REGULAR MEETING
February 19, 1985
The regular meeting of the Board of Directors of the Truckee
Donner Public Utility District was called to order by Director Cooley
at approximately 7:00 P.M. in the TDPUD Board room.
ROLL CALL: Directors Cooley, Corbett and Hamilton were present.
Directors Duffy and Maass were out of town on personal business.
CONSULTANTS PRESENT: Counsel John M. Phelps.
EMPLOYEES PRESENT: Peter Holzmeister and Tom Buckhouse.
OTHERS PRESENT: Among those present were Dick VanLandingham and David
Toussaint.
APPROVAL OF MINUTES
Consideration of the minutes was put over to the March 4, 1985
Board meeting.
BILLS FOR APPROVAL - BUDGET REPORT
Manager Holzmeister advised that the District is in the process
of closing out the accounts for 1984; in a week or so the final
adjustment will be ready. The Board will have the January 1985 budget
report on March 15th; _the February report on March 29th; the March
report on April 11th. This will bring the District up to date. Part
of the delay, Mr. Holzmeister noted, is that the PUD has adopted the
redefined budget suggested in the Harvey Rose management audit, which
necessitated keying in an entire new system at the start of 1985. The
�-• Manager indicated he will check with the auditors regarding the
necessity of doing a "month 13" in the future, as it slows things
down and he does not see a need for it.
After questions regarding sewer assessments and the annual pole
contract with the telephone company were answered, Director Hamilton
moved, and Director Corbett seconded, that the bills presented for
consideration be paid. ROLL CALL: Duffy and Maass, absent; all other

MANAGER'S REPORT
Truckee Substation outage
Mr. Holzmeister made note of the Engineer's memorandum regarding
the Truckee Substation outage of February 7 and 8, 1985 (copy
attached) . He advised that when system operating maps are complete,
the District will be able to develop contingency plans providing an
organized step by step procedure to be followed in the event of major
outages involving any of the District's substations. Director
Hamilton mentioned that the Electric Committee discussed the
preparation of system maps last year and is in favor of the project.
Managerial Excellence Workshop
The Managerial Excellence Workshop scheduled in San Diego, which
was approved by the Board previously, was cancelled Mr. Holzmeister
reported. However, it has been rescheduled in Fresno during March,
and he asked for authorization to attend. SO MOVED by consensus. M085/32

IRS tax penalty
Dick VanLandingham mentioned Director Maass' request at the last
meeting for an explanation of the $523.51 penalty paid to the

CONSIDERATION OF RESOLUTION APPROVING SPECIFICATIONS AND CALLING FOR
BIDS ON ELECTICAL DISTRIBUTION EQUIPMENT - TRANSFORMERS AND METERS
After review of the specifications and draft resolution for the
annual supply of transformers and meters, Director Hamilton moved
that the Board adopt Resolution No. 8509 approving the specifications
and calling for bids. The motion was seconded by Director Corbett.
ROLL CALL: Duffy and Maass, absent; all other Directors, aye. SO R8509
RESOLVED.
POW- CONSIDERATION OF RESOLUTION SUPPORTING CONTINUATION OF THE REA'S
ENGINEERING STANDARDS DIVISION
Mr. Holzmeister explained the value of the REA' s Engineering
Standards Division with respect to the issuance of technical
bulletins and engineering standards, and noted that it is a small
department consisting of only 60 people. Elimination of the Division
would result in very little savings to the government.
Thereafter, Director Hamilton moved that the Board adopt
Resolution No. 8510 supporting the continuation of the REA's
Engineering Standards Division; seconded by Director Corbett. ROLL R8510
CALL: Duffy and Maass, absent; all other Directors, aye. SO RESOLVED.
ADJOURNMENT
There being no further business before the Board, Director
Corbett moved that the meeting be adjourned at 7:25 P.M. ; seconded by
Director Hamilton. All Directors, aye, by voice vote. SO MOVED.
