DISCUSSION AND POSSIBLE DIRECTION - TAHOE FOREST HOSPITAL HELIPORT ..-..
Dr. David W. Eckert appeared in relation to this matter. The Chairman
noted that, at the last meeting, Mr. Edmondson of the Airport District briefed
the Board about the Hospital heliport. Dr. Eckert advised that $30,000 worth
of upgrading (including undergrounding of wiring) is required in order for
the Hospital to retain their heliport permit.
After some discussion, Director Sutton moved and Director Huber seconded the
motion, that the Board indicate its intent to include in the design of the Hos-
pital line loop (which is hoped to be constructed next year) the design and
construction of underground electrical facilities to replace overhead lines at
an approximate cost of $5,000 to be paid by some other party. ROLL CALL: Hatch,

MANAGER'S REPORT
1. General status of the District - Mr. Seymour advised that there have been
no significant outages of water or electricity since the last Board Meeting.
He noted that between May 1st and November 16th, the District has processed
794 new service applications - electric and water (some electric only) . Prior
to May lst there were close to 200 applications.
2. Energy Conservation - The Manager reported that he attended a meeting of
Energy Conservation Coordinators in Auburn. Various conservation programs
were mentioned by Mr. Seymour. He also noted that both Sierra Pacific Power
and PG&E would be willing to assist the PUD with a program.
3. Need for new improved computer - Mr. Seymour reminded the Board of the
RECAP demonstration given November 7th. He described the turnkey system and
explained that this particular system would be specifically designed for a
public utility district.
Since March, staff has investigated expanding the present system, buying
a new Digital Equipment Corporation computer with greater capacity, purchasing
an IBM, Burroughs, NCR or Data General Computer, and purchasing a turnkey sys-
tem like the RECAP, Mr. Seymour advised.
Financing possibilities which Mr. Seymour had investigated were discussed.
If the District decides to purchase a system like the RECAP, it should
start the process of specification writing and going to bid before the end
of the year. The delivery interval of the RECAP system is three to six months,
and the company has already scheduled a price increase of 5% starting in Jan-
uary. The District can freeze the price by issuing a letter of intent prior
to January 1st.
Mr. Grumer asked to be copied with the Digital Systems' proposal. He will
research as to whether or not the District must go to bid on a computer and
advise the Board. The Board requested that the Office Manager provide a report
as to how much the District has paid for the present computer (including soft-
ware, training, etc. ) .
Mr. Seymour requested that the matter be placed on the next meeting
agenda for action.
4. FmHA Application for funding nine priority projects - Mr. Seymour suggest-
ed that he and District Engineer Cook visit the Farmers Home Administration
in Woodland on Wednesday.
WATER COMMITTEE MEETING
The Chairman requested that a Water Committee meeting be scheduled; it
was set for 9:00 A.M. on November 26, 1979.

REVIEW OF BIDS AND POSSIBLE AWARD - TWO PICK-UP TRUCKS TO REPLACE UNITS 8 AND
11 - ONE FLAT BED DUMP TRUCK
After reviewing the bids received (from Toyota of Sacramento and Caddel
Chevrolet) , Director Maass moved that the Board award the bid to Caddel Chev-
rolet in the amount of $7,080 plus sales tax for the American standard Chev-
rolet truck; further, award :the bid to Caddel Chevrolet in the amount of
$6,190 plus tax for the Love truck. The motion was seconded by Director Huber.

President Kuttel noted that no bids have yet been received for a flat-
bed dump truck. Mr. Seymour requested an extension. Mr. Grumer advised that,
since the item is not available by bid, the District may purchase the truck
outright.
Director Maass moved that, regarding the flat bed dump truck, the Manager
be directed to obtain quotes and return to the Board with a suggestion since
there were no bids. Director Huber seconded the motion. ROLL CALL: Hatch,

ANNEXATION PROCEEDINGS - POSSIBLE DIRECTION AND/OR ACTION
Mr. Seymour noted that Placer County has been asked to provide the Dis-
trict with a boundary map of County Service Area 19; it has not yet been re-
ceived. The Chairman put the matter over to the next meeting.
Director Sutton asked that the Manager respond to Mr. Illardi' s letter
(which was received the day after the last Board Meeting) and which related
to the proposed annexation. The Chairman directed that Mr. Seymour do so.
REVIEW AND POSSIBLE DIRECTION - RESOLUTION SPEAKING TO THE MISINFORMATION
BELIEVED TO BE CONTAINED IN THE DRAFT EIR FOR THE MARTIS VALLEY AMENDMENT
DATED OCTOBER 1979
r--� District Counsel Grumer noted that he would like extra time to prepare
the draft resolution speaking to the misinformation believed to be contained
in the draft EIR for the Martis Valley Amendment. It was noted that the hear-
ing regarding this matter is scheduled for November 20th. Mr. Grumer indicated
it would be .possible to write a letter containing the PUD's beliefs prior to
that hearing.
It was decided that Mr. Seymour would confer with the District Counsel
and District Engineer the morning of November 20th and thereafter write a
letter noting that there may be some tignif icant inaccuracies in the state-
ment on water supply in the Martis Valley area, and further noting that the
District is in the process of investigating the matter. He is to ask that
the County defer any decision: until after the investigation is complete. Pres-
ident Kuttel will attend the meeting and present the letter.
CONSIDERATION OF RESOLUTION EXTABLISHING POLICY RE STALE-DATED CHECKS
It was determined that, prior to the present time, there was no established
policy regarding stale dated checks.
Director Maass moved, and Director Huber seconded the motion, that the
Board adopt Resolution No. 7946 establishing District policy regarding stale
dated checks. ROLL CALL: Hatch, absent; Huber, aye; Maass, aye; Sutton,
abstain; Kuttel, aye. SO MOVED.
Director Sutton requested that the record reflect that she is not con-
vinced the Board should not be formally taking action to void stale dated
checks. By consent of the Board, it was decided that a copy of the resolu-
tion would be forwarded to Arthur Andersen for their opinion.
DECISION AS TO DISPOSITION OF SURPLUS MATERIAL AND EQUIPMENT RECENTLY OFFERED
FOR BID BY DISTRICT
Since no bids were received on the surplus material and equipment recently
offered for bid by the District, Director Maass moved that the Board authorize
the Manager to sell the surplus material, Director Huber seconded the motion.

CONSIDERATION OF RESOLUTION EXPRESSING CONCERN OVER LEGALITY OF LAHONTAN RESO-
LUTION NO. 7911
Director Maass noted a change in the proposed reolution expressing concern
over the legality of Lahontan Resolution No. 7911 (the addition of the State
Agency Act as possibly being violated) . He thereafter moved the adoption of
the resolution expressing concern over the legality of Lahontan Resolution No.
7911. The motion was seconded by Director Huber. Director Sutton stated that
she felt there had been no irregularity in Lahontan's action or minutes or any-
thing else. Lengthy discussion ensued regarding the proposed resolution.

DISCUSSION OF DRAFT REPORT AND ORDINANCE RELATING TO WATER SERVICE
Since the draft report and ordinance had not yet been prepared, this
matter was put over to the December 3, 1979 meeting.
DISCUSSION, POSSIBLE ACTION - FINANCE CHARGE ON OVERDUE ACCOUNTS .
Mr. Seymour noted that, with the new law recently passed, the District
may collect 18% per annum interest on overdue accounts. Mr. Grumer stated he
would prepare a resolution reflecting the change for consideration by the
Board.
ELIMINATION OF EASEMENT - DISCUSSION, POSSIBLE DIRECTION (HANSEN - LOT 32,
DEERFIELD PROPERTIES, UNIT #1)
After brief discussion of the District's blanket easements, Director Maass
moved that the Board refer this matter to the District Enginer, Manager and
Counsel for disposition and a report back to the Board. SO MOVED by general
consensus of the Board.
FINANCIAL PARTICIPATION IN ELECTRIC UTILITY RESEARCH - DISCUSSION - POSSIBLE
DIRECTION
Mr. Seymour advised the Board of American Public Power Association's
request for the District's financial participation in electric utility research.

Mr. Grumer noted his present compensation - $40 per hour and $50 for the
first two hours of each Board Meeting. Relating to the requested increase, Mr.
Grumer suggested the following alternatives: 1) $50 per hour - charging the first

two hours of each Board Meeting as one hour - no travel time to and from Truckee;
2) $2,250 per month.
Director Maass moved that the Board accept Mr. Grumer's alternative #1. The

(since the completion of the distribution line in Unit #8) .

execution of an easement grant deed to the Tahoe Donner Association. The

DISTRICT COUNSEL'S REPORT

1. Southside Well #2 - Mr. Grumer noted that the best way, in his opinion,
to rebuild the well (timewise) is for the District to proceed with the work,
file a claim with the insurance company and let them settle appropriately.
District Counsel further noted that it would be necessary for the District to
go out to bid.
Specific proposals will appear on the agenda for the next meeting after
FmHA has been consulted. District Engineer Cook will prepare new specifications
and bid documents for the reconstruction.
CORRESPONDENCE
1. High Sierra Senior Citizens - 11/5/79 — This letter, copy attached, requested
community leaders to express their approval of a senior citizen housing project.
Since the PUD has set aside some land for this purpose, Mr. Seymour indicated
he would contact Mrs. Rosamond, Chief Administrative Officer of the High Sierra
Senior Citizens, and ask if further response is necessary.
PLANNING DEPARTMENT NOTICES
No Planning Department Notices were discussed at this time.
EXECUTIVE SESSION
President Kuttel adjourned the meeting to Executive Session for the purpose
of discussing legal and personnel matters.
