Possible electric service to Wilson property in PG&E service area - The request of Norman Wilson has been discussed with PG&E, Mr. Cash noted. They state that they have no objection to the District's furnishing power to the subject prop- erty,, but they will not put such information in writing because of previous lawsuits. They estimated their cost of serving the property to be in excess of $100,000. Mr. Wilson complained to the PUC and, after investigation, the PUC upheld the PG&E estimate which may have been the reason for the request being made to the District. The Manager advised that as rapidly as he could establish a basic estimate of cost to the District he would advise the Board. At that time it should be determined if the District wishes to continue to develop an itemized cost. Director Huber stated that the District should not go into PG&E territory without their written consent. It was determined that the District could provide a rough estimate if consent is obtained from PG&E. Mr. Wilson is to be notified. Office and warehouse roof repairs - As noted during discussion of the bills, the material for the roof coating was received on October 31st. The contractor has been notified and will start the work as soon as possible. PUBLIC HEARING Although only 7 30 P.M. , Vice President Maass advised the audience that the Public Hearing regarding the West River Street line extension had been postponed. The property owners involved have been notified in writing of the postponement by Dan Cook. HYDRO-GENERATION AT BOCA/PROSSER - CONSIDERATION OF RESOLUTION EMPLOYING TUDOR ENGINEERING FOR THE PHASE OF THE PROJECT RELATIVE TO THE FERC APPLICATION This item was tabled since the representative from Tudor Engineering was not present. MARTIS VALLEY SUBSTATION Neil Reid advised that, as yet, the work product to date has not been received from Sierra Pacific Power Company. He went on to say that, with respect to the land use application package, some statements in Cook-Is re- port must be corrected before submittal to the County. After some discussion, Vice President Maass requested that Lyell Cash, with the assistance of Dan Cook and Neil Reid, prepare a flow chart showing action required, sequence of events and an estimated time schedule relative to the Martis Valley Substation. The Board was in agreement and the chart will be reviewed at the November 17th meeting. The required zone change and County process was discussed. Director Huber suggested that, if anything can be done on a preliminary basis, Mr. Cash should take such action; Director Sutton was not in agreement. WATER SYSTEM IMPROVEMENTS - PROJECT 7 9-1 Dan Cook's written report which noted that the project was expected to be completely funded by an FmHA loan of $321,500 and the actual low overall bid for the project, by Dana Knudsen, was $346,832, was reviewed by the Board. His report went on to say that the project will involve varying degrees of three actions: 1) commitment of additional funding, 2) reduction of the pro- ject scope and/or, 3) re-bid the entire project. His report and the 79-1 ---, bid summary have been attached to these minutes for reference purposes. Director Sutton noted that she was under the impression that both Dis- trict Counsel and District Engineer recommended that Stone & Youngberg pro- vide a report and make recommendations regarding award of the construction bids. The possibility of approaching FmHA with the idea of having them purchase addi- tional bonds was discussed. She went on to express her concern about obtain- ing a commitment from FmHA when the project is over the Engineer's estimate.
