Tahoe Donner Manager s Report January 4, 19 72 The regular meeting of the Board of Directors of Truckee Donner Public Utility District was opened by President, Nelson S. Stone at 7:30 P.M. in the conference room. ROLL CALL: Waters, present; R. Anderson, present; D. Anderson, present; Loehr, present; Stone, present. EMPLOYEES PRESENT: Cattan, Paulus, Silva, Reynolds, Grow, Lopez, Bronson. I ' I GUEST PRESENT: Mrs. Grow. A motion was entertained by President Stone that the minutes stand approved. i Referring to page 145 of the December 21, 1971 Minutes, Mr. Cattan noted that j a correction must be made. The bids for the line truck and cable dol ley will be let in February, rather than in April as stated in the Minutes. After this correction, a motion was made by Mr. Loehr and seconded by Mr. Waters that the Minutes be approved. All ayes. { OPENING OF BIDS FOR FUEL OIL AND GASOLINE: Sealed bids were submitted by the following oil companies: STANDARD OIL COMPANY OF CALIFORNIA, Tahoe City, California Chevron Heating Fuel #2 $.145 per gallon for a minimum of 2,300 gal. Chevron Low Lead Gasoline $.2258 per gallon for a minimum of 4,700 gal. UNION OIL COMPANY OF CALIFORNIA, Sacramento, California i l Union Heating Oil #2 $.15 per gallon Regular 76 Gasoline $.234 per gallon PHILLIPS PETROLEUM COMPANY, San Mateo, California Phi lheat #2 $.15 per gallon for a minimum of 2,500 gal. Phillips 66 Gasoline $.164 per gallon for a minimum of 5,000 gal. ATLANTIC RICHFIELD COMPANY, Los Angeles, California Arco Heating Oil $.1525 per gallon Arco Gasoline (regular) $.228 per gallon After brief discussion, Mr. Loehr moved that the bid be awarded to the lowest bidder, Standard Oil of California. Mr. Duane Anderson seconded the motion. I All ayes. BILLS FOR BOARD'S APPROVAL Mr. Paulus explained to the satisfaction of the Directors, the reasons for the lumber bill for the rental house. Mr. Cattan informed the Board members that the reason for all the recent overtime was heavy snow and fallen trees. A motion was made by Director R. Anderson, and seconded by Director Loehr that the bills then be approved. All ayes. i RESOLUTION 7201 -- SEASONAL RATES After much discussion, Director Loehr moved that this matter be tabled for further study until the January 18th meeting. The motion was seconded by Director Duane Anderson. All ayes. i i i January 4, 1972 page 149 i JANUARY 4, 19 72 AMENDMENT OF POLICY 1 CHANGE IN ELECTRIC SERVICE CHARGES Mr. Cattan stated that due to the rising costs of meters, wire and labor, he feels that it is necessary to increase the present rates, which have been in effect for at least nine years. President Stone asked if there would be any change in the contract with Tahoe Donner over this proposed rate change. Manager Cattan explained to the Directors that the $35 charge referred to by Mr. Stone was for Line Extension, and that each consumer will still be required to pay an extra $15 for electric service. Director Waters inquired as to the ratio of transformers to consumers and also stated that he would like to know what the average residential cost of service is for the average home. Mr. Cattan then presented the Directors with a chart dealing with this, and Mr. Paulus informed the Board that the average revenue from an average home for a ten-month period is $10 8.30, or $10.83 per month. After considerable discussion, President Stone called for a motion in chich the Manager be asked to prepare a Resolution for the next Board Meeting, dealing with the following Electric Service Charges. Moved by R. Anderson, seconded by D. Anderson. All ayes. The new rates, effective January 18, 1972 will be as follows: 3 wire single phase permanent, 200 feet or. less $50.00 3 wire single phase temporary, 200 feet or less $50.00 4 wire three phase service, 200 feet or less $80.00 Any needed extensions of the service wire for more than 200 feet will be billed on basis of actual cost of material, labor and overhead involved in such exten- sion. NOTE: E to ee will inform customer before installation. � y I Item No. 2 dealing with Minimum Charge, and item No. 3 dealing with High Tens i on --' Extension, have been rescinded. Reference -- Resolution 6930 AUTHORIZATION TO BID PICK-UP Mr. Paulus presented the Directors with copies of specifications for a 1972 1/2 Ton, 4-Wheel Drive Pick-Up. After explaining the condition of the present one, and that with trade-in the approximate difference should be in the neigh- borhood of $3,000, a motion was made by Director Waters and seconded by Director Loehr that the Manager be authorized to prepare bids for the new pick-up. January 4, 1972 page 150 JANUARY 4, 19 7 2 - CONTINUED TAHOE DONNER & THE NEED FOR ANOTHER BACKHOE Manager Cattan spoke in reference to a letter from Crammer Engineering of December 21st, 1971, regarding the unit development of Tahoe Donner. Mr. Cattan stated that he had spoken with Fred Damavandi and is meeting with him again Friday, January 7th. Tahoe Donner now has five units; Units 1, 2, 3, 4, F and 6, and according to the contract, whenever a unit is recorded by Nevada City, they will provide the District with a bond. As stated in the December minutes, cash will be advanced the District for Units 2 and 3. After discus- sing with Mr. Damavandi the urgent need for the District to purchase materials and equipment for this Subdivision, Mr. Cattan was informed that Tahoe Donner i is cons i de ring paying us cash instead of bonds. Manager Cattan urged the Board to immediately authorize him to prepare the bids, as in the event that the funds are not readily avai lab le, the bids can be re- jected by the Board, though it appears unlikely at this time. The Manager further explained that it is impossible to construct the work at Tahoe Donner and install the five miles of line without the necessary equipment. Discussion ensued regarding the financing and estimated costs of installing the substation and lines. I Mr. Cattan informed the Directors that the reason for the urgency in preparing bids is that it takes time to get the necessary paperwork done, advertise, open the bids, etc. Director Roy Waters questioned the need for a second backhoe. Mr. Cattan assured the Board that there would be plenty of work for a new one as the line truck and backhoe would be working continuously on the five miles of proposed lines and numerous pumps and that a special crew will be allocated j �.... for this work at Tahoe Donner. The Manager informed the Board that the present backhoe would be used for water services and in town, primarily on smaller jobs and that a larger j backhoe is needed for Tahoe Donner and snow removal. Mr. Cattan further stated that he does not recommend committing the District to purchasing all this heavy equipment and material until the money is at hand. Waters • i I page 151 January 4, 1972 E E JANUARY 4, 19 72 MANAGER'S REPORT Manager Cattan reported that the Donner Lake Substation is now in operation and that it was the snow and ice that caused a fuse to kick out. He then stated that the bids for the Transformers and Regulators have been sent out. An inquiry was made by President Stone as to whether anything had been done about an Organizational Chart. Mr. Cattan explained that he has been very busy with specifications and other things. President Stone also asked about the budget. Mr. Paulus assured him that there would be a complete report for the next Board Meeting; It was reported that the electric minimum previously passed on July 6, 1971, and originally scheduled for November, will be effective in January, due to the Price-Freeze. Director Waters asked about the water situation in Ponderosa Palisades. Mr. Cattan stated that the District does not have the men and equipment to get the job done mti1 April. Discussion ensued regarding water tanks. At 9:S 3 a motion was made by Director Loehr and seconded by D. Anderson that the meeting be adjourned. All ayes. t NELSON S.
