Manager s Report F i t r OCTOBER 6, 1970 The Board of Directors of the Truckee Donner Public Utility District met in the conference room of the District in a regular meeting. The meeting was called to order by President Doyle at 7: 30 P.M. ROLL CALL: Doyle, Loehr, Stone, Moore. Absent: Rose. GUESTS PRESENT: Messrs. C. S. Beavers, S. Beavers, W. Moul, R. Sutton, D. Burrows, R. Smith, T. Sieversen, R. Maki, and Mr; and Mrs. G. Reddall. r—� EMPLOYEES PRESENT: Cattan, Paulus, Archer, Bliss. BILLS AND BILLS FOR BOARD'S APPROVAL After a brief discussion, a motion was made by Mr. Loehr and seconded by Mr. Stone that the bills and bills for Board's approval be paid as listed, a copy of which is attached and is part of these minutes. All ayes. Motion carried. So ordered. RE SOLUT ION 7018, APPOINTMENT OF ATTORNEY RE PONDEROSA PALISADES A letter from AttorneyMartin McDonough dated October 3, 19 70, a copy of which is g attached and is part of these minutes, was read by President Doyle. (Director Rose arrived at this time.) a The draft of Resolution 7018, Appointment of Attorney McDonough in the case of C. S. Beavers vs. the District regarding the 1962 contract was read by President Doyle. Mr. Loehr asked if the District had a contract with the Fire District. Mr-. Doyle said no, but the charge to the Fire District is $4,800/year for maintenance of hydrants. After a brief discussion, a motion was made by Mr. Rose and seconded by Mr. Moore that Resolution 7018 be adopted, a copy of which is attached and is part of these minutes. ROLL CALL: Rose, aye; Loehr, abstain; Stone, aye; Moore, aye; Doyle, aye. Motion carried. So ordered. STATEMENT ON WATER PROJECTS BY PRESIDENT Mr. Doyle made reference to a recent newspaper article stating that communities should be very cognizant- of adequate fire protection in mountain areas. Mr. Doyle stated the Board has been trying to provide this fire protection for the past 6 years, most recently through the adoption of Resolution 7006 which provides for source and storage by the developer. The statement prepared by President Doyle was read, a copy of which is attached and is part of these minutes. Mr. Rose suggested that a statement to the effect that the pump will be connected to the Truckee water system be included in #9. Mr. Cattan mentioned a larger booster pump for the Arm- strong Subdivision is on order. Regarding #7, Mr. Rose inquired if the amount of $3500 included more than the booster pump. Mr. Cattan replied that amount includes pump and installation costs. Mr. Loehr asked for a figure on maintenance. The statement by President Doyle will be made available to the local newspaper and radio station and to whomever else wishes it. October 6, 1970 Page 198 OCTOBER 6, 1970 - CONTINUED Mr. Loehr made a motion that an inventory be taken of all our excess lands and an appraisal made, these lands to be declared surplus and the revenues from their sale be placed in a fund for improvement to the water system. He explained this procedure may eliminate the necessity for levying of any taxes. Mr. Doyle agreed ! the District should not hold property and stated this matter has been accomplished on two prior occasions. Mr. Cattan mentioned the District has two especially valuable pieces of property; namely, across from the new Bank of America at the intersection of 89 and 40, and 120 acres at the east end of Donner Lake through which Lakeworld is building a road. Mr. Paulus mentioned the cost of a title search would be expensive. Mr. Doyle stated there is a motion on the floor. Mr. Stone mentioned that we proceed with caution on the sale of these surplus lands, that the District should relate their water master plan to these lands. Mr. Paulus mentioned the District should consider disposing of the rental property located behind the office as it would be costly to connect this residence to the E sewer. ARMSTRONG SUBDIVISION j It was previously mentioned that a booster pump, larger than the existing pump, is on order and should be installed the end of this week. Mr. Dennis Burrows, a resident of Armstrong Subdivision, stated he was glad to see a new pump being installed and inquired what the District's definition of "adequate pressure" is. Mr. Archer, Water Foreman, replied 40 lbs. Mr. Burrows stated the pressure is 28 now and asked if the new pump would increase the pressure? Mr. Cattan replied yes. Mr. Archer mentioned the new pump should produce 80 GPM. E SIERRA MOUNTAIN PROPERTIES j Water service for this project has been requested through Raymond Vail and Assoc- iates. This property is located in Placer County, 1/4 mile from Ponderosa Pali- sades, at an elevation of 6,279' . Mr. Doyle inquired if the District has to I contract anything outside the county. Mr. Cattan replied that according to Reso- lution 7006, they will have to boost water to a higher elevation. Mr. Doyle felt that every time the District serves water outside the county, we are defeating incorporation. Mr. Maki, Fire Marshall, mentioned their district is in Placer ! County now by the airport. Mr. Loehr felt the District should investigate just selling the water at a point at the subdivision boundary whereby we would not have to accept in tract water system and we would not be extending our boundaries. Mr. Cattan stated providing water to this subdivision would cause a hardship on the District because it is outside the boundary of the electric and would make more work for the meter reader. Mr. Doyle felt the District would be getting out of their scope of service. Mr. Loehr suggested the meter could be read at the edge of the subdivision. Mr. Moore thought this area might be within the service area of North Tahoe P.U.D. since they are serving Trimont. Mr. Rose felt the District should not contract with these people until we have a tank up on the hill, that if we sell water to these people at a point, they will have to form a water system of their own within the subdivision and this might be complicated for them, that the people might be taxed for any expenses over and above the revenue. Mr. Loehr cautioned there might be a problem because this property is in another county. Mr. Doyle felt we should think about the people who live in this county first, since the District is plagued by new land developers, that our obligation is to the people of Truckee first. So ordered. Mr. Stone mentioned that as a courtesy to Mr. Vail i the Forest Service is constructing that he be informed that g a road and bridge nearby which might affect the layout of this property. Mr. Doyle inquired if there has been any more controversy over the pole holes, and Mr. Cattan replied no. Since the District does not have enough man- power to string the wires, Harker and Harker have promise('_ to perform this work, stringing four wires at a time. Page 199 October 6, 1970 OCTOBER 6, 19 70 - CONTINUED MANAGER'S REPORT (CONTINUED) Manager's Car: The Manager feels the present car is dangerous to drive in the wintertime Fe cause it is low to the ground and snow builds up at the front wheels due to inadequate clearance. He recommends the Board consider buying a larger car. Mr. Loehr mentioned the District might be able to purchase a car through Nevada County. The present car is 2 1/2 years old with 26,000 miles and a present trade in value of $1,000. Mr. Doyle suggested paying employees mileage for driving their personal cars. Mr. Moore mentioned trade in is usually the �•--� same at 3 years as at 5 years. Mr. Doyle directed the Manager to pursue the ! matter through Nevada County and report to the Board at the next regular meeting. Sierra Meadows, Unit 4: Attorney Paul Chamberlain is in the process of writing a letter to the county that the District will not accept Sierra Meadows, Unit 4, unless storage and a booster pump are furnished. VS. C. S. BEAVERS BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE TRUCKEE-DONNER PUBLIC UTILITY DISTRICT, as follows: Section 1. The attorneys for this District, Messrs. McDonough, Holland, Schwartz, Allen and Wahrhaftig, are hereby directed to prepare, file, and prosecute to judgment an action in the Superior Court for a determination of the rights and duties of this District Linder an agree- ment between it and C. S. Beavers, dated April 10, 1962, including but not limited to the right of this District to impose the charges provided for by its Resolution No. 7006, adopted April 17, 1970, as a prerequisite to extending electric and water service to new subdivided lands. PAUL DOYLE, PRESIDENT OF THE BOARD OF DIRECTORS -- ON WATER As you are all aware, the water distribution in Truckee is not what it should be, and this point was raised by our present Manager, Mr. George Cattan, when he took charge November 7, 1969. The following are the improvements carried out to date this year on the Manager's recommendation: LOCATION DESCRIPTION COST 1. Gateway to Armstrong Donner Creek Pump, output 150 $ 9,064.00 Subdivision GPM, was backed up by new well and pump with output of 350 GPM (demand for area is 200 GPM) . 2. Gateway to Nugget This section of 6" line was causing $31,345.00 a bottleneck and was replaced by 1011 pipeline. 3. Donner Creek Pump to 4" line replaced by 6" main line. $ 39638.00 Texaco Gas Station 4. Gateway An additional length of 4" pipe $ 2,336.00 was installed to improve pressure in Gateway and to hospital. S. Kaiser Avenue Changing 4" to 8" pipe. $ 5,116.00 6. Forest Service Rd affec- Pipe line under road. $ 2,700.00 ing Div of Hwy Maint Sta. 7. Prosser Lake Heights Booster pump under construction $_.-3,500.00 to supply water to area in case of deep well pump failure. 8. Armstrong Subdivision Booster pump to maintain suffi- $ 1,000.00 cient water is on order and should be in operation before end of October 19 70. 9. Vicinity of Prosser Lake Well has been drilled to back up $131623.00 the supply of Prosser Lakeview, Prosser Heights and the town. TOTAL COST YEAR TO DATE: $72,322.00 It is to be noted that during last year the cost of improvements on the water system was $1,10 2.0 0. October 6, 1970 Page 202 _ 2 _ LA-UWORLD DEVELOPMENT CORPORATION The District early this year entered into an agreement with Lakeworld who will carry out the following work at their expense: 1. Construct a pumping station at east end of the lake. (2 - 250 GPM Pumps, 1 - 2S0 GPM Pu.T, for Standby) . 2. An 18" delivery pipe to Armstrong Subdivision. 3. A 14" pipe from Armstrong Subdivision to Donner Trail. 4. Water storage tanks of 2.8 million gallons. (It is to be noted that this storage plus the capacity of the pumps of 500 GPM will be available in the near future for fire protection for the whole area) . SIERRA MEADOWS Developer also is preparing for the construction of a 250,000 gallon tank. PROSSER LAKEVIEW ESTATES Developer will be constructing a 200,000 gallon tank early next year according to an agreement signed with the District. ARMSTRONG SUBDIVISION If the residents of Armstrong Subdivision need fire flow immediately, a tax may have to be levied. Our recommendation is to wait for Lakeworld Development Corpor- ation whose pipe lines will be passing through this subdivision. PONDEROSA PALISADES The Board and our Manager realize the necessity for the supply of adequate water to this area, and the necessary engineering is underway so that work may be started early next spring. However, this does n6t exempt the developer or existing owners from reimbursing the District. RESOLUTION 7006 Adopted by the Board April 1970 on the recommendation of our Manager, this Resolu- tion is for the safeguard of the public of Truckee, as it provides that the developer furnish storage for fire protection of his subdivision and cost of water °- to be used for that storage.
