REGULAR MEETING
October 1, 1979
The Regular Meeting of the Board of Directors of the Truckee Donner
Public Utility District was called to order by President Maass in the Dis-
trict Board Room at 7:01 P.M.
ROLL CALL: Directors Hatch, Huber, Kuttel, Sutton and Maass were present.
CONSULTANTS PRESENT: District Counsel Grumer was present; District En ineer
Cook arrived at 7:09 P.M. g
EMPLOYEES PRESENT: A. Milton Seymour and Susan Craig were present.
OTHERS PRESENT: Among those present were Don Strand, Dwayne Haddock, Bonnie
L. Seymour, Mira Shea, LaRoy Carroll, Yvonne Pomagal ski, Karen Noble, Barbara
Crawford, Ken and Cindy Ames, Doug Keeler, Roy Hampson and Ray Dunham.
APPROVAL OF MINUTES
Director Kuttel moved, and Director Huber seconded the motion, that the
minutes of August 6, 1979, be approved. ROLL CALL: Hatch, aye; Huber, aye;
Kuttel, aye; Sutton, aye; Maass, aye. SO MOVED.
STATEMENT OF GENERAL FUND AND BILLS FOR BOARD APPROVAL
Director Hatch noted a mistake on the Statement of General Fund under
Refunds for Line Extensions - Roland White should be Roland Whited.
After several questions posed by the Directors were answered, Director
Hatch moved that the Statement of General Fund for September 25, 1979, and the
-r--- Bills for Board Approval be approved. The motion was seconded by Director
} Huber. ROLL CALL: Hatch, aye; Huber, aye; Kuttel, aye; Sutton, aye; Maass aye. SO MOVED.
COMMITTEE REPORTS
The Electric Committee having met, Director Huber requested on its behalf
that the Manager be given authorityto maintain the rate structure
(as was
done the past month because of Sierra Pacific's change in their billing to the
District) until the PUD is noticed of the final rate determination. She so
moved. After some discussion, Director Huber changed her motion to make this
an emergency authority (because of the change in Sierra Pacif ic's billing pro-
cedures) to the Manager to continue to bill the District's customers at the
same or equivalent rate to the old ordinance until the District is noticed
with respect to the new rate.
Discussion ensued; Director Huber moved the question. Director Hatch
seconded the motion. ROLL CALL: Hatch, aye; Huber, aye; Kuttel, aye; Sutton,
aye; Maass, aye. SO MOVED.
ROLL CALL vote on the original motion: Hatch, aye; Huber, aye; Kuttel,
aye; Sutton, no; Maass, aye. SO MOVED.
Director Sutton requested that the minutes indicate her "no" vote is be-
cause she believes that the District should charge by the precise provisions
Of its ordinances rather than by the spirit of the ordinance.
Director Huber reported that the Electric Committee recommends a revival
of the Security Light Ordinance, an increase in after-hour call charges and
preparation of ordinances setting forth the new rates.
Director Sutton moved that draft ordinances be prepared covering these
recommended items by the second meeting in October. The motion was seconded
by Director Hatch. ROLL CALL: Hatch, aye; Huber, aye; Kuttel, aye; Sutton,
aye; Maass, aye. SO MOVED.

Mr. Seymour advised that there is going to be a meeting of the Truckee
Donner Recreation and Park District Board on Thursday night; representatives
from Sierra Pacific Power Company will be present, as will Mr. Seymour. The
site location for the SPPCo - TDPUD Joint Substation will be discussed at
that time.
The Manager reported that he had spoken with Mr. Giovannoni of Sierra
Pacific regarding a power shortage this winter and possible solutions. It
will be possible to isolate one of the PUD feeders and allow SPPCo to serve
that feeder - probably Feeder "F". In order to do this, PUD will have to
furnish, on a temporary basis, some of the regulators presently stored in
the garage.
CONSIDERATION OF RESOLUTION ACCEPTING DEEDS FROM DART INDUSTRIES, INC - SANDERS

District Counsel Grumer advised that, because he received the documents
late, he had not had time to prepare the resolution.
CONSIDERATION AND POSSIBLE APPROVAL OF PLANS FOR RAILROAD UNDERCROSSING AND
SMALL SECTION OF THE PIPELINE (PHASE V, AIRPORT WELL TRANSMISSION LINE)
Mr. Strand stated that he realized work could not begin yet, but wished
to have the design approved so that a call for bids could be issued.
District Enginer Cook noted there were two minor corrections to be made
having to do with the terminus of both ends of the project. Mr. Cook recom-
mended that the Board wait until after October 8th to consider adoption of
the plans. (The meeting with Mr. Hampson had been scheduled for October
8, 1979) .
AIRPORT TRANSMISSION LINE
President Maass, in order to make the recent events surrounding the
Airport Transmission Line clear, ordered the following items attached to
