HomeMy WebLinkAbout1973-07-03 Min - Board JULY 32 1973 The regular meeting of the Board of Directors of the Truckee-Donner Public Utility District was called to order by Roy Waters at 7: 30 p. m. in the conference room. ROLL CALL: H. Loehr, present; R. Anderson, absent; N. Stone, present; D. Anderson, absent; R. Waters, present. GUESTS PRESENT: Mrs. H. Loehr, Marigrey Fish, C. S. Beavers, Sierra Sun Representative. EMPLOYEES PRESENT: Paulus, Kinzie, Krajewski MINUTES OF JUNE 192 1973 Nelson Stone asked for a clarification of the Minutes. On page two, the last paragraph, the Minutes should read: "He has agreed to pay for the power line relocation and will pay for approximately 150 feet of the East line coming from the new well" . With this correction, Director Loehr moved for the approval of the Minutes and it was sec- onded by N. Stone. All aye; motion carried. BILLS FOR BOARDS APPROVAL After reviewing the bills and discussing Robert Sutton' s high paving bill, it was moved by Director Loehr and seconded by Director Stone that the bills be paid. All aye; motion carried. SIERRA PACIFIC RATE INCREASE Acting Manager, Tom Paulus, reported on the rate increase made to the District in October 1972 from Sierra Pacific Power Company. The y had gone to the Federal Power Commission and requested a 36. 3% increase and were granted a 35. 1% increase. The Board decided not to spend approximately $1,000 on a study to see what the District' s chances would be in fighting the present increase made to the FPC of 14. 8% WATER RATE STUDY Tom Paulus reported on the various methods other utilities bill their water customers. To name a few variations, Incline Village is $6. 00 per month, metered; N. Tahoe PUD is $7. 50 per month, metered; Sierra Pacific in Reno is by pipe size, $7.95 for 3/4" pipe; Squaw Valley charges by bathroom, $70. 00 per year; T-C PUD goes by the location of the home, i. e. , a new area, an old area; Sacramento County is by floor area and other ways of billing. Mr. Paulus felt that billing by lot size was more equitable than any other source. He also stressed the fact that this is not a rate increase but a way to be fairer to the consumer. The net increase in the proposed rate would be only 2%. Roy Waters asked Management to put the information in the form of an Ord*nanc.e and presented at the meeting of July 17. DONNER LAKE INTAKE The State of California, Lands Division, has filed action with Nevada County in a document against us and Lakeworld in conjunction with the Donner Lake Intake. Our attorney in this matter, Martin McDonough, felt the reason we were being named was due to the contract we have with Lakeworld stating we will take over this system when it is com- pleted to start the pumping of water out of the Lake which will be purchased from Sierra Pacific Power Company. The reason for the action is that Lakeworld failed to receive permission from the State Page 130 Donner Lake Intake . . . continued -2- July 3, 1973 Lands Commission to construct the Boat ramp, land fill, and water intake system. Tom Paulus told the Directors of a clause in the contract between the District and Lakeworld stating the District could not be held liable for any and all claims made by a third party arriving out of an alleged deviation or failures by Lakeworld. This would cover the present suit being filed against the District. Until we have received the legal documents from the County, this item was tabled. MANAGERS REPORT The Manager asked to revise a clause in Resolution 7222, adopted last January 1973 which states that when a line extension is neces- siated, the applicant will be required to pay 60% of the cost prior to construction of the line. It also states that when additional consumers build onto this line, the cost will be prorated. This pro- ration will occur each time a customer builds onto the line for five years after the original application. We would like to continue re- ceiving an advancement for the construction, but to amend the clause stating a reimbursement will be made each time a new customer adds to the line. H. Loehr asked that additional information be collected from surrounding utilities. This item will be brought up at another time when additional information is accumulated. At Donner Lake, approximately 20 to 30 customers have two electric meters to their home. The additional meter goes to the hot water heater. Last year the hot water heater rate was dropped and replaced with the D-1-B rate which has the $5. 00 minimum applicable. Manage- ment would like to reinforce the old rate as the present rate pen- alizes the occasional occupants. If the meters turn over five kilo- watts each, the minimum billing is $10. 00. Henry Loehr suggested we take an overall look at the present rates . The Board and manage- ment decided theresbDuld be a wider variety of rates. No action will be taken until after the 14.8% increase forthcoming. Management suggested sending another mailer to the customers informing them we decided not to consider the Sierra Pacific lease at this time. Henry Loehr did not feel this was necessary. He felt the matter was not completely closed. After a brief discussion, it was decided to get together after the meeting and re-arrange the wording in the mailer. The engineer for Ranchette Development has called and requested the present contract between them, Placer County, and us be voided. The County would like to do some amending to the original contract. Management felt this was agreeable as the terms of payment have been changed and the present contract does not state this. After the amendments, it will have to be brought before the Board again for their approval. The pole trailer was broken yesterday while hauling poles to Tahoe Donner. Management proposed buying a new trailer to replace the Ir"0 . present unoperable one. Although the County has not requested an easement to the trailer park, management has made arrangements to meet with the Park' s engineer to discuss the installation of power. The power will be all underground which will be paid entirely by the Developer. A meeting is necessary because the installation involves alot of work and materials must be ordered. Regarding the maintanence of fire hydrants in Truckee, Tom Paulus presented a letter from Reuben Maki. Roy Waters proposed furnishing the Fire Commission with the necessary supplies and allowing them to do the labor on the hydrants. Nelson Stone thought we should be responsible for supply- ing water to the hydrant and that would be all. Management was in- structed to contact the Fire Commission and see what they are willing to do. Reuben Maki has written another letter to us regarding the fire flow on West River Street. The Cal-Gas bulk plant has been constructed and Standard Oil will be. At this time, the nearest water line is a six-inch and several hundred feet away. Other commercial builders are desiring to construct in this area also. Mr. Maki asked the ,,.-...! County Planning Commission to stop all construction until this fire danger is resolved. Tom Paulus did not feel we should go to the 4 expense of installing an eight or ten inch line to encourage develop- ment. Standard Oil has contacted the office and would like to do some- thing to convert the system. The work involves running a line for approximately k mile; the cost being approximately $20. 00 per foot. Since many of the owners in Standard Oil are construction workers, they suggested installing the line for the District. They were told to submit a proposal in depth in the form of a letter. The Board asked that a letter be written to Mr. Maki with a copy to the County stating we are unable to pay for a new line to supply adequate fire flow to the-area. We have a letter from Cy Armstrong stating the State nor the County have any control over where a gas tank can be placed in regards to an existing well. The State doesn' t particularly like the Donner Creek well site. They had no objection to the new well providing there is no contamination. The plans for the Andregg development show that their gas tank will be 100 feet from the new well. It doesn' t look like we will have any choice on its placement. Nelson Stone requested we retain Dr. Sharp to find out how close the gas . tank can be to our well. Poles have been set and framed at Lakeworld. We should start string- ing the wire within the next couple of weeks. We would like to get as much work done this summer as possible. Regarding the financial statements for May, they show revenue has gone up 4.8% over 1972' s first five months of the year. Purchased power has gone up 72% and net profit is up 6%. We sold $120,00 more power these first five months than the first five months of 1972 but only netted $4,000 more in revenue. The power bill isn' t the only thing that has gone up; everything is higher. We have taken the Ford LTD back to the Dealer. They take the highest of three appraisals, which was $1,300. Manager proposed buying the car for $1,300 and then trade it in on a new pick-up. An additional pick-up is needed. Another suggested by Roy Waters was to buy the car .and then place it up for public bid; placing the minimum bid at $1, 300. Tom Paulus is to get in touch with Lee Brothers Leasing in Reno and see what can be done. Mr. C. S. "Butch" Beavers asked the Board not to refer to his sub- division, Ponderosa Palisades, as one of the subdivisions that has r-- not paid their way in regard to the installation of power and water facilities. Mr. Beavers said he had been approached by many lot owners within the subdivision inquirying about the money they paid to the subdivider for these facilities. Roy Waters told Mr. Beavers that he knows of no Board member that has spoke unfairly about the Ponderosa Palisades subdivision. Mr. Beavers referred to a newspaper article that appeared in the paper a few weeks prior to tonights meeting. Again Mr. Waters denied knowing of any slanderous remarks made by any Board member against either Mr. Beavers or his subdivision.
