CONSIDERATION OF RESOLUTION RESCINDING PONDEROSA PALISADES UNIT #5 (CASLER)
FROM ANNEXATION PROCEEDINGS
The Vice President noted that a letter addressed to Dan Cook by the County
of Placer dated July 21, 1980, will be attached to these minutes. The letter
states that Ponderosa Palisades Unit #5 has not yet been heard by the Planning
Commission - no tentative map or approval conditions exist; the preliminary
EIR draft has been submitted and returned to the preparer for correction.
District Counsel Grumer read the proposed resolution rescinding Pon-
derosa Palisades Unit #5 from annexation proceedings. Don Casler was pre-
sent in the audience and noted it was not his intent to mislead anyone - the
EIR has been filed, but not approved. The Board advised annexation would be
considered upon completion of the County process and approval.
The third "whereas" clause was changed to read as fol lows:".. .Mr. Donald
Casler (co-owner and agent) . . . . .was not complete and the project had not been
approved. " Mr. Grumer was asked to include the Assessor's Parcel numbers in
the resolution. Thereafter, Director Sutton moved, and Director Huber sec-
onded, the adoption of Resolution No. 8054 rescinding Ponderosa Palisades
Unit #5 from annexation proceedings commenced with Resolution No. 8042 (with
the addition of Assessot'p Parcel numbers) . ROLL CALL: all Directors, aye;
Kuttel, absent. SO MOVED.
DISCUSSION OF POLICY RE MOUNTING BANNERS FOR PROFIT AND NON-PROFIT ORGANIZA-
TIONS: POSSIBLE DIRECTION
The Board and Manager discussed requests made by profit and non-profit
organizations for the mounting of banners - public relations, the possibility
of charging a fee, inspection of the banners to determine whether or not they
meet standards, liability, responsibility and risk if a pole should come down
were covered during the discussion. It was noted that, by motion made some
time ago, the Manager was given permission to hang banners for non-profit or-
ganizations.
Lyell Cash was asked to recommend a policy to the Board for consideration.
It was noted that it is illegal to place posters on power poles. Direc-
tor Huber suggested it should be publicized and a fee schedule should be fix-
ed for removal of the posteres.
DISCUSSION REGARDING USE OF LABORATORIES FOR CHEMICAL ANALYSIS OF WATER; POS-
SIBLE DIRECTION
Vice President Maass put this matter over to August 18th, and asked that
Dan Cook be prepared at that time to discuss the use of chemical laboratories
in general (and Cranmer, specifically) . Lyell Cash was asked to provide the
Board with chemical analysis reports for the past several weeks.
DISCUSSION RESPECTING SCHEDULING ARTHUR ANDERSEN & CO. FOR APPEARANCE AT
SPECIAL MEETING TO DISCUSS THE FINANCIAL RESULTS OF THE FIRST QUARTER OF
1980; POSSIBLE DIRECTION
The Directors scheduled a Special Meeting for Monday, August 24, 1980,
at 7:30 P.M. if the time is agreeable to Rick Blumenfeld.
SUBSTATION AGREEMENT WITH FRANK AIELLO; REVIEW AND POSSIBLE DIRECTION AND/OR
ACTION
After some discussion relating to the entrance to the Park and Rodeo
Grounds, it was decided a non-exclusive right of way should be granted to the
County, not Mr. Aiello. Mr. Grumer will discuss the Board's concerns with
Mr. Cook.
Discussion ensued among the Directors relating to the Senior Citizen
pro j ect in general.

EXECUTIVE SESSION
The Board adjourned to Executive Session at 4:32 P.M. for the purpose
of discussing legal and personnel matters.

Vice President Maass returned the meeting to public session at 6:24 P.M.
Relating to the time Vice President Maass served the District in the
capacity of "Director in charge," he asked the minutes to indicate that Susan
Craig and Mary Chapman performed their duties excellently, above and beyond
the call of duty - he asked the Board to direct that commendations be given
to both employees. Director Sutton moved that Vice President Maass, as Direc-
tor in charge, be authorized to place a letter of appreciation and commenda-
tion from the Board to each employee in their personnel files for their per-
manent personnel records; furthermore, that everyone present donate $1 or $2
towards a floral arrangement. Director Huber seconded the motion. ROLL CALL:
all Directors, aye; Kuttel, absent. SO MOVED.
The Board directed Lyell Cash to contact Cook Associates to have a survey
done of the easement at the Herringbone Tank regarding the Eckberg construc-
tion site. Also, Counsel will be directing notice to Mr. Leggett regarding
the Board's denial at a previous meeting (July 7, 1980) for use of the Dis-
trict's access road.
ADJOURNMENT
The Vice President adjourned the meeting at 6:27 P.M.
