The regular meeting of the Board of Directors of the Truckee-Donner
Public Utility District was called to order by President Roy Waters
at 7 : 30 p.m. in the conference room.
ROLL CALL: J. Craig, present; D.Anderson, present; P. Sutton,
present; R. Anderson, present ; R. Waters , present.
GUESTS PRESENT: Pete Heinrich, Tony Roegiers.

MINUTES OF DECEMBER 18, 1973
The president asked if there were any additions , corrections , or
omissions to the minutes of December 18 , 1973. Director Craig asked
that on page two, fourth paragraph, an additional sentence stating
Director Craig asked Mr. Stone who it was that made the engineer' s
estimate. Mr. Stone ' s answer was the then manager, George Cattan did
this .
Director Sutton asked that on page three, under manager ' s report , the
sentence starting with, "Part of the reason. . . " show a clarification
that this was the manager' s opinion and not the opinion of the Board
or any other source. Also, on the top of page four, first line of
that page, "firm so that she may. . . " be changed to " . . . firm so that
the board may. . ." She also desired a deletion of the phrase "or
just or the month of December" in that same paragraph as she did not
remember saying this. On page four, the paragraph starting with "We
have had an interested. . . " The last sentence of that paragraph should
start with "One of the directors . . . " rather than "The directors . . . "
With these corrections, additions , and omissions, it was moved by Director
R. Anderson and seconded by Director D. Anderson that the minutes be
approved as corrected. All aye; motion carried.
BILLS FOR BOARD' S APPROVAL
After questioning many of the bills , it was moved by Director Sutton
and seconded by Director R. Anderson that the bills be paid. All
aye; motion carried. On the list of bills to be paid, there were
two items that exceeded the $2 , 000 bid amount g shin moma r
GASOLINE AND OIL BIDS - 1974
We received only one bid, which was from Atlantic Richfield Company.

msrW thirty days written notice from either party. We received letters
from Union 76 and Standard Oil Company stating at this time they
were not in the position to make an offer and asked to be kept on the
bidding list.
It was moved by Director R. Anderson and seconded by Director Sutton
that the Arco bid be accepted. All aye; motion carried.
RESOLUTION 7401-P.U. C. EXAMINER RECOMMENDATION
This resolution formally requests the Public Utilities Commission to
submit names and addresses of expert examiners as outlined in Section
16606 of the California Government Code .
Director D. Anderson and R. Anderson thought this study could be
incorporated into the proposals previously discussed by the Board.
They thought by doing this , it would save duplication and the money
spent.
It was Waved by Director Sutton and seconded by Director Craig that
Resolution 7401 be adopted. ROLL CALL: J. Craig , aye ; D. Anderson,

Due to litigation on this subject, the matter was tabled and will be
discussed in executive session.
WEST RIVER STREET ASSESSMENT
A map showing the proposed waterline to the West River area was
presented as prepared by Cook Associates . Dan Cook has figured the
amount of each assessment to the various property owners.

Petitions will be mailed following Dan Cook' s review of the assess-
ments.
It was decided that Dan Cook would be present at the next meeting so
that the directors could ask questions of him on assessment proceedings.
MANAGER' S REPORT
Manager proposes hiring an additional meter reader. We originally
mailed our customers a notice requesting that they shovel a path to
their meter. We have not had an eager response to this request. The
time involved to do this work will tie up our present reader. To
compensate for this added workload, it has become necessary to employ
another meter reader. It may also be necessary to buy a new vehicle
for the new employee. The directors were in favor of such a move ;
however, they wanted a local resident hired. They did not want any
discrimination showed. . . the meter reader could also be a female.
The starting salary for a meter reader is $4. 05 per hour.
Ron Reynolds , one of our lineman, was involved in an accident Sunday
evening. The driver that hit him ran the stop sign and was cited.
It will cost about $350 to have the vehicle reps-Led. Mr. Reynolds
was not injured, but suffered bruises .
The Northside well is down 850 feet and looks favorable. Dr. Sharp,
our geologist for this project , feels very confident that we will
get the minimum 500 gpm from this well. Regarding the geological
study that is being done by Dr. Sharp, it is about 35 percent com-
pleted.
Manager would like to have auditors , Alexander Grant & Company, do
the biggest share of our accounting since manager has not had the
time to do all of it. The cost for this would be approximately $500
per month. It would cost about $1, 000 per month plus benefits if
we were to hire a full-time accountant. Director Waters thought we
should definitely have the auditors up to help with the end-of-the-
year bookkeeping. After that, the directors would like to know what
the cost would be to have them help each month and what would be
necessary to carry this out. Director Sutton wanted to know what
responsibility they would take for the bookkeeping. It was decided
to have the auditors help Mr. Paulus with the year-end work and then
have one member of the accounting firm present at one of the following
meetings so that questions could be asked of him.
Mr. Paulus asked for a -clarification of the words "to attend" in
Ordinance 73-01 which provides for the compensation to the directors .
It now states a director will be compensated $50 per "attendance" of
each meeting. On several occasions , a director has arrived late or
left early from the meeting. After many opinions were given on the
subject, it was decided that the manager should discuss the change
of wording on this ordinance with Paul Chamberlain. Mr. Chamberlain
would then report back to the Board with his recommendation.
Mr. Paulus has figures on the Tahoe Donner electric contract. The
district' s cost on power line installation is $157 , 365 to date .
The present power lines will serve approximately 1 ,685 of the total
5 , 989 lots or 28 percent of the total project. The present cost per
lot is $93. 39 . The construction of the Tahoe Donner substation is
not included in the cost. Director Sutton thought that this cost should
be included. Director Craig noted that there were errors made in the
construction of the Tahoe Donner distribution lines and that the lines
should be inspected by a registered electrical engineer. Discussion

mendation on the electric contract was also requested.
Mr. Paulus has still not heard from Mr. Chamberlain on the vehicle
and land sale, George Cattan' s sick leave and vacation, and the
Prosser Lakeview Estates contract for electric service. The investi-
gation of the signing of checks which was to be discussed between Mr.
Chamberlain and our auditors is still pending.
Mr. Paulus presented a letter from Dan Cook which gave Mr. Cook' s
rate of depreciation for water department assets . It was decided
that Mr. Paulus would contact the other public utility districts in
the area to find out what their depreciation rate is . Also , the
directors wanted to know what guidelines are set out by the Internal
Revenue Service for public utilities.
We have not noticed much of an effect on the power use reduction but
it is still too early to tell. From January to November of this year
the growth was 16% up from the previous year and the kilowatt hours
sold was up 150 , so there is a minor reduction even prior to the
power-reduction mailers were mailed out.
There being no further business to come before the Board, it was moved
by Director R. Anderson and seconded by Director D. Anderson that the
meeting be adjourned. All aye ; motion carried. The secretary was
excused while the board remained for an executive session. Following
the executive session, the meeting was reconvened. It was moved by
Director R. Anderson that the damage claim in the amount of $215 , 000
from Adele Jones and Arthur Rich be rejected. Director Sutton sec-
onded his motion on the basis that by doing this , it would expodite
the suit, as she thought it should be settled in court. ROLL CALL:
John Craig, abstain, the action occured before he was on the board
"— and has mixed feelings ; D. Anderson, abstain, possible conflict of
interest as he represents the developer from an engineering standpoint
on the Truckee Mobile Home Park; P. Sutton, aye ; R. Anderson, aye ;
R. Waters , aye. So moved. The regular meeting was then adjourned
at 1: 05 a.m. In executive session, the board also decided to write
various attorneys (local) for possible retention.

AMENDMENTS TO MINUTES OF JANUARY 2, 1974:
CORRECTIONS: Page two, paragraph four, "The Directors were in favor of
such a move; however, they wanted the vacancy advertised in the local
paper," rather than ". . ,however, they wanted a local resident hired."
ADDITIONS: Page one, section "Gasoline and Oil Bids - 1974" --- "The
price o -regular gasoline was 34.5� per gallon and heating oil was
29.4� a gallon plus tax."
Page three, first paragraph, first sentence, "It was decided to have Mr.
Paulus contact various professional societies for names and addresses of
electrical engineers for their consulting services.
There was discussion of correcting the statment under Bills for Board's
Approval "On the list of bills to be paid, there were two items that
exceeded the $2,000 bid amount." However, Mr. Paulus informed the
directors that there were actually only two bills that exceeded the
$2,000 amount, RTE Company and Johnston Pump. The other three items
that showed on the list were two or three invoices combined to show
one amount to that company. In future practices, the breakdown will be
reflected on the bills. The minutes will show this clarificion.

desire the selection and certification of names and addresses
of qualified experts by the California Public Utilities
Commission for selection and employment , as speci-
fied in Section 16606 , Items A through G of the California
Government Code , Chapter 4, Article 7 .
Passed and adopted by the Board of Directors of the
Truckee-Donner Public Utility District at a regular meeting
thereof duly called and held in the District on the 2nd
