The Special Meeting of the Board of Directors of the Truckee Donner
Public Utility District was called to order by the President in the Dis-
trict office at 4:05 P.M.
ROLL CALL: Directors Huber, Kuttel , Maass, and Sutton were present.
EMPLOYEES PRESENT: A. Milton Seymour and Susan Craig were present.
OTHERS PRESENT: Don Strand.
DISCUSSION AND DIRECTION REGARDING REPLY TO TRUCKEE SANITARY DISTRICT LETTER
OF FEBRUARY 22, 1978
DISCUSSION AND DIRECTION REGARDING SUBJECT MATTER OF THE PROPOSED JOINT MEET-
ING BETWEEN TRUCKEE SANITARY DISTRICT AND TRUCKEE DONNER PUBLIC UTILITY DISTRICT
President Sutton read the letter received from Jack Marquette, Manager/
Treasurer of the Truckee Sanitary District to the Board regarding the TDPUD' s
proposal of a joint meeting. It was decided that the date suggested by the
Truckee Sanitary District Board did not allow sufficient time for advertising
to solicit public attendance, reaction and input. The Board briefly discussed
the legal process by which a merger or consolidation of district services could
be attained and public interest to pursue such merger.
The Board requested that Mr. Seymour address a letter to the Truckee
Sanitary District Board asking that either March 27th or 28th be selected
for the joint meeting and that they advise the District by March 9th if
one of these dates is acceptable in order to allow sufficient time for
advertising properly.
Studies on consolidation of districts were discussed by the Board.
The Board suggested that the purpose of the proposed joint meeting be
included in the District's response to Truckee Sanitary District, and also
that a draft agenda for the meeting be enclosed with such letter.
Mr. Seymour suggested that an impartial person act as chairperson of
the proposed meeting rather than a member of either Board. He further sug-
gested that public input be restricted to a merger of the Truckee Sanitary
District and the TDPUD only.
The Board requested that a copy of Mr. Seymour's response to Jack
Marquette' s correspondence be forwarded to each of the Truckee Sanitary
District Directors. The information requested by Mr. Marquette was dis-
cussed; the Board determined that such data should be forwarded to the
TSD and should include Director Sutton' s rebuttal to the 1976 NRECA Man-
agement audit.
RESOLUTION CALLING FOR BIDS ON 10,000 SQUARE FOOT PARCEL PREVIOUSLY DECLARED
UNNECESSARY FOR DISTRICT USE LOCATED ON HIGHWAY 267
Discussion was held by the Board respecting Resolution 7802, a resolution
declaring subject parcel unnecessary for District use, and Resolution 7810, a
resolution clarifying District policy regarding the lease of District land.
It was determined that, in addition to Resolution 7812 (a resolution setting
forth minimum bid requirements for the 10,000 square foot parcel located on
Highway 267) another resolution calling for bids was necessary.
Friday, March 17, 1978 at 2:00 P.M. was established as the date and
time of bid opening ; the invitation is to be published in the local news-
paper four times.
Director Maass moved that the Board adopt the resolution (7816) calling
for bids on the 10,000 square foot parcel located on Highway 267; the motion
was seconded by Director Huber. ROLL CALL: Huber, aye; Kuttel , aye; Maass,
aye; Sutton, aye. SO MOVED.
ADJOURNMENT
Director Kuttel moved that the meeting be adjourned; the motion was
seconded by Director Huber. ALL AYE BY VOICE VOTE. SO MOVED. The
President adjourned the meeting at 5: 15 P.M.

RESOLUTION NO. 7816
of the
TRUCKEE-DONNER PUBLIC UTILITY DISTRICT
CALLING FOR BIDS
ON 10,000 SQUARE FOOT PARCEL
LOCATED ON HIGHWAY 267
WHEREAS, on January 4, 1978, Resolution 78-02 was adopted making
all appropriate findings and declaring subject parcel unnecessary for
District use; and
WHEREAS , on February 21 , 1978, the Board of Directors of the
Truckee Donner Public Utility District adopted Resolution No. 78-10,
a resolution clarifying District policy regarding the lease of District
land; and
WHEREAS, on February 21 , 1978, the Board of Directors of the
Truckee Donner Public Utility District adopted Resolution No. 78-12,
a resolution setting forth minimum bid requirements for the 10,000
square foot parcel located on Highway 267; and
WHEREAS, the Board of Directors of the Truckee Donner Public
Utility District desires to lease the parcel located on Highway 267
•—_ previously declared unnecessary for District use;
NOW THEREFORE, BE IT RESOLVED by the Board of Directors of the
`- Truckee Donner Public Utility District as follows:
The President of the Board of Directors of the Truckee Donner
Public Utility District is hereby directed to issue a call for
bids on the 10,000 square foot parcel located on Highway 267
which has been declared unnecessary for District use and which
is described in Exhibit "A" attached hereto, and that the date
and time established for the bid opening is Friday
March 17, 1978 at 2.00 P.M.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner
Public Utility District at a special meeting thereof duly called and held
in the District on the 24th day of February, 1978, by the following roll
call vote:
AYES: Huber, Kuttel , Maass, Sutton.
