ROLL CALL: Waters , present; Sutton, absent at roll call but arrived at approximately 7:35 P.M. ; Craig, present; Christensen, present; Anderson, present; EMPLOYEES PRESENT: Hobensack, Reed and Drace. OTHERS PRESENT: See attached list for audience attendance at this meeting. PREPARATION OF FINAL ENVIRONMENTAL IMPACT REPORT; APPLICATION TO LEASE STATE LAND AND DIVERT WATER FROM DONNER LAKE This matter relates to a letter dated March 2, 1976, received by the District from State Lands Division, James F. Trout, Manager, Land Operations. A copy of that letter is attached to these minutes. Attorney Martin McDonough indicated that requesting a further exten- sion seemed to be a good measure to take at this point. Director Christensen moved that the Board ask that another 180 day extension be requested on the application to State Lands Division to lease State land and divert water from Donner Lake. Seconded by Director Waters. ROLL CALL: Waters, aye; Sutton, no; Craig, no; Christensen, aye; Anderson , aye; SO MOVED. Director Sutton asked that the record show "that I voted ' no' on the extension of time because I don't believe that we are in a fruitful negotia- tion with Dart on alternative sources and I don't believe that the extension • serves any useful purpose." DISCUSSION - 1973 SUPPLEMENTAL WATER AGREEMENT Dan Cook, engineer for the District, indicated that in his opinion the 1973 .Supplemental Water Agreement is the operating document at this time concerning matters related to Tahoe Donner water. Attorney Martin McDonough gave his views on the purpose of the Agreement. There followed questions and discussion between the Manager, the Board, Dan Cook and Mr. McDonough on the 1973 Supplemental Water Agreement and how that agreement relates to present District matters. NEW CONFLICT OF INTEREST LAW Martin McDonough indicated to the Board the necessity of adopting a conflict of interest code required by Proposition 9 of June, 1974, which enacted the Political Reform Act of 1974. He explained to the Board the new conflict of interest laws and indicated that the Board must adopt a conflict of interest code to be approved by the Nevada County Board of Supervisors. Martin McDonough asked that the Board agree on who should .report their interests , which must include the directors , the manager and general counsel and should i ncl ride anyone else who participates in the decisions which are made by the District, either full time employee or consultant. o.—.. This matter was continued to the regular meeting of April 20, 1976, at which time the manager wowld recommend which employees or consultants should file. JOB DESCRIPTION - SALARY RANGE & BENEFITS FOR NEW MANAGEMENT EMPLOYEE Director Craig left the meeting at 10:00 P.M. The Board discussed the Manager's recommendations related to the salary and benefits for the new management employee. Page 1 , March 23, 1976 //J .*F4+� Director Waters moved that the job description and salary and benefits for the superintendent of water and power be tabled to the meeting of April 6, 1976. Seconded by Director Sutton. MOTION CARRIED BY MAJORITY VOICE VOTE. Director Waters moved that the meeting adjourn. Seconded by Director Christensen. ALL AYE BY VOICE VOTE.
