SPECIAL MEETING
NOVEMBER 30, 1977
The Special Meeting of the Board of Directors of the Truckee Donner Public
Utility District was called to order by the Vice President at 7:38 P.M. in the
District office. President Sutton was absent from the meeting, having disqual-
ified herself because of her involvement with the East River Street Line Exten-
sion, Vice President Maass noted.
ROLL CALL: Directors Huber, Kuttel , and Maass were present. Directors Alexander
and Sutton were absent.
EMPLOYEES PRESENT: A. Milton Seymour and Kay Pomponio.
CONSULTANTS PRESENT: District Engineer Cook.
OTHERS PRESENT: Mr. and Mrs. Parsons, John Quintana and Jack Marquette.
HEARING AND DISCUSSION FOR THE EFFECTED PROPERTY OWNERS ON QUINTANA, EAST RIVER
STREET LINE EXTENSION
After a short dissertation by Mr. Seymour explaining the history and com-
plexities of cost allocation of the line extension to property owners on East
River Street, the Vice President opened the hearing and discussion for the ef-
fected property owners.
Vice President Maass read into the record correspondence received from
Robert E. Sutton Company dated November 29, 1977, wherein he requested but has
not yet received the following:
An exhibit map that shows in detail parcel numbers, areas, zoning, and
e�"`• frontage of all parcels involved in the agreement.
A response to his concern with the frontage values assigned to the
Truckee Sanitary District of 100 feet.
A response to his concern with the frontage value assigned to the
Southern Pacific Railroad of 535 feet.
An example of the application of the assessment formula, using actual
values of the variables, so that each parcel owner may calculate his
assessment.
Mr. Sutton's letter has been made an attachment to these minutes.
District Engineer Cook explained his involvement in the East River Street
Line Extension to the public noting that it was his purpose to enlighten them
as to the rule adopted by the Board having to do with extensions of the water
distribution facilities and reimbursement to the applicant for costs incurred
in the installation of the facilities and the implementation of such rule.
Mr. Cook requested public input regarding the line extension agreement,
reimbursement, and the method by which the refund will be proportioned.
Mr. Cook detailed the Truckee area governmental structure through which
the proposed project must gain approval . This structure consists of the Nevada
County Department of Public Works, Tahoe Truckee Sanitation Agency, Truckee
Donner Public Utility District, Truckee Sanitary District, Nevada County Build-
ing and Planning Departments, Southern Pacific Railroad, and Truckee Fire Pro-
tection District.
A formula by which the final cost can be determined was presented by Dis-
trict Engineer Cook and has been made an attachment to these minutes along with
descriptions of Factors "A" through "E".
Mr. Cook further summarized the final cost of the project, factors affecting
repayments, and refund amounts. Those summarizations have been attached to these
minutes for reference and clarification, such documents bearing the stamp "pre-
liminary study." Questions asked by the public in attendance relating to Mr. Cook's

presentation were answered and further explained.
Vice President Maass noted there were two issues before the Board, one re-
lating to a workable formula, the other respecting frontage.
Further discussion ensued relating to the possibility of extending the line
beyond the Quintana property to Trout Creek and the increase of cost involved.
The reimbursement period during which adjacent properties connecting to the
main extension will be required to reimburse the applicant, through the District,
for a prorated share of the main extension cost was discussed. Mr. Cook stated
that in his judgment and experience, ten years was the maximum practical payback
period; Director Kuttel concurred.
Director Huber moved that the Board direct the Engineer, Dan Cook to pre-
sent a revision of Exhibit "A" (an exhibit attached to the proposed resolution
approving the East River Street main line extension and directing the President
to sign the refund agreement) including the extended frontage figures for both
the Truckee Sanitary District and the Southern Pacific Railroad from where they
are now to either the terminus of the Truckee River or Trout Creek, and with the
revised schedule as it effects the rest of the property owners in the area. The
motion was seconded by Director Kuttel , ROLL CALL: Huber, aye; Kuttel , aye;
Maass, aye. SO MOVED.
Vice President Maass directed that next Monday's agenda include possible
action on adopting the policy format and possible action regarding approval of
the agreement between John Quintana and the District with revised schedule "A".
