A Y'�Co MAY 185 1976 The regular meeting of the Board of Directors was called to order by the Chairman at 7:30 P.M. ROLL CALL: Waters , present; Sutton, present; Craig, present; Christensen, present; Anderson, present; ._.. EMPLOYEES PRESENT: Hobensack, Reed and Drace OTHERS PRESENT: See attached list of audience attendance. MINUTES Director Christensen moved that the minutes of April 20, 1976, be approved. Seconded by Director Waters. Director Sutton moved that the motion be amended to incorporate the additions- which she submitted before the minutes were typed in their final form. Seconded by Director Craig. ROLL CALL: Waters, no; Sutton, aye; Craig, aye; Christensen, no; Anderson, no; MOTION FAILED. (Motion to approve minutes) ROLL CALL: Waters , aye; Sutton, no; Craig, no; Christensen, aye; Anderson, aye; SO MOVED. District Counsel Steven Grumer proposed that his office prepare the minutes in the future to avoid some of the problems which he felt were caused as a result of the minutes. Director Sutton asked that the minutes show "that for three consecutive meetings the secretary has finalized the minutes after corrections have been submitted and before the- Board has had the opportunity to review those �—. corrections and I believe that this is not the proper way that the minutes should be done and I do not believe that this was the intent of the Board in its direction which I have been trying very hard to comply with. " She also asked that her memo of corrections on the April 20, 1976 , meeting be attached to the minutes of this meeting. BILLS FOR BOARD APPROVAL Following discussion of the bills for Board approval Director Christensen moved that the bills be approved. Seconded by Director Waters. ROLL CALL: Waters , aye; Sutton, aye; Craig, aye; Christensen, aye; Anderson, aye; SO MOVED. BUDGET STATUS REPORT The Board discussed the budget status reports of December, 1975, January, 1976 and February, 1976. A copy of these reporter are attached to the minutes of the meeti n-g of May 4, 1976. The Manager indicated that the 1975 Audit would be on the agenda for the meeting of June 1 , 1976. CONFLICT OF INTEREST Martin McDonough indicated that the Nevada County Bonrd of Supervisors has set the date of August 31 , 1976, as the date by which the Conflict of Interest Code must be adopted by the District. The District must adopt a code in tentative or proposed form, duly notice the adoption of such code and hold a hearing regarding the code. For the proposed- code McDonough suggested that the District use the model code promulgated by the Association of California Water Districts. Attorney McDonough discussed with the Board this model code and answered questions asked by the Board regarding the model code. Mr. McDonough recommended adoption of the model code as the proposed code of the District. Page 1 , May 18, 1976 S7 Director Christensen moved that the Board adopt a resolution of intent to pass an ordinance to conform to the Conflict of Interest Code requirements and that a public hearing be held at 7:30 P.M. on June 15, 1976. Seconded by Director Waters. ROLL CALL: Waters, aye; Sutton, aye; Craig, aye; Christensen, aye; Anderson, aye; SO MOVED. Rate Case: Mr. McDonough reported to the Board that the FPC action is being deferred. He indicated that he was in the process of obtaining another post- ponement until mid-July. LETTER FROM STATE LANDS DIVISION RE REQUEST FOR EXTENSION OF PROCESSING TIME ON APPLICATION FOR PIPELINE IN DONNER LAKE -- Mr. McDonough indicated to the Board that he would be unable to attend the hearing on May 27, 1976, in Sacramento, regarding the District's application to lease State lands. Dan Cook, District Engineer, indicated that he was planning on attending the hearing. Steven Grumer, District Counsel , also indicated he intended on being present at the Sacramento hearing. IMPLICATIONS OF COMMITMENT TO SERVE NEW DEVELOPMENTS OTHER THAN SUBDIVISIONS BEFORE THE OPERATIONAL STUDY IS COMPLETED Dan Cook discussed with the Board this item. His comments are set forth in Engineer' s comments attached to these minutes under old business agenda item #3. Director Craig moved that the Board adopt as Board policy Mr. Cook' s recommendations concerning item #3 on the agenda and contained in two pages dated March 18, 1976, during the interim period of the operational study. A copy of those pages are attached to these minutes. ALL AYE BY VOICE VOTE. SO MOVED. Dan Cook suggested that Mr. Craig McFarland be told that the District has responded to the EIS Questionnaire and will respond to the site plan related to his proposed project. In the interim Mr. McFarland should execute an Agreement specifying what water demands he intends to make and acknowledge that he will comply with the operational study to be adopted by the Board. Mr. McFarland would also be required tot;?spay for Dan Cook's time and Mr. Grumer's time involved in the project. Steve Grumer indicated that since he had represented Mr. McFarland in the purchase of the_ property he would not represent the District in the matter. Director Christensen moved that Dan Cook contact Mr. McDonough and begin preliminary draft of the Agreement. Seconded by Mr. Waters. ALL AYE BY VOICE VOTE. SO MOVED. ELECTRIC SERVICE TO DONNER PINES The Manager indicated that he had informed Mr. Paul Long that the Board had passed a resolution requiring underground service and that nothing would be done until the terms of the resolution were complied with. DART - PROPOSED WELL SITE Dan Cook commented and recommended to the Board on Dart's proposed --- well sites. Those comments and recommendations and draft resolution for Board consideration are set forth in the Engineer's comments attached to these minutes under old business agenda item #6. Don Strand, project manager at Tahoe Donner, read into the record a letter dated May 18, 1976, regarding Dart's proposed well site. A copy of that letter is attached to these minutes for reference. Page 2, May 18, 1976 S15 William Nork, Hydro-Search, reported to the Board on the progress of drilling at the Sales Office site. He indicated that the site has great potential promise for water. Steven Grumer, District Counsel , reported to the Board on the EIR procedure the District must follow regarding this well site with additional comments on this procedure from Dan Cook. Don Strand indicated that Dart would not drill until the EIR was completed by the District. Director Sutton asked that the record show "that the agenda item is Dart's proposed well site which has to do with their proposal to drill on our site near Tei chert." Director Craig moved that the Board adopt Mr. Cook's resolution, "Defining the Board' s 'Pol i cy on Groundwater Exploration by Dart Resorts, as corrected. Seconded by Director Sutton. DRAFT POLICY STATEMENT, TDPUD FOR LINE EXTENSIONS THROUGHOUT THE WEST RIVER STREET ASSESSMENT DISTRICT Dan Cook discussed with the Board a draft policy statement, "Truckee Donner PUb l i c Utility District for Extension Throughout the West River Street Assessment District. " Following discussion Director Waters moved that the Board adopt Dan Cook's policy statement entitled, "Truckee Donner Public Utility -District for Extension Throughout the West River Street Assessment District. " Seconded by Director Christensen. Director Sutton asked that the motion be amended with an additional paragraph 11 stating that consumptive domestic source and storage fees will be applicable. Director Waters agreed with the amendment. ALL AYE BY VOICE VOTE. �--- It was agreed that a public hearing would not be held but that a copy of the adopted policy would be sent to each of the property owners on West River Street. Director Craig moved that the meeting adjourn to next Tuesday. Motion failed for lack of second. DISPOSITION OF ADDITION TO COACHLAND MOBILEHOME PARK AND ARNOLD LAND DIVISION The Board discussed with the Manager and Dan Cook the addition to Coachl and Mobi 1 ehome Park. No further Board action was takne. Director Waters moved that the meeting adjourn. The Manager asked that the record show that he went to Florida to a heart specialist and expected to be gone for only 3 days. However, he had more tests done than expected and was gone 1 onger:r.than originally anticipated. The President called an executive session for June 1 , 1976, at 6:30 P.M. to discuss the 1976 Union Contract.' The President adjourned the meeting at 12:10 A.M. Box 309 Truckee, CA, 95734 Gentlemen: Pursuant to the advise and under the direction of Dr. John V. A. Sharp, Dart Resorts has drilled a test hole for a well on its Sales 'Office property near the intersection of old U.S. Hiway 40 and Northwoods Blvd. Dr. Sharp has informed. Dart that, in his opinion, a well at this location will produce .a minimum of 500 g.p.m. Our next steps are to do the additional construction work and installation required for a production well, to test pump and rate the well, and then to convey the well and the site along with the necessary connecting easement and facilities to the District. So that conveyance to the District can be accomplished without delay after the other steps have been taken, Dart requests that the District direct its staff and consultants to commence immediately environmental review and preparation and submission to the County Planning Commission of a report under Government Code Section 65402, which must be completed before the District can accept the conveyance. The required pro- cedures are the same as were followed with respect to the Northside well. Enclosed is information about the well and its appurten- ances including the interests in land proposed to be conveyed. If you need any further information, please contact me. Box 807 Truckee, California 95734 Dear Mr. Strand: r This is in response to your inquiry as to how a group of two or more ground- water supply wells could be utilized to meet an annual cyclical demand, such as that of Tahoe-Donner. One approach is to assign each of the wells, according to its relative characteristics, to base load or peak load operation. Determining charac- teristics would include: 1) production characteristics (e.g. , depth to pumping water level, proximity and lift to point of use) , factors which de- termine initial and operating costs; and 2) aquifer characteristics (e.g. , yield (gpm) , recharge, water quality) , factors which determine the amount and timing of water available and its usefulness as a supply. An approximate analogy can be drawn to generation of electricity. Base load well(s) would be on year-around production to meet the continuing basic day- to-day, month in-month out load. During lowest demand periods these well(s) would be on intermittent pumping; during higher demand periods these well(s) would be in production essentially continuously. �.. Because base load wells would have restricted opportunity to recover produc- tion capacity by inward flow of ground water while the pumps are off, these wells should not be overpumped and their yield rating and production use should be in terms of their ability to raeet a long-term continuous sustained demand. Peak load wells would be used only at times that the base load wells cannot meet the demand and, thus, would be off much of the time during the annual demand cycle. During mid-winter peak demands and as demand builds up and falls .off from the summer peak, these wells would be in intermittent opera- tion. They would be in constant use only during a few mid-summer peak_ demand , days. . As a conse- quence, they could be pumped at relatively higher .rates than base load wells. For a given well, the peak load rating would be higher than the base load rating. To a certain extent, peak load rating of a well is a function of its production schedule. A second approach to operation of a group of wells is. to pump them all simul- taneously, more or less proportional to the current existing demand. Wells would not be differentiated according to peak or base loads. This type of operation is probably most often used when little reason exists to differen- tiate between wells as being useful for peak or base load use. Either approach could be used successfully for the wells which are to supply Tahoe-Donner. Because two or three or more wells may be required, the "load" approach should be examined for its applicability because it may offer oppor- tunity for savings in: 1) initial capital cost, 2) cost of continuing oper- ation and maintenance .of the system, and 3) long-term energy consumption to produce and distribute water. At this point I would like to change the subject a bit and discuss the Sales Office exploration hole. As of this writing, we are at about 886 feet depth. From ground level to 289 feet a water-bearing sequence was intersected, the same Truckee-Lousetown sequence as is producing water at Northside Well, but only about one-third as thick. From 289 feet to current depth a lower sequence of basaltic volcanic rocks with interbedded sands and clays has been inter- sected. Our preliminary interpretation is that this lower sequenge, although not composed of andesite lava flows per se, is equivalent to the so-called "andesite basement" of the Truckee area. In contrast to the andesite basement, this material was deposited in the very ancient forerunner of the Truckee Basin where much of it was reworked, thereby rounded and somewhat sorted, by water action. As a result, the sands are considered to have water-bearing capability; however, how much of a capability is not certain. In addition, the volcanic rocks have fractures which may produce water. Useful information regarding the water-yielding capabilities will be obtained from the downhole geophysical logging which will be undertaken at the end of the exploration drilling. To our knowledge this lower sequence has not been penetrated in any wells to date. As a consequence, we are uncertain of its production capability. We are of the opinion that this well when completed will produce a minimum of 500 gpm and could produce - substantially .more if the lower sequence is productive. I should not let this opportunity pass to remark that, once again, addi- tional work has forced us to further modify the geologic-hydrologic picture in this very complex area. The direction of future exploration now appears to be heavily dependent upon productivity of the lower sequence. If this sequence is productive, then future exploration (and well construction) should penetrate to these substantial depths. If this sequence is found to be non-productive in the Sales Office location, further deep drilling (below about 300 feet) in the Gateway-Donner area probably should not be undertaken. Accordingly, we suggest that the Sales Office well be completed and pump tested for yield and aquifer characteristics before further exploration holes are drilled in the Gateway-Donner area. Furthermore, in view of the potential for high production from the lower sequence and proximity of this potential to Tahoe-Donner and established transmission lines, a substantial case can be made for not moving exploration to more distant sites, e.g. , Sanders, Trout Creek, pending resolution of the productivity of the lower sequence. Alternatively, you could continue your exploration by drilling one or more holes to test the upper 300-foot section, and postpone deeper exploration �— at these sites until the lower sequence of the Sales Office has been tested by Pumping• i Please contact me or Bill Nork if any questions arise. ITEM #3 Engineer 's Comment ` I am of the basic philosophy that a public utility district has a commitment to serve the residents of the District to the best of it's ability. - I am of the opinion that the District must conduct its operation in such a manner as to provide the type and degree of service desired and needed for the constituents . We are at the present time preparing an operational study that will assist you as Directors in formulating policy of service that will be consistent with the obligations of the District. The District provided a letter to Mr. Carlson on April 7, 1976 that contained a policy decision that the District will not issue. any additional "will serve" letters to the Department of Real Estate for potential subdivisions within the service area Clarification of the extent and limits of the "will serve" letters to the Nevada ' County Planning Department is now required. " would recommend that the Truckee Donner P .U . D. provide the Nevada County Planning Department comments on pending plant site develop- ments -that indicate the District has the ability to serve proposed single family residents and other single services not greater than a standard 3/4" meter, would recommend that the Board consider on an individual: case by case basis commercial service requests provided that a development agreement is reached prior to such approval specifying among other things that the rates, charges and tolls adopted by the Board sub- sequent to the operational study shall apply and be paid by the Developer. OL11would recommend that the Truckee Donner P.U.D. provide the Nevada County- Planning Department with comments to the effect that the District can/now provide blanket approvals of service requiring larger than the standard 111 meter. f '7 0 t tM would recommend further that the District not now provide blanket approvals of any request that would require service to be provided after the date of the operational study. E-V would recommend that the Truckee Donner P .U .D. not provide approvals on parcel splits. that would create 5 or more parcels until after such time as the operational study has been completed. I would recommend that the P..0 .D. not provide approvals of any request of a speculative nature until after the operational study has been . completed. The operational study should be presented to the Board of Directors August 3, 1976 for your review and consideration . I would suspect that after due deliberation that the Board would be ready to act on the recommendations contained in the operational study prior to your October 5 meeting. Due to the time frame and the limited construction season available in the Truckee area , it would seem appropriate to me that the District work around the specific requests that have been and will be made so as to (1) not prejudice the operational study, and (2 ) allow development to continue within the District and maximize the limited construction season that' is available. Xr i MARCH 18, 197E OLD BUSINESS AGENDA ITEM #4 Engineer ' s Comment This agenda item is 'mislabeled and should properly be described as the Craig-McFarland request for water and electrical service to the SW quadrant of the Interstate 80, Highway 89 interchange. Mr. McFarland is proposing to construct a development of a 237 unit motel together with a 150 seat restaurant and service station as the first phase of a total project which will include approximately 50,000 sq.ft. of additional commercial space including an additional restaurant, banking facilities and related dry good shops. Mr. McFarland has submitted a site plan to the County for their review and consideration . Mr. McFarland has also approached the Truckee Sanitary District for a commitment to serve the entire development, phase 1 and phase 2 .. Mr. McFarland' s proposed schedule as I understand it is to construct phase l this construction season and to construct phase 2 at such a future date when the economic conditions would warrant. The phase 1 development as proposed is roughly the equivalent of a 45 lot subdivision and the phase 2 development is approximately the same size in terms of .a water demand on the system. Service to the area would be provided (should the Board decide to serve the area at all) from the 8" main that interties the town system with the * Prosser Heights system. The area would be serviced from the Prosser Heights pump - and the Prosser Heights tank would provide on line regulation. There is adequate source to supply this development, however, the tank is undersized which will require , extra cycling of the Prosser Heights pump. We have designed the refitting and relocation of the existing in line booster system that was originally proposed to deliver town water to the Prosser Heights tank has a backup. The install- . ation of these existing parts in a properly designed location will provide sufficient backup to relieve the extra cycling on the Prosser Heights pump and will allow the removal of the Prosser Heights pump for routine maintenance this summer, Should service be provided or committed to this development a separate agreement in my judgment would be required so as not to negate the thrust of the operational study, MARCH 18, 1976 - OLD BUSINESS AGENDA ITEM #6 • s�j=. �' Engineer f s Comment a r We have been unable to get any utterance from Dart, Dr. Sharp or Adolph Moskovitz that relates to their- proposed program of groundwater exploration. As you know, I feel that the Deerfield site is not a very 'beneficial site to drill for- future Tahoe Donner water for all of the reasons listed in our letter to Sid Karsh of April 219 1976. The most significant of which are 1. Limited recharge. 2 . Direct exposure to litigation from downstream water interests- 3 . The site lies beyond the limits of the Martis Valley aquifer and therefore. exploration in this location would not yield additional information concerning the Martis Valley aquifer (the primary groundwater source) . 4. Additional exploration within the Martis Valley aquifer will be required to satisfy the 4000 GPM value contained in the 1970 agreement (sales office @ 500 + Deerfield @ 500 + North Side @ 1500, do not equal 4000) . Based on our interpretation of Dr. Sharpts report of February 14,1975 the annual recharge that would be available to the Deerfield site '(now translated to the Lewis Well site) is 145 ac, ft. annually. Based on our interpretation of Dr. Sharpis report, the annual recharge to the sales office site is 160 ac.ft. annually. The total consumption determined' for Tahoe Donner (as defined in the E . I .Rl is 1562 ac.ft. annually. Theoretically the North Side Well wall provide for 965 ac.ft* of the total leaving a balance of 597 to come from the combination"of the Deerfield site and the sales office site. NOW THEREFORE BE% IT RESOLVED That it shall be this Board 's policy, until suitable, creditable information is presented to justify a revision, as follows : 1. Dart shall not be permitted to drill pilot holes or water wells on District owned property # 2. Any potential pilot hole or well drilled into recharge Area IIG" is hereby declared "unsuitable" and shall not be connected to any part of the Truckee Donner P.U.D. system. 3. Each of the spaces are of the dependent nature and there are 5 separate restroom facilities to accompany the proposed expansion. The water demands as Presented is rather minimal. There is a conflict a pparent in the number of spaces indicated on the drawings and the number of spaces requested for consideration on the County review questionnaire. ,0 c . i DRAFT POLICY STATEMENT TRUCKEE DONNER PUBLIC UTILITY DISTRICT FOR LINE EXTENSION THROUGHOUT THE WEST RIVER STREET ASSESSMENT DISTRICT J 1 ` The Board of Directors of the Truckee Donner Public Utility District conducted several public meetings with all interested and affected persons within the West River Street area lying east of Highway 89 to Mill Street . During the course of the public meetings various alternative plans were reviewed and discussed. 1 One alternative plan that beared the lowest individual assessment cost tied the Donner Creek Well located at Donner Creek and Highway 89 and the town system with a continuous loop. Although the loop alternative bore the lowest individual cost, the total cost of the project was substantial and there were individuals within the affected area that did not desire to have their properties included within the assessment district. The assessment district as formed was located primarily on the easterly end of the West River Street area as above described. It is anticipated that the line installed through the assessment district proceedings will be extended westerly from time to time as development within that area takes place. All line extensions to the West River Street line as installed by the assessment district proceedings will be accomplished in accordance with this policy. IT SHALL BE THE POLICY OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT THAT: 1. All requests for line extension within the West River Street service area shall first be presented to the Manager of the Truckee Donner Public Utility District" in writing.
