The special meeting of the Board of Directors of the Truckee-Donner
Public Utility District was called to order by Vice-President Duane
Anderson at 8 : 00 p.m. in the conference room of the district.
ROLL CALL: J. Craig, present; D. Anderson, present ; P. Sutton,
present; R. Anderson, absent; R. Waters , absent.
GUESTS PRESENT: Daniel J. Horman, Ken Taylor, Jerry J. Herrman,
R. C. Maki , Dan Cook, Norm Traverso, Jeane Huggins ,
W. P. Huggins , Ray Smith, Lowell E. Northrop, Jr. ,
Mrs. Robert C. Gebhardt, Dale Harris , Robin C. Smith.

WEST RIVER STREET ASSESSMENT DISTRICT
Dan Cook went over the three different schemes for the installation
of a waterline in the W. River Street industrial area to provide
fire protection and consumptive water. In Case 1A, the system was
a looping system, inter-tying the entire system. Under this scheme ,
the line through West River Street would be an eight-inch line.
The inter-tying system was explained beneficial in the event of a
waterline break, as water could be supplied from another source.
In Case II , the system lacked the looping connection. The line
would be a ten-inch line. There was a dead-end stub at the end of
West River Street. Both Case lA and II have a six-inch line extend-
ing to the residential area. In Case III , the system was the same as in
Case II with the exception of the six-inch line running to the resi-
dential parcels on Fox Mead Lane, off of W. River Street.
The residential property owners presented opposition to the construc-
tion of the six-inch extension onto Fox Mead Lane as they explained
they already had adequate water supply from their wells . Norm Traverso
spokesman for the Marisco property and himself, said that the residen-
tial owners already had the consumptive water they needed and the fire
protection. Reuben Maki from the Truckee Fire Protection District con-
firmed that the fire engines usually carry enough water to fight
seventy percent of all residential fires .
Dan Cook explained that two-thirds of the construction cost is the
fire protection value. The consumptive value is based on the remaining
one-third cost. The assessments were based on area and footage .
Director Sutton said that she had been asked by the Tollefson property
owners to act as their spokeswoman in the hearing. They wanted the
board to know that they objected to their parcels being included in
the waterline construction (Parcels 1 & 19) .
Mr. Paulus was contacted by Norm Preston who was unable toattend the
meeting. Mr. Preston asked that Mr. Paulus convey his feeling on the
waterline installation. He felt he had adequate water supply and did
not need the installation of the line.
Ray Smith, acting as spokesman for Norma Jacobson, said that she was
100 percent in favor of Case lA (looping system) .
Salty Gebhardt asked if it would be possible to have the looping system
as in Case lA with the exclusion of the nine residential lots . Dan Cook
said that this was possible and that the difference in cost would be
approximately $10, 000. He said that he would prepare tCase 1B' which
would show this exclusion.
Mr. Dale Harris, speaking for Vita-Bark, Inc. , said that they were in
favor of Case III as Mr. Maki said that this scheme would provide
adequate water supply for fire protection, fire protection being the
main concern for Vita-Bark. They have wells on the property that
supply consumptive water.
Mr. W. P. Huggins , property owner, said he was in favor of the instal-
lation of the waterline under Case III .
Daniel J. Horman said he was in favor of the line installation.

There were- a few discrepancies in the amount of assessments that Dan
Cook said would be looked into. Dan said that he would have a revised
plan for ' Case 1B' and more refined assessments . The new plan would be
mailed by Monday, March 4 , with a new date for a hearing. There was
also discussion of adding additional properties to the assessment
district. Mr. Cook will look into this .
Mr. Cook briefly went over assessment proceedings , the steps that
will be followed if it looks like sixty percent of the property
owners want the waterline installed. He also explained that under
Case 1A, the looping system, the maximum gallons per minute would --,
be 6 , 000. He estimated that under Case ICI , there would be 2 ,000
gallons per minute maximum.
Mr. Reuben Maki said there would be an approximate 10% to 35% savings
on fire insurance depending on present classification.
There being no further business to come before the board, it was
moved by Director Sutton and seconded by Director Craig that the
meeting be adjourned. All aye ; motion carried.
The special meeting was adjourned by the vice-president, Duane Ander-
son, at 9: 50 p.m.
