ROLL CALL: R. Waters, present; D. Anderson, present; R. Anderson, present; H. Loehr, present; N. Stone, present. EMPLOYEES PRESENT: Cattan, Paulus, Hutchinson. MINUTES: It was moved by Director Waters and seconded by Director Loehr that the minutes of the February 1, 1972 meeting, stand approved as read. It was unanimously carr6ed. Stone, aye. r-- j TAHOE DONNER SUBSTATION The bid for the new Tahoe Donner Substation was awarded to Western Substation with their bid of $191,917. A change order was requested by Manager George Cattan for: 9 L.A. intermediate class instead of distribution class $722.00 and $200.00 for increasing aluminum bus from 1 1/41' to 1 1/211. N. Stone explained that Graybar was not the lowest bidder because the cost of reclosers was not included in the bid price. It was moved by D. Anderson and seconded by H. SOUTHERN PACIFIC BILLING Since January 4, the Donner Lake substation has been energized and its metering has been checked. It was found that quite alot of KWHRS were not accounted for. Mr. Cattan found that the wrong multiplier was being used on the Southern Pacific billing since 1968. A statement covering the uears since 1968 has been sent to Southern Pacific. They were also sent a bill for $12,234.07. Mr. Cattan said that he would have more to report at the next meeting. DONNER STAVE PARK Mr. Cattan said that the Donner State Park has been energized. They are being billed i at $4.50 per foot. He said that he has been contacted by the Martis Valley developers regarding under ground lines they need for the new park ar the Martis Valley Dam. Mr. Cattan said that he quoted them the same price, $4.50 per foot. MARTIN MC DONOUGH Mr. Cattan received a letter from Mt. Wheeler Power Company requesting that we join with them in filing a protest against Sierra Pacific Power Company regarding their proposed rate increase. Mr. Cattan confered with our attorney, Mr. Martin McDonough, and he suggested that the District submit a comment to tie Federal,'Power Commission, - 20 days after the filing of the protest. He would not suggest that we join with Mt. -- Page 170 MARTIN MC DONOUGH ------ Continued Wheeler in filing the protest. He feels that our situations are too different. He suggested that we give Mt. Wheeler any other support we can. MANAGERS REPORT Mr. Cattan reported to the Board that the Olympic Heights job has been completed. He said that he is in the process of preparing a resolution that would limit the time of year when the P.U.D. would dig holes for poles or underground lines. Each contractor beginning a new project would be informed that the digging must take place before November or after February. D. Anderson suggested that the District allow some latitude. He said that perhaps we could have the contractors start the digging or show them where the holes are needed. Mr. Cattan said that he would study this and that the Board would review it again in March or April. Lakeworld Water---The pumping from Donner Lake will not be completed until next- January and the District will provide the water for Lakeworld up to April 1973. Mr. Cattan explained that they eill not need a large amount of water and that the District will not be filling the 1/2 million gallon tanks. This summer Lakeworld will pay for the power and the maintence of the booster pumps. Mr. Cattan also explained that the electrical and water usage in this area is strictly a weekend usage. Very little service is used from Sunday to Thursday. C.M.U.A. Convention----D. Anderson, R. Anderson, President N. Stone, and Manager G. Cattan will be attending the C.M.U.A. convention February 28, thru March 1, in Sacramento. Mr. Cattan proposed that the Board allow Assistant Manager, Tom Paulus, attend the American Public Power Convention, March 13 thru March 15 in Anahiem. It was moved by H. Loehr and seconded by R. Waters that the Board permit Tom to attend the American Public Power Convention. The motion was unanimously carried. D. Anderson said that he is posponing his request for the Board to sanction any study for the combining of the Truckee Sanitary District and the Truckee Donner Public Utility District Lentil a later date, pending the outcome of the incorporation study and subsequent vote on incorporation. It was moved by H. Loehr and seconded by D. Anderson that the meeting be adjourned. The motion was unanimously carried.
