Mr. Pete Heinrich MANAGERts REPORT EXECUTIVE SESSION NOVEMBER 6 , 1973 The regular meeting of the Board of Directors of the Truckee-Donner Public Utility District was called to order by President Roy Waters at 7: 30 p.m. in the conference room. ROLL CALL: H. Loehr, present; D. Anderson, present; N. Stone , present; R. Anderson, present; R. Waters , present . GUESTS PRESENT : Winifred Loehr, Pat Sutton, Edwin A. Wells , flow. Fosten Wilson, and Jack McMinn. EMPLOYEES PRESENT: Paulus , Kinzie , and Krajewski MINUTES OF OCTOBER 16 , 1973 The president asked if there were any additions , correction, or omissions to the minutes of October 16, 1973. It was moved by Director Loehr and seconded by Director Stone that the minutes be approved as written. All aye; motion carried. BILLS FOR BOARD' S APPROVAL Tom Paulus explained the excessive overtime to the directors . This was for outages over the three-day weekend and working on Saturdays in Tahoe Donner on pole installations . The Tahoe Donner overtime will be reimbursed from Dart Resorts . Mr. Paulus also explained the bill being paid to Manny Lopez and Dr. Curry for prescription safety glasses which were broken while on the job. After discussion, the board decided to pay for these glasses and any occumpanying eye examinations . It was moved by Director Loehr and seconded by Director Stone that the bills be paid. All aye ; motion carried. BARTLE WELLS FINANCIAL FORECAST Mr. Ed Wells and Jack McMinn came before the Board to answer any questions they had on their financial proposal . Mr. Waters asked if they would study any of the titles listed in the study individu- ally and at the same cost. Mr. McMinn said this could be done . Duane Anderson asked if this study included a report on the acquisi- tion of the Donner Lake Utility Company. Mr. Wells said that this was not in the study because he figured this type of report would take two working days for one person. Roy Waters asked the board if they had further questions to ask the Bartle-Wells representatives. There were none. Mr. Waters told the gentlemen that when the board had decided who they wanted to do the study, they would be notified. SIERRA PACIFIC - POWER USAGE Tom Paulus reported that he and Director R. Anderson had attended a meeting in Reno with Sierra Pacific. They informed him that the district is going to have to start conserving electricity due to the shortage of generating fuel. If the situation is not corrected voluntarily we may have to go to the main distribution lines and turn the power off for stagering lengths of time . Mr. Paulus presented various pamphlets and articles on energy conservation. The board agreed that something should be sent to our customers asking for a reduction in the use of power. The first pamphlet we will send will be short and ask the consumer to observe and practice a wise, conser- vative, efficient use of electricity. We will then follow up the 1st pamphlet with pamphlets stating exactly what could be done to conserve power. A couple of the directors did not want to come on too strong to the consumers as they did not wish to over dramatize the issue . It may turn out that this is a temporary shortage and next year we may have to start beggingthe consumers to use more electricity. Page 178 SIERRA PACIFIC - RATE CASE Page Two November 6 , 1973 Mr. Paulus stated that he was premature in putting this item on the agenda. Martin McDonough could not be reached and we did not hear the results of the Federal Power Commission hearing that occured today. The feasibility study on fighting the rate increase is completed. Martin McDonough and Harold Heidrick of Wilsey and Ham are working on this . The board has authorized the expenditure of $1 , 000 on this study. Mr. Paulus told the board that he had found the electric contract between Sierra Pacific and the district from 1967. The contract states that the same rate will be in effect five years from the date ' of the contract and increases thereafter 'shall continue in additional periods of five ears unless terminated b either art b at least P Y Y party Y one years ' notice given in writing to the other prior to the commence- ment of any. such subsequent period. " MR. PETE HEINRICH This item was tabled due to Mr. Heinrich' s absence . MANAGER' S REPORT Mr. Paulus reported that we had a power outage at Donner Lake today. There were three spans down as a result of a fallen tree. The power in Donner Lake went out at 4 : 00 a.m. and was completely restored by 5 : 30 p.m. At Prosser Lakeview Estates , power was out temporarily due to blown fuses . We have had a break in one of the subdivisions that is about six years old. The line in this location was put in without any sand covering the pipeline. We have patched the section of the line. This line was in Ponderosa Palisades Unit 1. The Planning Commission will meetthis coming Thursday to discuss the Northside Well . Dan Cook will be present to represent the district. We have correspondence from the Planning Department stating they recommend that the project be approved because of the added well and storage to this area. Mr. Paulus suggested having a special meeting on Monday, November 12 , to approve the project . It was moved by Director D. Anderson and seconded by Director Stone that we have a special meeting Monday, October 12 at 4 : 30 p .m. to consider the approval of the well and tank project in the Northside area. ROLL CALL : H. Loehr, no ; D. Anderson, aye ; N. Stone , aye ; R. Anderson, aye ; R. Waters , no. SO MOVED. The regulators have been installed on the Tahoe Donner line ; however, they are not energized at this time. We may not energize them this year depending on Tahoe Donner' s load. Our ladder truck is nearly inoperable at this time . The ladder will have to be repaired. We originally paid $10 , 300 six years ago. We may be able to fix it locally. The operating and maintenance costs will be studied to determine the feasibility of replacement. We have a preliminary report from Noble Murray who is appraising our surplus land. The total value of these parcels is $547, 000 according to Mr. Murray. We should get the formal report by the next �— Board meeting. We have ordered the meter tester. It will have to be placed in a dustfree room with a constant temperature that will be constructed this winter . It will be located in the PUD warehouse . We will have an oral rebuttal on the Beavers ' case on November 12 . The rebuttal is given to the same judge that presided over the case during the trial . Our attorney and Beavers ' attorney are present for this presentation. It should last about an hour. Page 179 Page Three November 6 , 1973 Chairman Waters declared a ten minute recess and the board reconvened to an executive session. The executive meeting was adjourned and the regular meeting was re-opened to declare Tom Paulus as Manager at a salary of $1 , 500 per month.
