September 28, 1979
The special meeting of the Board of Directors of the Truckee Donner Public
Utility District was called to order by Vice President Kuttel in the District
Board Room at 5:05 P.M.
ROLL CALL: Directors Huber, Kuttel and Sutton were present. Directors Hatch
and Maass were absent.
CONSULTANTS PRESENT: District Engineer Cook was present.
EMPLOYEES PRESENT: A. Milton Seymour and Susan Craig.
OTHERS PRESENT: Among those present were Don Toomey and Marigrey Fish.
REVIEW OF DONNER CREEK TRAILER PARK WATER LINE EXTENSION; POSSIBLE APPROVAL OF
PLANS AND SPECIFICATIONS; DESIGNATION OF INSPECTOR; SPECIFIC DIRECTION REGARDING
FORMATION OF ASSESSMENT DISTRICT #2, WEST RIVER STREET
District Engineer Cook explained that West River Street is an area
of the District that did not have any water distribution system at the time
the property owners were proposing to develop. Therefore, an edict was
issued by the Fire Protection District that stated that, in the event that
fire protection is not provided, building permits cannot be issued (1973-
74) . 'There was a proposal to form an assessment district covering all of
the properties on West River Street including a tie through from the 10
inch main that Shorty Harris installed in 1968-69 on Donner Pass Road down
to and under the underpass and connecting up with the Donner Creek Wells.
There was a series of public meetings held to determine the number of persons
that wanted the line, the approximate assessment values, and to consider the
community benefit that would result from completion of that line as compared
to the potential individual benefit that would result from installing private
f' fire systems. The result of the whole series of meetings was that a line serv-
ing only the eastern portion of the proposed West River Street Assessment Dis-
trict was constructed. It was constructed by 1915 bonds issued by the District,
collected by the County.
There was a request for a line extension very soon after the work was
begun by John Quintana, who, at the onset, had asked that he be excluded.
The line was extended some 300 feet east to satisfy this request.
A West River Street Assessment District Policy was adopted by the Board
that addressed line extensions to the existing work that had been upsized from
the 8 inch diameter (to satisfy the fire flow) to a 12 inch diameter that was
thought to satisfy the transmission requirements to serve contractual relation-
ships between the District and Dart.
There was a line extension in accordance with the policy that occurred
in 1976 that brought the Telephone Company property on line.
Mr. Toomey bought the Preston Trailer Park and wants to extend the line.
The termination of the line now under construction is the termination of al-
ternative "B" that was considered in the circulation of petitions to form an
assessment district in 1974. Also, there was some internal work done last
fall; the improvement plans for the line now under construction were submitted
to Cook & Associates in September 1978. The line in question, that is current-
ly being installed, was contained in the District's Federal Application (Ap-
plication C) to EDA on October 31 1976, at an estimated cost of $307,000. Cook
Associates returned the improvement plans with some corrections - those cor-
rections were made and the plans returned to Cook Associates. The last re-
quest that Mr. Cook made of Vail Associates was in April, 1979, asking for
the final plans, as corrected, to be delivered together with some record sur-
vey information. The drawings were provided - on several occasions the drawings
were in Mr. Cook's possession at the Board Meetings.
August 6th there was a discussion about upsizing the line from the 8 inch
required for the fire flow to the 12 inch that would be required to provide a
duplicate transmission facility connecting the major District sources and the
tanks. Action was not consummated on August 6th. On August 20th, the District

Mr. Cook anticipated that the work will be completed next week - he expected,
if everything tests out okay, the matter would come before the Board for ac-
ceptance on October 15th.
By general consensus, the meeting was adjourned at 6:13 P.M.
