NOVEMBER 3, 1970
The regular meeting of the Truckee Donner Public Utility District was called to
order by President Doyle at 7:30 P.M. in the Conference Room of the District.
ROLL CALL: Doyle, Rose, Loehr, Stone, Moore.
GUESTS PRESENT: None.
EMPLOYEES PRESENT: Cattan, Paulus, Bliss, Archer, Grow.
No errors, corrections or omissions, the minutes of October 20, 1970 were approved
as written.
BILLS AND BILLS FOR BOARD'S APPROVAL
Mr. Cattan mentioned the bills included security lights, which have been in demand
lately due to increased burglaries in this area. The Martis line cost analysis
will be presented at the December 1st meeting. No further discussion, a motion was
made by Mr. Moore and seconded by Mr. Rose that the bills and bills for Board's
approval be paid as listed, a copy of which is attached and is part of these minutes.

IAKEWORLD DRAINAGE RELEASE
The Director of Public Works of Nevada County has req.ues ted a drainage release on
the access road to Tahoe Northwoods. The matter was referred to Dan Cook by the
District, and he recommends the District exercise the drainage release,. as stated
in his letter of October 20, a copy of which is attached. Related drainage problems
were discussed, specifically the Gateway section. A motion was made by Mr. Rose and
seconded by Mr. Loehr that the President and Manager be authorized to sign the
P-- drainage release to the Director of Public Works.

RESOLUTION 7019, LAKEWORLD DEVELOPMENT CORP. , EXTENSION OF TIME, ACQUIRING EASEMENTS
TAHOE NORTHWOODS
This matter was tabled at the 1 as t meeting pending comments from legal counsel.
Mr. Chamberlain anticipates no problems regarding an extension of time relating to
Lakeworld's agreement with the District, as noted in his letter of October 30, a
copy of which is attached. President Doyle read Resolution 7019 (prepared by Paul
Chamberlain) which only related to the easement clause and will not change the
agreement except to extend the time to perform from 10/25/70 to 10/25/71. A motion
was made by Mr. Loehr and seconded by Mr. Moore that Resolution 7019 be adopted.

Motion carried. So ordered. Resolution 7019 adopted.
RESOLUTION 7020, LAKEWORLD DEVELOPMENT CORP. , EXTENSION OF TIME, ELECTRIC CONTRACT,
TAHOE NORTHWOODS
This matter was tabled at the last meeting pending comments from Legal Counsel.
Mr. Chamberlain anticipates no problems regarding an extension of time from 11/30/70
to 11/30/71 relating to Lakeworld's agreement with the District, as noted in his
letter of October 30, a copy of which is attached. It was noted there is really no
reason to build the line now if it is not going to be used. No further discussion,
a motion was made by Mr. Moore and seconded by Mr. Loehr that Resolution 7020 be
adopted.

DONNER TAKE SUBSTATION, NOTICE TO BID
The notice to be published was read by President Doyle, a copy of which is
attached. The specifications, letters, etc. are ready to be sent to the 7

bidders, who have been approved by REA. Mr. Cattan will be seeing Mr. Leary
i of REA in Las Vegas on Friday, November 6 to present the bid package for approval.
Preliminary discussion indicates no problems. Bids will be opened December 1,
1970 at 7:30 P.M. The purpose of the bid at this time is to allow for delivery •--
of transformers which take 9 months and to be ready for the next construction
season. It was again mentioned that the McGlashan land at Donner Lake would
probably have to be condemned for the substation site. No further discussion,
a motion was made by Mr. Rose and seconded by Mr. Stone that the President and
Manager be authorized to call for bids on the trans formers, etc.

MANAGER'S REPORT:
} NATHAN TOPOL, 80 UNIT APT. COMPLEX BEHIND JACK'S MOBIL
Mr. Topol is asking for a use permit from the county. Mr. Cattan mentioned the
District should formulate a policy for source and storage for apartments,, motels
and trailer courts similar to Resolution 7006. Mr. Rose mentioned that an 80
unit apartment complex would provide immediate revenue to the District. Mr.
Loehr stated no line extensions would be involved as in subdivis ions, that an
apartment building has one set of conditions, a subdivision another set of condi-
tions. Mr. Cattan said the District still needed to think about storage for this
apartment complex. Mr. Moore felt the charge for source and storage for an apart-
ment should not be the same as for a subdivision. Reference was made to Caravan
Estates, Village Green, Aweeka, and the fact that this area will be growing, and
the Board should consider adopting a policy for source and storage for apartments,
trailer courts and motels. Mr. Stone mentioned the existing lines and pipes
would not servL:.-Ahis apartment complex adequately, that the District should obtain
comments from the Fire Marshall. Mr. Rose felt the District should formulate a
policy. Mr. Cattan mentioned Dan Cook should be consulted in this matter, that
some trailer parks purchase power for 2� and sell it to their customers for 4�,
that it is unlawful to sell power at a profit in trailer parks. Mr. Loehr inquired
if the District requires a complete water system within a trailer park. Mr. Doyle
replied no, but he thought we should.
DISTRICT VS. C. S. BEAVERS, PONDEROSA PALISADES
Attorney McDonough submitted the form of complaint to Mr. Beaver's attorney, Mr.
Moul. He expects to meet with him this week.
SEWER TO RENTAL RESIDENCE
Cost of assessment is $786, in addition to connection to the sewer line. It was

noted that although the Recreation District has leased land from us for $1, the
District is being assessed by the Sanitary District because we are still the legal
owner of the land. It was felt the Recreation District should be willing to pay
any assessments, that this matter should be referred to Paul Chamberlain for comment.
Surplus lands report will be presented at the next meeting.

SIERRA MOUNTAIN PROPERTIES (MARTIS WOODS SUBDIVISION)

Mr. Stone mentioned surveys have been made and the developer has submitted a revised
f plat and is meeting this week with the Planning Commission. Mr. Stone felt the
developer would form a county water service district and would still like an answer
from us if we would serve them with water or not. Perhaps this new district will
file on Sawtooth Spring for their own water. Mr. Loehr said .i f they file for a
district, this District is protected because you are doing business with a political
entity. This area is within Placer County. Mr. Cattan will meet with the developers
tomorrow for further discussion. Mr. Loehr mentioned this might be a means to get
a tank on the hill, that we have lines already leading in that direction and a study
should be made before we commit ourselves to supply water.

NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the Board of Directors
of the Truckee Donner Public Utility District, Truckee, Nevada County, California on or
before but not later than 7: 30 o'clock P.M. , on the lst day of December, 19 70, at which
time they will be publicly opened and read in the Directors' Assembly Room of said
District, for material only for a RURAL PACKAGE SUBSTATION of 3750 KVA capacity,
(3 - 1250 KVA) , Transformers high voltage 63,000, low voltage 7620/13200; number of
a
feeders, 4; voltage regulators, 3 single phase 167 KVA each; steel, structural, and
other apparatus appurtenant thereto.
Plans and specifications available at District Offices, Donner Pass Road, Truckee,
California. A 10 o bid bond of amount of bid is required.
No bid will be considered unless it is submitted on a form provided by the District
Offices. Bid forms and specifications will be provided upon demand.
The Board of Directors reserves the right to reject any and all bids, to be sole
judge of the coverage offered and to waive any informality on a bid.

5 DEVELOPMENT CORP - 2 REGARDING WATER SERVICE AND DEVELOPMENT

7 WHEREAS, Truckee -- Donner Public Utility District has here-
8 to fore under date of March 19th, 1970, entered into an agreement
9 with LakeWorld Development Corp, , relating to certain water system )
10 facilities , and related projects , and
11 WHEREAS, LakeWorld Development Corp. has requested a mod i-
12 f ication in paragraph 4 of said Agreement, as relates among other
13 things to acquisition of rights of way for initial water supply ,
14 which said request the Directors have determined to grant, and to
15 modify said Agreement accordingly:
16 NOW THEREFORE , BE IT RESOLVED BY THE BOARD OF DIRECTORS
17 OF TRUCKEE - DONNER PUBLIC UTILITY DISTRICT AS FOLLOWS:
18 1. That in reference to said Agreement dated March 19th,
19 19705 by and between Truckee - Donner Public Utility District and
20i LakeWorld Development Corp. , and in particular paragraph 4,
21 (page 4) , thereof , shall be modified in the following respects:
22 That the date set forth on line 9, page 4 of said
23 Agreement, to wit, "October 25, 1970" ,shall be amended and mod i-
24 j f ied to read , to wit: "October 25 , 1971 ."
25 2 . That except as hereinabove specifically modified and

9 between the District and LakeWorld Development Corp.:. in reference
10 to electric power service for Tahoe Nor thwood s Development, said
11 Agreement being dated the is t day of June, 1970, and
12 ' WHEREAS, the Board of Directors had determined to approve
13 the change and modification as requested by LakeWorld Development
14 Corp. ;
15 NOW THEREFORE $ BE IT RESOLVED BY THE BOARD OF DIRECTORS OF

Dear Sir:
We hereby certify that Truckee-Donner Public Utility District
is the owner o.f property adjacent to .the proposed Northwoods
Boulevard at Station 6 + 18, subject street being part of the
Tahoe Donner Development under way at the present time.
Truckee-Donner Public Utility District hereby agrees to accept
on said -land the drainage waters discharged from the subject
street which will be publicly dedicated.
Truckee-Donner- Public Utility District further agrees to hold
the County of Nevada and its officers and employees free and
clear of any damages arising from said drainage.
This agreement-: shall be binding upon Lakewor ld' s heirs and
successors in title and we consent to recordation of this docu-
ment by the County of Nevada.

We have reviewed the construction drawings for she access road
x to the proposed Tahoe Northwoods Subdivision, t)f specific
't reference and interest to the District and ourselves was the
installation of storm drains , piping and energy dissipators a�_
they relate to the drainage release requested by the County.
The construction plans answe--- tie problems and gf-jestions that

It is our recommendation that the District exercise thA drainage
