6. Consider the construction of the Evergreen Circle Loop in the early spring
months of 1980.
7. Adopt a policy prohibiting additional land divisions of any and all nature
within the Southside Subservice area as specifically shown on the map entitled
"Critically Deficient Area of the TDPUD" and dated January 21, 1980, until such
time as pennanent supplemental facilities have been constructed.
8. Consider revoking all outstanding "will serve" letters within the crit-
ically deficient area for projects that have not moved forward.
The Southside deficiency and how it related to the proposed annexation and
construction of the FHK shopping center was discussed.

possible building connection or land division moratorium with possible action

SENIOR CITIZEN HOUSING; DISCUSSION AND POSSIBLE DIRECTION RE PUD PARCEL
Director Huber moved that this item be tabled until resolution of the South-
side deficiency problem. MOTION DIED FOR LACK OF A SECOND.
Frank Aiello proposed that he, as developer for the senior citizen housing
project, make improvements totaling approximately $21,000 in order to serve the
project. He indicated it could be added to their construction loan as a site
improvement cost. Construction of these improvements could be a condition of
sale of the parcel.
After much discussion relating to the water deficiency in the Southside area,
by Board consensus, the matter was put over to the February 4, 1980, meeting.
The agenda item will be stated in a manner which allows possible action and/or
direction.
BILLS FOR BOARD APPROVAL
Respecting the Koehler bill for a line extension refund in Armstrong Tract,
SAD#5, Mr. Cook explained that Mr. Koehler installed a line which was incor-
porated in the SAD#5 work as a line item. Line extension agreements and paybacks
in general were discussed. Mr. Cook noted that, in this instance, the District
is a paying agent - a pass-through for money provided for in the proceedings.
Director Maass moved that the District pay the bills deleting the $2,800 until
such time as the District receives the $3,500 from the County. Director Huber

ANNEXATION PROCEEDINGS POSSIBLE DIRECTION AND/OR ACTION RE LIST OF CONDITIONS
AND RESOLUTION OF.INTENT
District Engineer Cook asked that this matter be carried over to the meeting
on February 4th; the Preisent agreed.
DRAFT WATER USE ORDINANCE; REVIEW AND POSSIBLE DIRECTION
Mr. Cook presented an update on near term source requirements within the South-
side Subservice area, and noted that at the next meeting he would address Zone 5,
the next in order by way of deficiencies.
It was decided by consensus of the Board that Mr. Hampson of the State Water
Quality Control Board, Lahontan Region, be forwarded a copy of each of these
"mini narratives" as they are prepared by Mr. Cook. (Mr. Cook will forward
such copies. )
MATERIAL REQUIREMENTS FOR 1980; DIRECTION RE RESOLUTION CALLING FOR BIDS
Mr. Seymour indicated he had not received a listing of the material require-
ments for 1980 from the staff. The matter was put over to February 4th by con-
sensus of the Board.
RESOLUTION CALLING FOR TDPUD BOND ELECTION TO BE INCLUDED WITH COUNTY-WIDE GENERAL
ELECTION
Director Sutton noted that this item has been placed on the agenda prematurely.
Mr. Seymour advised that the entire matter of the election should be placed on
the agenda for determinations.
Director Maass moved that this item be put over to the February 4, 1980, agenda.
SO MOVED BY CONSENSUS OF THE BOARD.
Director Maass suggested this item be combined with Unfinifhed Business #3,
Water Improvements. (General discussion and direction regarding possible bond
election for water improvements.)
REQUEST FOR WAIVER - KOZLOWSKI - POSSIBLE DIRECTION
The provisions of GO-95 were briefly discussed. Director Sutton requested
that Counsel obtain information as to how the Atkinson vs. PUD suit turned out.
Director Maass moved to deny the waiver requested by Kozlowski to partially
place his garage on a District easement. Director Sutton added that the Plan-
ning Department should also be notified of this denial. Director Sutton seconded
the motion. ROLL CALL: Hatch, absent; Huber, aye; Maass, aye; Sutton, aye; Kut-
tel, aye. SO MOVED. Director Sutton clarified that a copy of the denial notice
sent to Mr. Kozlowski will also be forwarded to the Planning Department.
CHANGING IN SUB-ACCOUNT ALLOCATIONS FOR ELECTRIC AND WATER DEPARTMENTS; CON-
SIDERATION AND POSSIBLE ACTION
Mr. Seymour explained that, for a number of years, the District has been
keeping Donner Lake Electric and Truckee Electric as separate accounts. Truckee
Water and Tahoe Donner Water accounts are also kept separately. The Office
Manager and auditors, Mr. Seymour stated, do not feel this separate accounting
is necessary. Director Sutton stated that there were reasons the accounts were
set up separately, and perhaps the Office Manager and auditors are not aware of
such reasons.
No action was taken nor direction given.
SEPARATE CASH ACCOUNTING FOR ELECTRIC AND WATER DEPARTMENTS
Although this item was discussed briefly during the previous matter, no
direction was given.
ENGINEER'S REPORT
Southside Well No. 2 - Mr. Cook presented a preliminary environmental assessment,
categorical exemption and a resolution declaring water source augmentation and

elimination of system losses, Project 77-1., reconstruction of the
Southside Well No. 2 building is an exempt activity as provided in CEQA.
Director Maass moved the adoption of Resolution No. 8003 declaring water source

MC IVERS - DEERFIELD & HWY 89
In answer to Director Huber's question, Mr. Seymour advised that he did not
think the water at Mclvers' corner was all run-off.
Director Huber also mentioned that there is a great deal of water at the
corner of Deerfield Drive and Highway 89.
Mr. Seymour noted that the District is shutting off the 16" line coming from
the Nouthside Well to see whether the amount of water at Mclvers' corner decreases.
FHK DEVELOPMENT
Mr. Cook, answering Director Huber' s question, noted that the facilities fees
for FHK include a provision for source. Source, storage and delivery of Dis-
trict water was generally discussed.
TOOMEY LINE EXTENSION
Answering Director Sutton's question, Mr. Cook advised that the Toomey line
extension is, at this time, waiting for Lowell Northrop to finish the insula-
tion on the bridge - it hasn't been protected, connected or tested bacterilog-
ically.
FUTURE STAFFING REQUIREMENTS; DISCUSSION AND POSSIBLE DIRECTION
Director Sutton stated that she thought this matter was to be on the February
4th meeting agenda.
Mr. Seymour stated the District has inadequate record keeping, plant maint-
enance, etc.; there is no leak detection system; there are no adequate maps of
either the water or electrical system. Mr. Seymour recommended "beefing-up"
some of the departments; he will prepare a written proposal for the Board's
review.
Director Sutton suggested the hiring of seasonal employees.
APPROVAL OF MINUTES
Director Sutton noted that the minutes were approved before her arrival; she
had a memo to the Board asking that the draft be reexamined (October 29, 1979
minutes) .
Director Maass moved that Director Sutton's memo of January 21, 1980 to the
Board (the correction contained therein relating to fire flow) be incorporated
into the minutes. Director Huber seconded the motion. ROLL CALL: Hatch,

After review of Director Sutton's memo, President Kuttel directed Director
Sutton to provide the secretary with explicit corrections.
