DISCUSSION OF ROGER BONNETT'S APPRAISAL PROPOSAL The Manager was in possession of Mr. Bonnett's quotation - $500 for reappraising five District owned lots. Mr. Cook has not yet responded to Director Sutton's question regarding access to two of the Seymour advised that, according to Mr. Bonnett, there is accessparcels, to all the parcels. Director Huber moved that the Board authorize a fair market value ap- praisal of Parcels A, F, G, and J as delineated on map prepared by Cook Associates by Roger Bonnett for the amount of something less that $500. REVIEW OF REVISED DRAFT REQUEST FOR SERVICE COMMITMENT AND STANDARD "WIL TT SERVE" LEER L- ing. President Maass delayed this matter until the November 5th Board Meet- FIVE-YEAR PLAN The Chairman referred this matter to the Water Committee and Mr. Cook, and requested that Mr. Seymour schedule a Water Committee Meeting for next week. MARTIS VALLEY ESTATES ##4 After some discussion, Director Sutton requested that this matter be placed on the Special Meeting agenda of October 29th. Also, the Chairman requested that the item be referred to District Engineer Cook for review. DONNER CENTER - CONSIDERATION OF AGREEMENT Mr. Grumer advised that the problem existing with Donner Center has been present for approximately four years; the problem consists of collect- ing $3,896.40 for a pole relocation, and certain charges relating to water hookup, metering, etc. at the Donner Center. In addition, there is the element of the new building. The District has requested that the full amount of money due be paid with no deviations. A letter of September 26th tendering the check was received by the District. Mr. Grumer noted that is is his contention that, with the payment of money, the agreement has been satisfied. Relating to individual metering, Mr. Seymour advised that Mr. Birge will pay the sum of $550 for the eleven meters -- two meters currently exist at the center. Each tenant will be required to submit a set-up fee of $25 and may be required to make appropriate deposits according to the District's current rules and regulations. There should be no other charges concerning the electrical system to the existing center. Regarding the new building, Director Sutton noted that Mr. Cook recom- mended a water line larger than the 1" line that was installed. Mr. Seymour advised that Mr. Cook recommended a 1111 line based on 36 fixture units in the building, but the number of fisture units was reduced to 12 - therefore the line size was also reduced. In reply to Director Sutton's question, Mr. Seymour advised that all the water problems in the Donner Center complex have been resolved from the standpoint of the problems that existed before (having to do with meters that were not satisfactory to the District, etc.) Director Hatch stated that there had been a motion prohibiting service until the problems had been resolved. President Maass requested that the 1 0/15/79 pg 4 minutes show the problems have been resolved; therefore, the Manager ma proceed as per previous Board direction. y REVIEW OF DRAFT POLICY ORDINANCE QUANTIFYING DISTRICT'S ABILITY TO SERVE WATER AND REFINING AND MAKING KNOWN THE TERMS BY WHICH WATER SERVICE WILL BE MADE AVAILABLE President Maass noted this matter would be put over. MARTIS VALLEY GENERAL PLAN Director Huber said she thought the Martis Valley General Plan had misquoted Mr. Cook's statements. Since District Engineer Cook was not pre- sent, the Chairman put the matter over to the meeting of October 29th. ENGINEER'S REPORT President Maass indicated he left the Armstrong Tract and Southside project off this agenda. He will place them on the Special Meeting agenda Of October 29, 1979, as well as an item relating to the Goldtown Condominiums. Mr. Cook was not present at the meeting; therefore, there was no further report. (A copy of his written report has been attached.) CORRESPONDENCE President Maass advised that the District has received two claims: 1) Nick Wagner and 2) Mr. David Belding. Copies are attached to these min- utes. Following standard procedure, Director Hatch moved that the Board deny both claims and refer them to the District insurance carrier. The motion was seconded by Director Huber.
