a problem. There are three solutions - 1) locating on top of the roof, 2) ele-
vation of the existing pad, and 3) put in a parking and storage facility and locate
the pad on top of the facility. The possibility of undergrounding the appropriate
power lines was discussed. Director Maass suggested that the matter be referred
to the Electric Committee - so ordered by Vice President Kuttel.
CONSIDERATION OF RESOLUTIONS SETTING FORTH SPECIFICATIONS AND ISSUING CALLS FOR
BIDS - TWO PICK-UP TRUCKS TO REPLACE UNITS 8 AND 11 - ONE FLAT-BED DUMP TRUCK
Regarding the call for bids on the two utility trucks, the specifications
,.� will note that the bid must specify either two light utility trucks, two. standard
pick-up trucks, or one of each. Further, the bid must specify the estimated
delivery time and charges. It was decided that the bids should be opened at
4:00 P.M. on November 19th.
Director Maass moved that the Board adopt Resolution No. 7940 approving
specifications and calling for bids on two utility trucks. Director Hatch sec-

President Kuttel noted that the bid would be awarded during the meeting
the night of November 19th.
The draft resolution calling for bids on a flat-bed dump truck and ap-
proving specifications was reviewed by the Board. The Boad indicated bids would
be opened November 19, 1979 at 4:05 P.M. Director Maass moved that the Board
adopt Resolution No. 7941 approving specifications and calling for bids on a
flat-bed dump truck. The motion was seconded by Director Huber. ROLL CALL:

PROVISION OF ELECTRICAL SERVICE TO DONNER HEIGHTS SUBDIVISION, UNIT #1, PROGRESS
RE ACQUISITION OF EASEMENTS
District Engineer Cook advised that the easement for electrical service
to Donner Heights Subdivision, Unit #1, has been acquired at no expense to the
District. Mr. Seymour noted that the next step is to obtain funds from the
applicable property owners for construction of the line extension.
CONSIDERATION OF RESOLUTION ACCEPTING DEEDS FROM DART INDUSTRIES, INC. - SANDERS
WELL #1, LOT 7 OF DONNER TRAILS, UNIT #2, EASEMENT OF 21 ACRES LOCATED ON HIGHWAY

lution No. 7942 approving and accepting three deeds from Dart Industries, Inc.

ACCEPTING A RECONVEYANCE FROM DART INDUSTRIES, INC. - RESOLUTION
District Counsel Grumer noted that rather than "consideration of a reso-
lution accepting a Short Form Deed of Trust and Assignment of Rents from Dart,"
the agenda Item should have been consideration of a resolution accepting a re-
conveyance from Dart Industries, Inc.
Director Huber moved that theBoard adopt Resolution No. 7943 accepting a
reconveyance from Dart Industries, Inc. The motion was seconded by Director

STATE WATER RESOURCES CONTROL BOARD - PROGRESS REPORT BY PERMITTEE FOR 1979;
HOFERT SPRINGS - SAWTOOTH SPRINGS
The Chair directed District staff to complete the progress reports for
#22573 and #20443.
CONSIDERATION OF CHANGING RESOLUTION REGARDING TDPUD DIRECTORS' COMPENSATION
Director Maass stated he felt it was time the Directors' compensation be
reviewed and possibly increased. Director Hatch noted he was not in favor of an
increase, but would consider a change in policy respecting attendance as it re-
lates to compensation. President Kuttel suggested the matter be voted upon by
the people of the District. District Counsel Grumer advised that, if the
Directors' compensation was increased it would have to be done by Ordinance
and properly advertised. Various ideas were discussed.
Director Maass moved that the Board direct Counsel to prepare an ordinance
dealing with Directors' compensation and stating the following points:
1) Directors' compensation will be $150 per month
2) In order to receive the $150 per month, a Director must be in attend-
ance at one regular meeting that month at least 60% of the time.
Director Hatch seconded the motion. ROLL CALL: Hatch, aye; Huber, no;
Maass, aye; Sutton, aye; Kuttel, no. SO MOVED.
GOLD TOWN CONDOMINIUMS (TRUCKEE TOWNHOUSES) - REVIEW OF DOCUMENTS, PLANS AND
AGREEMENT
District Engineer Cook noted that he had reviewed the documents and plans
provided by the developers of Gold Town Condominiums and had returned them be-
cause they were not in compliance with the District's requirements. He requested
that the matter not be placed on the agenda until he advised the matter was ready
for review and discussion.
ENGINEER'S REPORT
West River Street Line Extension
Relating to the installation of the pipeline along West River Street to
the mobile home park at Donner Creek, Mr. Cook advised that notices to the prop-
erty owners of the pending hearing on November 19th at 7:30 P.M. have been mailed
by his office. Director Sutton requested that the Directors be provided with a
copy of that notice.
Dart Pipeline, Phase III
Mr. Cook noted that Phase III has been completed; he requested that con-
sideration of a resolution accepting the pipeline be listed on the November 19th
agenda.
DISTRICT COUNSEL'S REPORT
Southside Well #2
Mr. Grumer advised that he was not aware of what action his associate
had taken respecting this matter. He noted that he would investigate and get
back to the Board.
Discussion of fee letter
Although no fee letter was presented to the Directors, a possible increase
in Mr. Grumer's fee was discussed. Director Sutton requested that he provide a
letter setting forth several alternatives - fixed fee, retainer plus hourly rate,
etc. He agreed to do so.
CORRESPONDENCE
Stubblef ields, Inc. - 10/24/79
Mr. Seymour noted that the Directors had received a letter from Harry
Stubblefield relating to the sign at Pejo's. Mr. Stubblefield has hired an
electrician and wired the sign properly (as required by the PUD) ; however, the

amount owed by the previous owner (Bosco) for electricity for the sign has not
yet been paid.
Director Maass moved that the Board direct the attorney to write to the
Stubblefields stating that the bill is $3,700 (the exact amount was not men-
tioned) , and that Mr. Grumer will reserach regarding the matter. No second
was recorded. ROLL CALL: Hatch, aye; Huber, aye; Maass, aye; Sutton, aye;

PLANNING DEPARTMENT NOTICES
Subdivision of Dolly's Arms - Mr. Seymour advised that the subdividers of Dolly's
Arms have requested a "will serve" letter which the District has not yet provided.
Also, the subdividers have some questions relating to the facility fee. They have
requested that they be allowed to put up a bond in the amount of $4,500 (in the
event of a fire) rather than paying the fee.
After brief discussion, Director Sutton moved that a letter be sent to
the Department of Real Estate regarding the subdivision of Dolly's Arms - con-
dominiums - consistent with the requirements the District made for the develop-
ment. The motion was seconded by Director Maass. ROLL CALL: Hatch, aye; Huber,
aye; Maass, aye; Sutton, aye; Kuttel, aye. SO MOVED.
KOEPF & LANGE BUILDING
Director Hatch noted that construction debris has been left behind the
new Koepf & Lange building, possibly on the PUD's easement. Mr. Seymour agreed
to check into the matter and request removal if this is the case.
DONNER MEDICAL CENTER
The Planning Department Notice regarding the Donner Medical Center was
mentioned. Thereafter,. Director Maass moved that the Engineer be directed to
provide a suitable facility fee for the Medical Center; Director Hatch seconded
the motion. ALL AYE BY VOICE VOTE. SO MOVED.
DISTRICT COMPUTER SYSTEM
President Kuttel reminded the Board that there is a meeting scheduled
for 2:30 P.M. on Wednesday (November 7, 1979) . Mr. Seymour requested that the
Directors review the memorandum respecting a new data processing system prior
to that meeting.
Negotiations with IBEW, Local 1245 will also be discussed at the meeting.
EXECUTIVE SESSION
The Chairman determined that there was no need for the Board to adjourn
to Executive Session.
