ROLL CALL: Waters, present; Sutton, present; Craig, present; Christensen, present; Anderson, present. r EMPLOYEES PRESENT: Seymour, Connell and Reed. OTHERS PRESENT: See the attached list of audience attendance. MINUTES Director Sutton moved that the minutes of December 21 , 1976, be approved as amended. Seconded by Director Craig. ROLL: Waters, no; Sutton, aye; Craig, aye; Christensen, no; Anderson, aye. SO ORDERED. Director Christensen moved that the minutes of January 4 be approved as submitted. Seconded by Director Waters. Mrs. Sutton moved that the motion be amended to include corrections sub- mitted on January 14th to the minutes of January 4. Seconded by Director Craig. ROLL CALL: Waters, no; Sutton, aye; Craig, aye; Christensen, no; Anderson, no. MOTION FAILED. ROLL CALL for motion to approve minutes of January 4: Waters, aye; Sutton, no; Craig, aye; Christensen, aye; Anderson, aye; SO ORDERED. Mrs. Sutton asked that her corrections to the minutes of January 4 and .. December 21 be attached to the minutes of this meeting. BILLS FOR BOARD APPROVAL Director Craig moved that the bills be approved. Seconded by Director Christensen. ALL AYE BY VOICE VOTE. SO ORDERED. 1977 DRAFT BUDGET This item was tabled to the meeting of February 15, 1977, at which time the new Interim Manager, Milton Seymour, would report to the Board on the pro- gress of the preparation of the 1977 draft budget. 1976 UNION CONTRACT District Counsel Steven Grumer reported to the Board on some inaccuracies contained in the 1976 Union Contract received by the Board for their approval . It was agreed that Mr. Grumer would direct a letter to the Union and request that the Union correct the inaccuracies contained in the Contract. Director Christensen moved that Steven Grumer direct a letter to the Union regarding the inaccuracies in the Union Contract being considered by the Board. Seconded by Director Waters. ALL AYE BY VOICE VOTE. SO -ORDERED. REVIEW OF RESOLUTION OF ACCEPTANCE REGARDING GRANTS, DEEDS AND EASEMENTS WITH *waft RESPECT TO THE TAHOE DONNER WATER SYSTEM This matter was tabled until Mr. Grumer can determine the necessity of adopting this resolution. CONSIDERATION OF CUSTOMER REBATES ON RATE INCREASE AND FUEL ADJUSTMENT CHARGES FROM JANUARY, 1976 The Board discussed this matter with the new Interim Manager, Milton Seymour. It was agreed that no action would be taken on this matter until the District receives a refund from Sierra Pacific Power Co. as a result of the rate proceeding against Sierra Pacific Power Co. 2/1/77 Pg. l MODIFICATION OF 1973 SUPPLEMENTAL AGREEMENT WITH DART RESORTS The Chairman indicated that District Engineer Dan Cook had requested that this matter be tabled to the meeting of February 15, 1977• CAPITAL IMPROVEMENTS - METHODS OF FINANCING This matter was also tabled to the February 15th meeting at the request of Dan Cook. MISCELLANEOUS OLD BUSINESS Mrs. Sutton asked that an agenda item regarding a report on the problem of frozen services in the entire District, with a breakdown for Tahoe Donner, be placed on the February l5th agenda. John Craig inquired as to the District obtaining a membership in the Northern California Power Agency as an associate member. The Manager was directed to review the matter and report back to the Board regarding pos- sible membership in the NCPA. ESTABLISHING BOARD PROCEDURES FOR THE CONDUCT OF BUSINESS This item was tabled to the meeting of February 15 at which time Mr. Grumer would provide to the Board a draft proposal for Board procedures. OLD RECORDS District Counsel read for the record letter dated February 1 , 1977, re- garding this matter. A copy of that letter is attached to these minutes. It was agreed that the Manager would look into this matter and report back to the Board before any action is taken. WESTINGHOUSE REVISITED Mr. Grumer read for the record letter dated January 25, 1977, regarding ..-.� Mr. Hobensack's involvement in recommending a transformer manufacturer to the owners of Donner Pines West. A copy of that letter is attached to these min- utes. Director Craig moved that the matter be dropped. Seconded by Director Christensen. ALL AYE BY VOICE VOTE. SO ORDERED. ORDINANCE - CONNECTION AND FACILITIES FEES Mr. Grumer presented to the Board a Resolution regarding Connection and Facilities Fees. It was agreed that Mr. Grumer would prepare a proposed or- dinance regarding connection and facilities fees for discussion with Dan Cook at the next regular Board meeting. Director Sutton requested a Special Meet- ing be set with Dan Cook to review the Water System Analysis Report. GERBO EASEMENT Mr. Grumer briefly commented on this matter. No action was taken. MISCELLANEOUS - CONTRACT FOR CONSULTING SERVICES Mr. Grumer presented to the Board a Contract for Consulting Services with Interim Manager, Milton Seymour. Director Christensen moved that the contract for consulting services dated February 1 , 1977, with Milton Seymour be approved. Seconded by Director Waters. ROLL CALL: Waters, aye; Sutton, no; Craig, aye; Christen- sen, aye; Anderson, aye. SO ORDERED. Mr. Grumer read for the record letter dated January 31 , 1977, from Martin McDonough regarding Richmond vs. Dart et al . A copy of that letter is attached to these minutes for reference. No action was taken at this time. MANAGER'S REPORT Interim Manager, Milton Seymour, briefly commented on Dan Cook's letter addressed to the District regarding the Town Tank main leak. He 2/1/77 pg. 2 indicated that he would discuss the matter with Mr. Cook before any action was taken. Mr. Cook's letter dated January 28, 1977, is attached to these minutes. EIR ON SANDERS WELL SITE - RESOLUTION District Counsel Steven Grumer reported that he had prepared a resolu- tion authorizing the Chairman of the Board to sign a negative declaration re- garding the Sanders Well Site. Director Christensen moved the adoption of the Negative Declaration. The Board discussed with Dan Cook and Dr. John Sharp the proposed Sanders Site Well . Dr. Sharp discussed with the Board the effect that the Sanders Site Production Well might have on adjoining wells in the area. Mrs. Sutton asked that the record show "that the statement of my position right now on the Sanders Site since Mr. Christensen has made his own interpre- tation. I would like to vote yes when the time comes, which I do not believe is tonight, on approving the environmental impact assessment or statement, what- ever it is, because last summer I indicated that I thought that Dart should be going to a higher yield area. Now, 7 or 8 months have passed and they have to go to a higher yield area. And I would like to support this regardless of what Mr. Christensen says but in doing so I would like for the environmental assessments to be complete and to be satisfactory to me and I have other questions besides whether there is some sort of an impact that has to be dealt with on the Sha- Neva well and any other wells that may be in close proximity." Director Craig moved that the Board table the Negative Declaration and instruct the attorney to meet with Milton Seymour, Dan Cook and John Sharp and draw up a resolution protecting the District which will be similar to Resolu- tion 7608 regarding the Sales Office Well for the next regular meeting. Sec- onded by Director Waters. MAJORITY AYE BY VOICE VOTE. SO ORDERED. Director Sutton requested a roll call vote but none was recorded. Director Waters moved that the meeting adjourn. Rex Anderson President Truckee-Donner Public Utility District Post Office Box 309 Truckee, California 95734 RE: Westinghouse Transformers Dear Rex: This letter is being delivered to report to the Board the results of my conversation with Paul Hobensack on January 17, 1977 in which he answered some of the questions posed in the correspondence relating to this matter. Paul indicated that he received neither any finder' s fee nor an promises whatsoever. He was rather upset over any possible suspicion g relating to his official conduct as manager of the District. Paul indicated that his involvement with this matter was rather minimal. According to Paul, Mr. Hausman became aware that his organization was responsible for the purchase of the transformers for the Donner Pines site. Mr. Hausman came to the office and discussed this matter with Mr. Hobensack. Mr. Hobensack gave Mr. Hausman the number of R. OWT. & E. who he felt built excellent transformers . He also indicated --hat transformers had been built for that project by Westinghouse and _hat they might be available. In addition, Paul indicated that there were several other good transformer manufacturers. When questioned about his involvement with recommending a transformer manufacturer, Paul indicated that some of the transformers on the market are of such poor quality that the District would not want the responsibility for maintaining them. He indicated to Mr. Hausman that he would have to approve the specs of any transformer that was chosen. Mr. Hobensack has indicated that Mr. Hausman came to the District's office with specifications on some transformers. Paul Hobensack reviewed the same and found them to be acceptable. I ran across a potentially severe operations problem in the major transmission main west of the North Side Well and Town Tank . The Dresser Coupling Flange has been broken , exposing the gasket and allowing for substantial leakage. What is worse is --that this is- the only main transporting water --- from the North Side Well to the west side of the District and to Tahoe Donner. As conditions now exist we could lose the service of this main at any moment as a result of the gasket being displaced by a surge or freezing .
