ROLL CALL: Directors Duy,ff Maass Sutton and Kuttel were present. Director Huber arrived at 8:40 P.M. EMPLOYEES PRESENT: Mary Chapman and Susan Craig. CONSULTANTS PRESENT: District Engineer Cook was present; District Counsel Grumer was absent. OTHERS PRESENT: Among those present were Frank Aiello, Mira Shea, J. Robert Avery, Charles White and Don Strand. APPROVAL OF MINUTES Director Sutton moved, and Director Maass seconded, that the minutes of March 31 10, 201, 26, April 7, 91 21, May 5 and 19, 1980 be signed and filed in the minute book with corrections made as submitted by Director Huber. ROLL CALL: all Directors, aye; Huber, absent. SO MOVED. STATEMENT OF GENERAL FUND AND BILLS FOR BOARD APPROVAL Questions were answered respecting Martin McDonough's bill in the amount of 467.91 Northstate Equipment's bill for backhoe rental for one month, Sandel- ' $ 'etti Enterprises' bill in the amount Avery's bill in the amount of $2,513.52, Tami P Truckee Locksho `s bill in the amount of $5.41. Relating to Cook of $1,448.40, T P t Associates' bill for electrical expenses, the Office Manager was directed to cor- rect the statement of general fund; the Electric Department rather than the Water Department should have been charged. Director Maass moved that the bills be paid with the exception of the North Supply Company bill (which will be approved separately) - the Sandel Avery bill and the Tamietti Enterprises' ( PP y P a which will be discussed later in the meeting) . bill Director Sutton seconded the motion. ROLL CALL: Duffy, aye; Huber, absent; Maass, aye; Sutton, aye; Kuttel, aye. SO MOVED. Director Sutton moved that the Board authorize the purchase of 6200 feet of 2 0 triplex runcina wire (Purchase Order 515 signed by Jim Maass, Director in charge) in the amount of $4,074.64. Director Maass seconded the motion. Director Maass clarified that the purchase order indicated 6000 feet, but be- cause of the way the wire is manufactured, there was an additional 200 feet. ROLL CALL: Hubert absent; all other Directors, aye. SO MOVED. It was noted that with respect to the West River Street assessment Dis- trict, the bond in the amount of $5,000 is due. Director Sutton moved that the United California Bank Bond No. 5 in the amount of $5,000 be paid from the West River Street assessment district funds. Director Maass seconded the motion. ROLL CALL: Hubert absent; all other Directors, aye. SO MOVED. COMMITTEE REPORTS y. ti There were no committee reports. MANAGER'S REPORT General Status of the District It was reported that there have been no major electrical or water outages during the past two weeks. The District is experiencing heavy water usage and Director Maass requested the local media to notice the users to practice con- servation measures. Afte r a brief discussion relating to a use permit, Director Huber moved that payment of County fees for filing for a use permit to put the trailer on Districtproperty be authorized. Director Duffy seconded the motion. ALL AYE BY VO ICE VOTE. NE EXTENSION - TSD WAREHOUSE WATER LINE IN MARTIS VALLEY - STATUS REPORT Direc tor Huber noted that there is no water available in this critically deficient area until Project 79-1 has been completed. Upon review of the proposed agreement, it was decided an acknowledgment of the deficiencyin the Southside area be added as well as additional wording - "in accordance with the rules and regulations of the PUD, Truckee Sanitary Di strict shall reimburse the PUD for any other costs associated with making and enforcing this agreement*" Director Maass moved, and Director Huber seconded, that the Board direct Mr. Cook to draw up the addendum to the contract. OFFICE EQUIPMENT - CONSIDERATION OF PURCHASE OF NEW COMPUTER; POSSIBLE DIRECTION Director Huber suggested this matter be put over until the arrival of a new manager. Director Sutton moved that the item be tabled. Director Duffy seconded the motion. ROLL CALL: all Directors, aye. SO MOVED. PERSONNEL - REVIEW OF JOB DESCRIPTION FOR POSITION OF GENERAL MANAGER; POS- SIBLE DIRECTION This item was put over tgu o the August 12th meeting. Director Maass asked that Lyell Cash be prepared to discuss the job description and provide input. CONSIDERATION OF RESOLUTION RESCINDING PONDEROSA PALISADES UNIT #5 (CASLER) FROM ANNEXATION PROCEEDINGS AND REAFFIRMING MARTIS WOODS ESTATES AND SIERRA PINES No action was possible since District Counsel Grumer did not provide the Board with the proposed resolution. Dan Cook was asked to prepare the reso- lution for consideration at the August 12th meeting. FRANK CHAMPION LETTER OF 7/18/80; DISCUSSION RE LOCATION OF UTILITY POLE - POSSIBLE DIRECTION Director Maass reviewed the various memos and noted his recommendation to move the power pole at the expense of the customer (if the customer so desires) in accordance with precedents of the District. After brief discussion, Direc- tor Sutton moved that, upon the recommendations of Jim Maass and Bob Slattery, a letter be written to Frank Champion to the effect that the District will re- locate the pole at his expense for his convenience if he so wishes. Director Huber seconded the motion. ROLL CALL: all Directors, aye. SO MOVED. DISCUSSION- AND POSSIBLE ACTION RE INDEPENDENT ENGINEER TO EVALUATE TTSA DRAFT EIR ON THE PROPOSED EXPANSION RESPECTING GROUNDWATER QUALITY After review of Mr. McDonough's letter and some discussion, Director Sutton moved that Jim Maass be directed to contact James M. Montgomery of Wal- nut Creek, Bill Dendy of Sacramento and John R. Teerink of Sacramento to ob- tain their background qualifications and an estimate of time and cost to any alyze the impacts of the TTSA proposed sewer plant expansion on the ground- water quality of Martis Valley. Director Maass seconded the motion. ROLL CALL: Duffy, aye; Huber, aye; Maass, aye; Sutton, aye; Kuttel, no. SO MOVED. DISCUSSION RE MONTHLY NEWSLETTER TO CUSTOMERS - POSSIBLE DIRECTION Director Maass spoke about the benefits of providing the District cus- tomers with a newsletter on a regular basis. Several Directors indicated they thought this would be a good idea.
