HomeMy WebLinkAbout1980-07-21 Min - Board REGULAR MEETING July 21, 1980 The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order by Vice President Maass in the board room of the Tahoe Truckee Unified School District at 7:08 P.M. ROLL CALL: Directors Huber, Sutton and Maass were present. Director Kuttel arrived at 7:15 P.M. L. Martin Duffy was present at the start of the meeting and participated after his appointment. EMPLOYEES PRESENT: Susan Craig and Mary Chapman, CONSULTANTS PRESENT: District Engineer Cook arrived at 7:15 P.M. ; District Counsel Grumer arrived at 8:15 P.M. OTHERS PRESENT: Among those present were John Avery, Mira Shea, Don Strand, Fred Katz, Richard Stahl and Keith Sauers. Others were present in the audience but did not indicate their presence on the sign-in sheet. EXECUTIVE SESSION The meeting was adjourned to executive session at 7:09 P.M. for the purpose of discussing-personnel matters, RETURN TO PUBLIC SESSION Public session was reconvened at 7:41 P.M. Addendum items 5a and 5b were tabled until the arrival of Mr. Grumer. SPECIAL BUSINESS This item was tabled until arrival of the District Counsel. APPROVAL OF MINUTES Director Sutton moved, and Director Huber seconded, that the minutes of February 4, 19 and 21, 1980, be filed as prepared. ROLL CALL: all Directors, aye. SO MOVED. Director Maass moved that the minutes of May 5 and 19, 1980, be approved as corrected by Director Sutton and typed in final form. Director Huber sec- onded the motion. ROLL CALL: Huber, aye; Maass, aye; Sutton, aye; Kuttel, aye. SO MOVED. STATEMENT OF GENERAL FUND AND BILLS FOR BOARD APPROVAL After very brief review, Director Maass moved that the two bills presented be approved for payment. Director Huber seconded the motion. ROLL CALL: all Directors, aye. SO MOVED. COMMITTEE REPORTS It was noted that there were no committee reports, MANAGER'S REPORT F No Manager's Report was given. UNFINISHED BUSINES S Items 1, 2 and 3 were tabled until the arrival of Mr. Grumer, WATER SYSTEM IMPROVEMENTS - PROJECT 7 9-1 Mr. Cook advised that Bond Counsel has provided a time table for accomplish- ment of the project approved by the voters. He noted that the next item on the tentative calendar of events is the adoption of a resolution calling for con- struction bids that are to be opened August 18, 1980. Also necessary at this time is the passage of a resolution declaring the results of the bond election on June 3, 1980. After review, Director Huber moved that the Board adopt Reso- lution No. 8046 declaring the results of the bond election. COUNTY BUILDING - NEW WATER VALVE In answer to Director Sutton's request for a status report on the installa- tion of a new water valve at the County Building, Mary Chapman stated she did not know the status, but did know that water to the hospital had to be turned off in order to do the necessary repairs. Director Maass indicated he would meet with staff regarding this matter. WATER LINE EXT ENS I ON - TSD WAREHOUSE IN MART I S VALLEY - RULE 15 PROVISIONS President Kuttel moved to this item since Dick Stahl of the Truckee San- itary District was present in the audience. Mr. Cook presented the various documents necessary to provide for the line extension under the District's Rule 15 ten year repayment period. The basic cost of the line extension is Y3 2,700 of which the TSD will recapture approx- imately $25,000 over a ten year period of time from the adjoining areas if they develop. Mr. Cook noted that the plans and specifications are in conformance with the District's requirements. By Board consensus, it was decided that the TSD request for implementation of the Rule 15 provisions (new warehouse in Martis Valley) be placed on the August 4, .1980, agenda to discuss the agreement along with any other informa- tion Dan Cook may come up with. AUDIT - 1980 - CONSIDERATION OF ARTHUR ANDERSEN'S PROPOSAL; POSSIBLE DIRECTION ANDJOR ACTION After the Board expressed their pleasure with the services provided by Arthur Andersen and Company, Director Maass moved that the District employ the firm as auditors for the 1980 fiscal year at the rate prescribed in their letter of July 15, 1980 ($15,000 or less) . WATER DEPARTMENT - REVIEW AND POTENTIAL APPROVAL OF AIRPORT PUMP STATION AND TANK District Engineer Cook reported that the plans have been reviewed and sug- gested revisions have been accomplished. At this time it is appropriate for Dart to go to bid. Since the plans and specifications are in order, he recom- mended Board approval. ELECTRIC DEPARTMENT - REPORT RE LACK OF SUPPLY - WIRE AND TRANSFORMERS; POSSIBLE DIRECTION Director Maass advised of the District's predicament relating to a shortage of 2 0 triplex secondary wire and transformers. He noted the transformers should be arriving shortly, but General Electric had chosen not to honor their bid on the wire. After some discussion, Director Sutton moved that Director Maass be authorized, on a temporary basis, to sign purchase orders to meet the District's - need for 2 0 triplex secondary wire as needed and direct staff to immediately --" begin preparing estimates of needed supplies for the Board to go to bid this fall for electrical distribution equipment for 1981. Further, that the Dis- trict not purchase transformers off the shelf at this time pending delivery expected in September of the transformers according to the bid that was award- ed. SO MOVED, DISTRICT ENGINEER'S REPORT Current Construction SAD#5 The SAD#5 contractor is beginning to install the water facilities that are a portion of the overall project. The new Armstrong booster pump has been set. The contractor elected to install a steel storage reservoir in lieu of the re- location and installation of a vinyl liner in the District's redwood reservoir. Hood Corporations's ,election to use the steel tank resulted in a no-cost change order, which has been executed by Cook Associates and the contractor. Mr. Cook requested that the Board authorize the President to sign the no-cost change order. Director Sutton moved that the Board authorize President Kuttel to execute Contract Change Order #1, SAD#5, for furnishing and erecting a welded steel tank and removing and disposing of the existing redwood tank. The District Engineer noted that the subcontractor on the tank fabrication performed in an excellent manner utilizing industrious and highly skilled per- sonnel. The subcontractor is Resource Development from Reno, Nevada. Airport Transmission Main, Phase IV Hood Corporation has installed approximately 20 feet of the conductor casing under the Southern Pacific Railroad. The contractor is having some difficulty with the jacking operation. Airport Transmission Main, Phase VI Harker and Harker is making excellent progress on the Airport Transmission Main. Their operation seems to be well organized and operating with good equip- ment and staff. Reconstruction of Southside No. 2 Mr. Cook noted that the reconstruction of Southside No. 2 is at a stale- mate pending arrival of the electrical control panel. Arrival is anticipated within the next week to ten days. Annexation - CSA#19 --� The District Engineer noted that on July 16, 1980, he wrote to the Local Agency Formation Commission stating that the PUD does not wish to contest the Placer County request for jurisdiction.
