Surplus land appraisal S, Assistant f4anager's Report h Now- _- NOVEMBER 17, 1970 The regular meeting of the Truckee Donner Public Utility District was called to order by President Doyle at 7:30 P.M. in the Conference Room of the District. ROLL CALL: Doyle, Rose, Loehr, Stone, Moore. GUESTS PRESENT: None. EMPLOYEES PRESENT: Paulus, Archer, Grow, Bliss. BILLS AND BILLS FOR BOARD'S APPROVAL Bills include checks for Alpine Smith for the Trout Creek project which was- to be inspected by Fish and Game, and for the Keiser project, pending compaction comple- tion on one trench. The blacktop was put in Sierra Meadows. The Martis Valley line may exceed the $18,200 estimate to be reimbursed by Perini, who has already paid $9,100. It was noted that 99 0 of this line will be reimbursed immediately instead of the District having to apply to REA to build a line. The District may apply for REA money on the Donner Lake Substation. Mr. Moore inquired why the District has been purchasing so many transformers. Mr. Paulus replied they are needed with new services. Mr. Grow mentioned the large transformers have been used this past summer in three big trailer parks which have been metered individually. No further discussion, a motion was made by Mr. Moore and seconded by Mr. Loehr that the bills and bills for Board's approval be paid as listed, a copy of which is part of these minutes. SURPLUS LAND APPRAISAL As requested by the Board, Mr. Paulus researched the office records and county plats and listed land probably owned by the District as follows: j AMOUNT LOCATION REMARKS 2 acres Old ice rink. 50 X 100 lot Lakeview.Subdivision District could consider trading lots for usable lots. 100 X 140 lot Meadow Park Subdivision 47 acres By Souths ide Well and by 700' frontage on Brockway Shortcut. 2000 X 1300 lot Ponderosa Palisades 4 acres Across from 2000 X 1300 parcel. 188 X 250 lot By Leisure Lease. Approx 3 acres Warehouse, office, rental house. District may consider selling rental property only, retaining commercial frontage on Hwy 40. 2.3 acres Behind Warehouse & Office. Leased to Recreation District. 70 X 280 lot Meadow Park Subdivision Has been used for 3 years by Mr. Laradon by Mr. Derike. for horse corral. 3 full size lots Meadow Park Subdivision At rear of property owner's lots. 240 acres So. of Lakeworld property. Lakeworld has road easement. 80 acres Adjoining above property. May be forest service land. 1.9 acres Hwys 89 and old 40. Land at "Y". Mr. Paulus mentioned a title search would be necessary. Mr. Doyle concurred and said we might not own as many lands as the Sanitary District assessed us for. Mr. Paulus thought a sign on individual lots would attract prospec- tive buyers. The matter of whether or not the District could be assessed by the Sanitary District has been referred to Paul Chamberlain for comments. Mr. Loehr recommended the District proceed with the title search. Mr. Doyle reiterated the District is not in the real estate business, that we should know exactly what lands we own, that our lands should be on the tax rolls. Mr. Loehr mentioned we could try to get the lands into the hands of private industry, creating jobs for the area and the need for our services. Mr. Paulus felt the District should dis- pose of these lands and have ready money rather than having to borrow money when we need it. No further discussion, a motion was made by Mr. Loehr and seconded by Mr. Rose that the Assistant Manager be authorized to proceed with an appraisal for { a title search on the surplus lands owned by the District. ROLL CALL: Rose, aye; Loehr, aye; Stone, aye; Moore, aye; Doyle, aye. Motion carried. So ordered. ASSISTANT MANAGER'S REPORT: j 1. $18,200 bill to Perini on Martis Valley line has been mailed. Perini paid half ($9,100) and will pay the other half when they get their check from the govern- ment. 2. Scrap wire was sold in Reno for $100. 3. District received a $543 check from the insurance company on our recent burglary. Apparently the insurance company did not wish to pay the $75 submitted for assembling, etc. i 4. A few weeks ago, two representatives from SMUD approached Mr. Paulus with the i proposition of being available for this District to answer questions regarding heating, etc. and promoting electricity in general. Mr. Paulus mentioned the District has not promoted electricity on any great scale. All the Board members '. agreede nt.y u all electric-rate to compete with propane gas and need to enhance our public image and promote electricity as in the "Gold Medallion Home" concept. It was noted that at present we do advertise on the local radio station and in the local papers at a cost of approximately $80/month. Mr. Loehr said advertising is difficult to assess. It was noted the new bank and fire station installed propane heating rather than electric. Mr. Moore stated we should also consider people who remodel, that old heating units of gas and oil should be replaced with electric units, taking advantage of an all electric rate. Mr. Moore felt we could get information from electrical suppliers to hand out. Mr. Stone mentioned he has an all electric home and selected electric for safety, that his electric bills are only $10 higher than in his previous home. He feels the District should definitely promote electricity because it is safer, cleaner and is competitive with oil heat now. Mr. Rose thought we should consider SMUD's proposal if we don't have to invest alot of money. Mr. Doyle felt we should keep in mind we don't get power as cheaply from Sierra Pacific as P G & E. No further discussion, a motion was made by Mr. Loehr and seconded by Mr. Rose that I the Assistant Manager be authorized to proceed with a study of the rate schedules pertaining to an all electric rate and report to the Board at a future date. Mr. William Cawley, Lot 5, Sierra Meadows Unit 4, has requested water service, The District is still waiting for the storage tank in Sierra Meadows to be constructed by the Developer, and the Board was consulted in this matter. MR. Paulus felt the District should not penalize the customer when we have a dispute f with the subdivider. There is no installation problem in this water connection, and the system has been flushed. All the Board members agreed we are obligated to furnish the people water, and the connection will be made for Mr. Cawley. 6. Regarding the Donner Creek Well.,, chlorine has been added due to a high coloform content possibly from the park. Mr. Archer, Water Foreman, suggested the old well should be run once a week for a day to avoid "skunky" water. Regarding the 80 unit apartment complex to be constructed by Nathan Topol, Dan Cook has suggested the apartments be served with a single service and be charged a unit of use for each apartment between $50 and $100, as referenced in the attached letter of November 16, 1970. Mr. Paulus recommended the same minimum for apartment renters as for lot owners. �---• 8. Ron Reynolds and Pete Silva are not full fledged linemen and would like to attend the apprentice program sponsored by Sierra Pacific in the evening. Cost of books for both men would be $102.40 or $51.20 each. Mr. Stone felt the District should pay all the expenses if the course is advantageous to the men's work with the District. The union would furnish these men with the lineman ID card upon success- ful completion of the course. A further report will be made at the next meeting before which Sierra Pacific will be contacted for details. 9. A larger impeller has been ordered and will be installed promptly upon arrival in the new Armstrong pump. 10. The District work schedule thus far has not permitted the painting of the exterior of the Office Building. The one paint manufacturer contacted could not guarantee the results of his product. 11. The American Public Power Association is conducting a course in "Retail Rate Making" in Sacramento in March, and Mr. Paulus would like to attend. No further business to come before this Board, a motion was made by Mr. Loehr and seconded by Mr. Rose that the meeting be adjourned. All ayes. Meeting adjourned at 9:30 P.M. 1 PAUL A.
