SPECIAL MEETING
July 30, 1984
The special meeting of the Board of Directors of the Truckee Donner
Public Utility District was called to order by President Maass at 7:05 P.M.
in the TDPUD Board room.
ROLL CALL: Directors Cooley, Corbett, Duffy, Hamilton and Maass were pre-
sent.
EMPLOYEES PRESENT: Among those present were Sue Felce, Peter Holzmeister,
Ron Reynolds and Susan Craig.
OTHERS PRESENT: Dan Cook, Dale Cox, David Tucker, Steven Jorgensen of Vail
and Associates, Gail Richie and Barrett Putnam of Putnam Associates, Dick
VanLandingham and Charles White.
PLANNING AND DESIGN OF NEW DISTRICT COMPLEX
Raymond Vail and Associates
Steven Jorgensen, Architect for Vail and Associates, summarized for the
Board his firm's considerable experience with public utility facility pro-
jects which involved site evaluation, facility inventory assessment, planning,
site design, cost estimating and construction/engineering services. He went
on to say that Vail and Associates has experienced personnel immediately
available to begin work for the District; personnel from the Tahoe office
would be assigned to the project because of their immediate location and
knowledge of local codes and conditions, with the Sacramento office pro-
viding necessary support services as required.
Vail proposed to perform the specified scope of services for the Dis-
trict for a lump sum of $3,960, and provide five sets of prints upon com-
pletion. A 30-day payment schedule for time and materials with a lump sum
billing at the conclusion of the work would be satisfactory, Mr. Jorgensen
noted.
David Tucker - Architect
David Tucker gave a brief biography of his firm, noting that he has
practiced architecture in the Lake Tahoe area continuously for the past
25 years. He and David Ditz have recently affiliated their independent
practices to provide a combination of accurate, exacting and sensitive
design with careful project management and delivery. Mr. Tucker advised of
current projects which include custom residential design, high technology
facilities and a large scale housing project; and projects of a similar
scope and size including a maintenance garage, firehouse, commercial build-
ing, office and warehouse and office and commercial complex all located in
the Tahoe region.
Mr. Tucker stated he is prepared to undertake the work stipulated by
the District for the sum of $4,600. He would provide six sets of drawings
to the District upon completion of the project, and indicated a 30--day pay-
ment schedule for the first phase of work would be adequate.
Dan Cook and Associates
Dan Cook explained, for the benefit of the audience, his relationship
over the years with the Truckee Donner PUD and his interest in being involved
with the planning and implementation of a new District office, warehouse and
garage facility.
Mr. Cook presented drawings of some of his recent architectural pro-
jects, and noted he has recently planned the Truckee Sanitary District re-
modeling and is working on the Donner Lake Fire Station.
It was the proposal of Cook Associates to determine the space needs
for the District employees, equipment and materials, prepare a preliminary
floor plan and, after discussion with the Board and staff, prepare a pro-
posed floor plan, site plan and concept drawings of the building with a
cost estimate of completing the entire project for a cost of $4,900.

Briefly discussed was the new requirement for the District to go through
the entire County planning process.
Dale W. Cox - Architect
Mr. Cox stated that he has been practicing in the Truckee area for 12
years and has a very diverse background and a reputation for high quality
design. He mentioned several similar projects - the Truckee River Bank and
U. S. Post Office, Crossroads Branch, and also the Boatworks in Tahoe City.
All personnel associated with Cox are acquainted with the various
agency approval processes, Mr. Cox noted, and have a good working rela-
tionship with each agency. Also, each member of the firm is aware of
current construction costs, scheduling procedures, and administration.
Space analysis is also familiar to the firm.
Mr. Cox proposed performing Phase One of the project for the sum of
$3,000, would provide six prints of the preliminary plans, and would agree
to a 30-day payment schedule.
Mr. Cox advised that he is a member of the Historical Preservation
Committee in Truckee; President Maass indicated he did not feel there
would be a conflict if selected by the District.
Respecting other prospective architects and possible conflicts of
interest, David Tucker stated he did not know of any; Dan Cook indicated
he is the acting consulting Engineer for the Truckee Sanitary District and
Truckee Fire Protection District, but did not anticipate any conflicts.
Putnam and Associates
Barrett Putnam presented to the Board brochures showing some of his
firm's architectural designs. He advised that he and Gail Richie would
join services for the PUD venture, with Mr. Richie acting as the contact
person. It was the proposal of Putnam and Associates to perform the spec-
ified scope of architectural services for a lump sum of $3,500 which would
include travel and phone expenses; they would provide six sets of prints,
and would require a 10% retention and bill on a percentage basis monthly.
Mr. Putnam advised that he has been involved in determining space re-
quirements and analyses.
Director Hamilton noted that the District would require appropriate
insurance and bonding of the firm selected.
After some discussion, Director Hamilton moved that the matter be
tabled to the August 6th agenda for decision; seconded by Director Corbett.
All Directors, aye, by voice vote. SO MOVED.
ADJOURNMENT
There being no further business before the Board, after motion duly
made, seconded and unanimously passed, the meeting was adjourned at 9:18
P.M.
