FEBRUARY 5, 1974 The regular meeting of the Board of Directors of the Truckee-Donner Public Utility District was called to order by the president at 7:30 p.m. in the conference room. ROLL CALL: J. Craig, present; D. Anderson, present; P. Sutton, present; R. Anderson, present; R. Waters, present. EMPLOYEES PRESENT: Kinzie, GUESTS PRESENT: Marigrey Fish, Royna Craig, Tony Roegiers, MINUTES OF JANUARY 15, 1974 Due to the fact that the minutes were received late, it was moved by Director Craig and seconded by Director Sutton that the approval of the minutes be post- poned until the next regular meeting of February 19, 1974. ROLL CALL: J. Craig, aye; D. Anderson, aye; P. Sutton, aye; R. Anderson, aye; R. Waters, no. BILLS FOR BOARD'S APPROVAL After reviewing the bills, it was moved by Director R. Anderson and seconded by Director Sutton that the bills be paid. All aye; motion carried. ORDINANCE 74-01 - DIRECTORS COMPENSATION This Ordinance allows for compensation to the directors of $50 per meeting providing attendance of that meeting is a minimum of sixty percent. This was the only amend- ment from the preceding ordinance. It was moved by Director D. Anderson and seconded by Director Craig that Ordinance 74-01 be adopted. ROLL CALL: J. Craig; aye; D. ORDINANCE 74-02 - ENERGY USAGE Mr. Chamberlain has an ordinance which sets out prepared guidelines similar to those established by the California Public Utilities Commission for a fifteen percent voluntary reduction in each customer's normal usage of electricity and mandatory curtailment for outdoor advertising and decorative lighting, function- al outdoor lighting, comfort heating and cooling, outdoor public gatherings, and indoor business lighting. Under Section 4 of Ordinance 74-02, enforcement of the rules set forth are outlined. It states that the general manager shall have the authority to disconnect electrical service to the premises that are in violation of the curtailment. The Board felt this authority should be given to the Board of Directors rather- than the manager. It was decided to have this ordinance reviewed by the District Attorney's office and County Counsel as recom-. mended by Paul Chamberlain. It was also decided to have our attorney examine the section of the ordinance that allows for disconnection. Action on this ordin- ance was tabled until the regular meeting of March 5, 1974. Director Craig asked that the directors receive a copy of the initial P.U.C. order by which this ordinance was patterned after. TRANSFORMER BIDS - 8:00 P.M. We have put out to bid two 225 KVA transformers which will be used for the golf course condominiums. Westinghouse quoted a price of $3,550.00 per transformer and delivery date is subject to factory stock. The prices quoted will include costs for labor, equipment, and materials necessary for the manufacturing of the padmount ., transformer and also all shipping costs necessary to deliver the transformers to the office in Truckee. Standard Transformer Company of Medford, Oregon, quoted $3,143.00 per transformer and delivery date is 77 weeks after receipt of order. RTE Corporation of Tigard, Oregon, quoted $2,368.00 per transformer and the deliv- ery date is 30 weeks after receipt of order. Allis-Chalmers Corporation of San Francisco quoted $2,456,00 and 42 weeks after receipt of order for delivery. The bids will be referred to our present consulting engineer, Frank Beardsley, for his interpretation on the difference in price and examination for his recommendation. The regular meeting was adjourned by the President, Roy Waters, at 9:20 p.m. i i TRUCKEE-DONNER PUBLIC UTILITY DISTRICT BY: ROY WA , RESIDENT OF THE BOARD Z?V. 1XI MERRI N KINZI RECORDING SECRE10kRY 'i i i t Page 47 ORDINANCE NO. 74-01 of the TRUCKEE-DONNER PUBLIC UTILITY DISTRICT ESTABLISHING COMPENSATION TO BE RECEIVED BY THE BOARD OF DIRECTORS THEREOF WHEREAS, Section 16002 of the California Public Utilities Code, said Code being applicable to Truckee-Donner Public Utility District, provides , among other things, for an ordinance establish- ing compensation to be received by the Board of Directors thereof, and WHEREAS, the Board of Directors desires and intends to establish hereby a rate of compensation for members of its board: NOW, THEREFORE, BE IT ENACTED BY THE BOARD OF DIRECTORS OF THE TRUCKEE-DONNER PUBLIC UTILITY DISTRICT AS FOLLOWS: 1. That any and all prior ordinances or amendments i thereto establishing a rate of compensation for members of the Board of Directors of said district shall be and the same are hereby deemed set aside and of no further force and effect, commensurate with the date upon which this Ordinance shall become effective . 2 . That the duly elected, qualified, and acting members I of the Board of Directors of said district shall be entitled to receive compensation as follows : i a. At the rate of $50. 00 per member providing that attendance for each meeting is a minimum of sixty (60) I j percent of the regularly scheduled meeting time . In no i event shall the compensation per annum exceed that set i j forth in Section 16002 of the Public Utilities Code . b. No additional compensation shall be allowed for i attendance at special meetings or committee meetings. i 3.
