HUBERT KEITH - LAND SALE Dr. Keith informed the Board of his interest in a parcel of land (3. 39 acres) adjacent to his mobile home park, Village Green. He quoted a price to the Board of $12,000 for the entire parcel. Dr. Keith explained to the Board that he would pay for all surveying costs , which would be non-refundable. The only access to this parcel of land is from what Dr. Keith already owns; being of no real use to other bidders. It was decided to appraise the land themselves and set a minimum bid for this land. The question arised was whether they would want to sell a portion of this land which may be detrimental to the sell of the remainder of the property. The final decision was that the land would be appraised and surveyed; ending in discussion by the Board. Dr. Keith was asked to return on March 6, for the final decision. DONNER LAKE BILLING Mr. Cattan explained to the Board that the Sierra Pacific bill this month had a $2,000 billing demand; the period ending December 27, 1972. This was caused by the Christmas holiday overload for Donner Lake. Then after the Christmas holidays, there was another $2,000 billing for the New Year holiday. Mr. Cattan said that Sierra Pacific will correct the billing for only on $2,000 billing demand. The following are my comments relevant to the situation which comprise three issues : 1. Legal aspects 2. Technical problems 3. Financing 1. The legal aspect From my discission with Mr. Martin McDonough, it appears that the time element may run from one to two years. 2. Technical problems a) The existing Donner tie lines were sponsored by and con- structed for the benefit of Sierra Pacific Power Company. The tie line----consist of a 60 KV and a 120 KV line which S . P. P. C. considers commited to them and will resist the use of these power lines by r P G & E to transmit power to T-D PUD. b) It appears that P G & E may not have enough power at the summit and may request that we build a 60 KV line from Truckee to the summit and then to their power station at Drum; approximately twenty miles away from the summit. c) In order to provide reasonable system reliability, the District would have to build two lines or pay for a standby 60 KV service from S. P. P. C. , which is very costly. You are all aware of the difficult terrain in the summit area and a snow cat may have to be purchased. Last November I had to raise the voltage level of the regulators at Donner Lake Substation as the P G & E 60 KV line was low which denotes that their 60 KV line is overloaded. d) At the present time, considerable opposition would probably develop by the environmental agencies for additional transmission lines to be located in the Sierra. Page 3 5 PURCHASE OF POWER FROM P G & E continued page 2 e) If a 60 KV line is to be built, I can foresee a great difficulty of reaching the Truckee Substation. The Donner Lake Substation entry of the 60 KV line must be from the North or East sides. The Tahoe Donner Substation 60 KV line entry is to be from the North. 3. Financing The most difficult problem I can see is obtaining the right of way which may be a very costly item especially when we have to pass through private properties . This I would say will take two years. The line passing through the summit may cost a minimum of twenty thousand dollars per mile. In addition to the cost of the line, the clearing of right of way, and additional switching equip- ment, there will also be a monthly payment made to PG & E to support P G & E' s investment in facilities to supply us with power. If the power line has to be built from our Truckee Substation to Drum, we will be talking of a million dollars or more. REA As you are all aware the 2% REA loan is no more available. Before the District can spend money on surveying, design of line, right of way, they have to: 1. Settle the legal aspects whether they can obtain power from P G & E. 2. Find out from P G & E if we have to tap their line at Drum, which may become very costly. Besides 0'apitol outlay there will be maintenance and losses to be considered. LOAD GROWTH In 1966 , the District was trying to acquire power for the Truckee Substation - 7500 KW. Now we are asking for 15000 to 20000 KW.
