mr. and Mrs. Reddall were present. Mr. Reddall presented and read a letter to
the Board, subject letter attached hereto being part of these minutes. Mr.
--, Reddall stated he hoped he would get a reply to his letter. (Copies of the
letter were distributed to each Board member,) He stated he and his wife still
i wanted to build in Truckee but have stopped construction because of lack of
water, that he hoped we would work together to solve this problem. Mr. Cattan
explained the District's attorney, Mr. Paul Chamberlain, and the counsel for
Nevada County, Mr. Leo Todd, will attend the September 1S, 1970 meeting at which
time this subject will be discussed at length. No official action on this subject
at this meeting.
TRUCKEE CHAMBER OF COMMERCE
An announcement was made by Mr. Reddall that Supervisor Dean Lawrence has prevailed
upon the supervisors to withhold financial support of approximately $40,000 from
the Chamber; hence, the Chamber will be unable to carry on its promotional
activities. Mr. Reddall urged the Board to attend a meeting this next Tuesday at
2:00 in the County Supervisors' Board Room and lend support to the Chamber so
that it may continue to work to attract industry and tourism to this area. Mr.
Rose stated the Board certainly agrees and supports the work the Chamber is doing.
(Mr. Doyle arrived at this time, but only stayed a short period.)
WATER LINE UNDER TROUT CREEK
This line was installed by the Division of Highways some 10 years ago and has
been a constant source of leaks and breaks; hence, the service to the U.S. Forest
Service has been intermittent. 12" pipe with double casing is proposed, connec-
ting heavy duty pipe to existing pipe with a span of 211 . The District is losing
approximately 50,000 gallons of water a day from this leak. The exposed pipe
will not freeze because water is constantly flowing through the pipe. Mr. Cattan
checked with the Fish and Game Department who tentatively approved the installa-
tion and referred our request to Sacramento. Two contractors were approached
for. Quotations -- Gebhart, who would not quote being a small job, and Alpine-
Smith Construction Company, who bid $1,850.00, which includes $S00 for river and
bank restoration. Mr. Cattan explained the embankment of the road will not be
disturbed and that there are big boulders nearby between which the piers will be
placed. The work consists of opening a trench on the road and installing roadway
planks over it, as well as laying the pipe, and should take about five days. Mr.

Smith explained that forms atop the boulders have to be built, and this will
require difficult forming, in addition to providing a concrete sub base per
county specifications. Mr. Cattan felt the price of Mr. Smith's concrete.work
! is too high. Mr. Smith stated he just as soon not do the job, that he just
submitted a competitive bid. Mr. Paulus mentioned we don't have the men to do
the job ourselves. Mr. Loehr moved for authority to do the job on a force
I account. Mr. Cattan stated he would like to do the job next week because of
the large amount of water the District is losing through this break. We would
have to hire a backhoe because ours is always busy on routine construction.
Cattan: We had another breakage in Deerfield, last month in Ponderosa Pali-
sades.
Loehr: What is the cause of all these breaks?
Cattan: Bad work. I talked with the County and the next contract we have to
sign we are going to ask more for inspection fees. I will have to
appoint one man specially to see that . . . Every county is going to
do it. We don't know yet whether. . . It's the backfill. I'll just

give you . . .
:Loehr: The bedding of the pipe is not correct?

Cattan: No, the piping is right. You see, they dig the trench. They put the
sand OK. They put the pipe, and they put the sand on top of the pipe.
And then they come with their bulldozer and they pour all these big
rocks in over that. Then the big rock works itself and crushes the

pipe in all cases. When I talked to the county. . .
Loehr: It breaks the valves?

Paulus: They rub a hole right through the thing, Henry. That's what happened
in Deerfield. It was a big rock half the size of that desk they
pulled out, laying right on the pipe. That pipe has only been there ,^
three years. It's hard to tell what's going to happen elsewhere.

Cattan: In Armstrong Subdivision the. . . I'm just working something where the
county is going to do the inspection and will charge the developer
for it. Or we do it and charge the developer. We cannot get our
men to be there all the time while they're working three months.
Something has got to be done. The big stones should be removed to
the side and then they can dump the stuff in, but not to dump j us t
the stones in.
Rose: Well the county gets enough money from the deve 1 ope rs to have a man
there full time 24 hours a day.
Loehr: The county does?
Cattan: Yes, the county.
Loehr: Certainly.
Cattan: That what I want to see. I am going to talk with Harry Heider. I
talked to his assistant, and I said we have three subdivisions with
breaks within one month
Loehr: There is plenty of revenue coming in to pay for that inspection,
but the inspection is weak.
Rose: Yeah, most of these are put in under county inspection.
Loehr: Yeah, everything is county specifications.
Rose: Your assessment district and county specifications, and the county
is handling the contract, so the proper one to inspect is the county.
Mr. Rose felt we should engage Mr. Smith. Mr. Smith mentioned that he under-
stands he had to guarantee his work for one year, and he had to include this
contingency in his bid price. Mr. Loehr withdrew his previous motion. No
material will be dropped or dumped in the creek. Mr. Cattan mentioned that

to the Corps of Engineers, we are going to do the work ourselves except for
digging the pole holes and have already begun construction. Mr. Stone cautioned
the District that in this flat there are boulders 10'-12' in diameter. Mr. Cattan
mentioned an auger can't be used with this rocky soil, and that $20/hole is a
reasonable price. The District has easements across Sanitary District property,
the railroad and the county road, but is still waiting for right of entry into
Joerger property. It is assumed that the Joerger's are negotiating with the Army
Corps of Engineers on another matter and will negotiate with the District when
the Corps of Engineers' matter is consumated. 80 poles should be delivered the
end of this week.
MR. LEARY'S REA VISIT
Mr. Leary visited Truckee on Thursday, August 27. He and Mr. Cattan discussed
the District's progress with emphasis on the proposed substation at Donner Lake.
This new substation consists of 3 transformers only. The spare transformer in
E the main substation could be used at Donner Lake substation and thus save the
t cost of a fourth transformer costing $7,000.00. If something happens to one
substation, we can feed back power and still serve Truckee (except the mill) .
In a letter to the District, Mr. McGlashan's price for his property for the
proposed substation is $4,500 for a 60' X 90' parcel, with supply to any subdivi-
sion he develops. Mr. Cattan feels this price is excessive and recommends con-
demnation, because the site is at the rear of Mr. McGlashen's lots where he
could not build anyway because lots cannot face the county road.
PAUL CHAMBERLAIN AND LEO TODD
Mr. Cattan announced that Messrs. Chamberlain and Todd have been supplied with
the necessary material and correspondence pertaining to the water problem in
Ponderosa Palisades, and that these men will attend the September 15, 1970 meeting
to discuss the 1962 contract between C. S. Beavers and the District at length.
RESOLUTION 7017, SURPLUS MATERIAL
This surplus material consists of a 2 wheel pipe trailer, a 1945 GMC Army line
truck, a 5 KW portable generator and a 30 KW portable generator. Bids will be
opened on this material at the regular meeting on October 6, 1970 at 8:00 P.M.
The proposed resolution was read by Mr. Rose, a copy of which is attached and
is part of these minutes. Mr. Loehr questioned whether we would need these
generators for standby purposes in an emergency. Mr. Cattan explained the 30
KW generator is the wrong voltage and has no application. After a brief discus-
sion, it was decided by the Board to retain the 5 KW generator for standby and
_ delete this item from the bid. Mr. Paulus mentioned the line truck has two
usable winches. A motion was made by Mr. Loehr and seconded by Mr. Stone that
Resolution 7017 be adopted with the deletion of the 5 KW generator.

PARKS AND RECREATION DEPARTMENT
The office has been requested by the Parks and Recreation Department to
supply underground power to run sewer puunps in Donner State Park. Since the
District could not afford to install these lines underground at our expense,
we have notified the Parks and Recreation Department that this underground
installation would cost $23,700 and they would have to pay all of this.
However, the District would bear the cost of 3 pad mount transformers which are $600-$700 each. The department would pay on a GS-1 rate or $.50 for
connected horsepower or $4-$5/month per station minimum when the pumps are
not running. The District is obligated to supply power. Mr. Paulus mentioned
that transformers last 30 years.

Loehr and seconded by Mr. Stone that the meeting be adjourned. All ayes.

DECLARING CERTAIN REAL PROPERTY TO BE SURPLUS AND
PROVIDING FOR SALE THEREOF AT PUBLIC AUCTION ON
SEALED BIDS.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE TRUCKEE
DONNER PUBLIC UTILITY DISTRICT AS FOLLOWS:
1. Said Board of Directors does hereby find and declare that
the following described real property of said District is surplus, and
no longer needed, and that disposition thereof by sale at public auction
for the benefit and best interests of the District;
That said real property is situated in the County of Nevada,
State of California, and more particularly described as follows:

2. That the sale of said surplus equipment shall be at public
auction on sealed bids, to be opened, examined, and declared before this

Dear Sir:
We, Gordon C. Reddall and Renaye C . P.eddall , are the owners
of Lot 122 , Ponderosa Palisades , a subdivision within the geo-
political boundaries of. the Truckee-Donner Public Utility
District.
Upon the advice of counsel , this letter is being written to
obtain specific answers to the following questions :
1 . what water pressure is now available for domestic
service to Lot 122?
2 . What is the fire flow pressure and what is the rate
and duration of flow at the nearest fire hydrant to
Lot 122? Please identify the location of the fire
hydrant at which this fire flow pressure and rate
of flow are measured.
3 . what additional facilities over and above those now
existing are planned to increase water pressure and
rate of flow?
4. When are the additional facilities referred to in
question 3 above to become operational?
We have been advised by counsel that in the agreement between
the Truckee-Donner Public Utility District and the developer,
the third paragraph of the first page declares the intent of
the District to obtain and hold the exclusive right to provide
and supply its utilities , facilities and services to and upon
the lands of the developer and to acquire a portion of the lands
of the developer for installation and maintenance of necessary
utility works . Paragraph 3 on page 2 amplifies the aforemen-
tioned declaration of intent by spelling out in detail the sole

and exclusive rights of the District and the restrictions on the
owners with respect to their land. This precludes us from taking
individual action to drill a well , install a pressure system, or
otherwise develop our own water resources , even at our own expense .
Accordingly, since our only recourse to obtain an adequate water
supply lies in an appeal to the Truckee-Donner Public Utility Dis-
trict for this ,rater, specific answers to the questions listed above
are essential as the basis f or our .further action.
We respectfully request these answers be provided us in writing with-
in 30 days from the date hereof.
