HomeMy WebLinkAbout1973-04-17 Min - Board APRIL 17, 1973 The regular meeting of the Board of Directors of the Truckee-Donner Public Utility District was called to order by Roy Waters at 7: 30 p. m. in the conference room. ROLL CALL: H. Loehr, present; D.- Anderson, present; N. Stone, present; R. Anderson, absent; R. Waters, present. GUESTS PRESENT: Frank Giovannoni, John Stralla, George Pifer, Ruth ,,,... Melin, Jeanne Sollen, Lucille Stone, Jack Pearce, Lauren Russell, Betty Juliot, Bob Decker, Winifred Loehr. EMPLOYEES PRESENT: Cattan, Silva, Groff Reynolds, Connell, J. Craig, B. Craig. MINUTES OF APRIL 3, 1973 The President asked if there were any additions, corrections, or omissions to the Minutes of April 3, 1973. D. Anderson asked that on page two in the second paragraph the Minutes read "Mr. Murphy felt" and not "he felt" . On page two, seventh paragraph, D. Anderson also asked that the dollar sign be added to 1180 and 90,000" dollars. A typograph- ical error was made in the time the meeting was adjourned. It should have read 9.50 p. m. These corrections and additions will be changed on the original of the Minutes . It was moved by D. Anderson and seconded by Director Stone that the Minutes be approved. ROLL CALL: H. Loehr, aye; D. Anderson, aye; N. Stone, aye; R. Anderson, absent; R. Waters, aye. BILLS FOR BOARDS APPROVAL After studying the bills, it was moved by N. Stone and seconded by H. Loehr that the bills be paid. MANAGERS MEMORANDUM Mr. Cattan presented a memorandum to the Directors showing what he recommends for 1973 in the way of personnel and that the added cost per month would be $8,547. This report will be submitted as part of the Minutes. He also stated in his memorandum tothe Board dated October 12, 1972, than an electrical engineer be appointed by April 1, so that he could spend at least one month with Manager, in order to acquaint him with the system, its protection and future expansion. It is regretable that no action was taken. He also suggested the Board ask Sierra Pacific or another firm to do the required tests on the substations and transformer banks. Director Loehr made a minute order to management authorizing him to make the necessary arrangements with Sierra Pacific to do this testing. Both Frank Giovannoni and Manager thought the total cost of this would be approximately $19500. On the personnel recommendations, Roy Waters presented a letter from Mr. F. P. Beardsley. Being a retired electrical engineer, he offered his part-time service to the District. Roy Waters said this offer will be kept in mind. Mr. Cattan warned the Board not to keep putting off on replacing the electrical engineer. It would not be good if the District was without an engineer and an emergency came up from say Teichert or the Mill. It would tend to look like negligence on the part of the District. Page 80 APRIL 17, 1973 Page Two Regarding the new substation, Mr. Cattan was asked how things were going. The ground is still too soft. As soon as everything dries out, work will begin. The surplus Case backhoe purchased in 1965 was decided to be put up for public bid. The minimum bid would be for $2,000. Lauren Russell asked that no new poles be set until after the special meeting of April 30, regarding the Prosser Lakeview Estates controversy. MANAGERS REPORT The Donner Lake pumping plant is presently under construction. We will be laying 24-inch suction pipe by the end of the week. Excavation is not yet completed. Mr. Jack Pearse, Lakeworld representative in Truckee, who was present at the last Board meeting informed me that Fred Damavandi and legal staff would like to meet with the Board next Tuesday to discuss their electrical contract because of criticism made. It was decided this would be worked into the meeting of the 24th. Lauren Russell asked at this time to let the people know exactly what makes the District so broke. He thought maybe then the people could help the District. He asks the Board to delay any decisions until they have information from other sources (besides Sierra Pacific) on the lease. Poll- George Pifer asked if any of the Directors have conflict of interests concerning the Sierra Pacific lease, to stand up and say so now. It is possible their vote would be cancelled if they had a conflict of interest. There were none that stood. There being no further business to come before the Board, it-was moved by Director D. Anderson and seconded by Director Leohr that the meeting be adjourned. All aye; motion carried. After a five minute break, the Board went into an executive session. PERSONNEL REQUIREMENTS AND RELATED COSTS PER MONTH Extra personnel needed for 1973; excluding water operation:i-nr Electricial engineer - including benefits 1,800.00 Accountant - including benefits 1,000.00 Second meter reader including benefits 1,000.00 Lineman - including benefits 1,700.00 Lineman during summer - six months (average) 850.00 Secretary 650,00 7,000.00 Besides this expenditure, you have to allow for increase in wages and benefits requested by the Union. What they are claiming is approximately 18%, and we hope that this figure may not exceed 10%. The existing payroll cif last year, less my salary and benefits $15,472.00. 10% of $15,472.00 1,547.00 Second Backhoe for electrical crew, instead of renting. 8,547.00 Billing machine $22,000.00 2. TESTING AND CHECKING OF SUBSTATIONS, TRANSFORMERS, REGULATORS AND PROTECTIVE EQUIPMENT Every year all substations and transformer banks are checked at the end of April, specially the two transformer banks at the Teichert plant, which are out of commission during the winter season. In previous years Sierra Pacific Power Company was actually doing this work for us, as we did not have the specialized personnel and equipment for this sort of work. I recommend to the Board to either ask Sierra Pacific Power Company or contact some special outfit from the Bay Area to do the required tests and inspections. In my memorandum to the Board dated October 12, 1972, I recommended that an Electrical Engineer be appointed by April lst., so that he could spend at least one month with me, in order to acquaint him with the systeiA its protection and future expansion.
