CONSIDERATION OF RESOLUTION RESCINDING RESOLUTION 7816 AND SETTING FORTH DISTRICT POLICY WITH RESPECT TO SERVICE COMMITMENTS Since this item goes hand-in-hand with the development agreement policy, it was also tabled to February 2, 1981. REVIEW OF PROPOSED WATER USE ORDINANCE - DIRECTION REGARDING SETTING OF PUBLIC R..-... HEARING f Mr. Cook noted that he has completed the draft water use ordinance but would like to submit the draft to the Manager and Counsel for review prior to scheduling the public hearing. Because of the importance and detail involved with this ordinance, the Board decided to schedule a special meeting on Feb- ruary 9th at 7:00 to review the proposed provisions of the ordinance. SOUTHSIDE SUBSERVICE AREA - ENGINEER'S RECOMMENDATIONS - CONSIDERATION OF RESOLUTION The Board reviewed Mr. Cook's draft resolution rescinding Resolution 8006 and fixing the maximum number of new connections to the critically deficient Southside Area. Fire protection ratings by various methods were considered. It was her proposal that those Directors wishing to do so could use a rubber signature stamp - the stamp would be kept in the possession of the individual Director. After some discussion of various systems that could be used to avoid signing each individual check written, the Directors had not come to any agreement and the matter was tabled. f DIRECTION REGARDING AN AGREEMENT BETWEEN THE DISTRICT AND LOCAL 1245, IBEW, WITH RESPECT TO BLUE CROSS INSURANCE COVERAGE Mr. Holt indicated that several interim policies are presently being con- sidered by the employees. Since the proposed policies provide better coverage for a lesser cost to the District and employee, Gene Holt was given `authority to go forward with the interim policy selected by the employees. DIRECTION REGARDING EMPLOYEE BENEFIT PROGRAM STUDY The Manager advised that he today met with John Bertko of Coopers and Ly- brand respecting an actuarial study of employee benefits. (The Board agreed to meet with IBEW representatives in April to discuss a revised benefit package.) Mr. Holt informed the Board of the f irm's proposal and, after brief discussion, Director Maass moved that the Board authorize Coopers and Lybrand to proceed with the study. Director Duffy seconded the motion. ROLL CALL: Sutton, absent; all other Directors, aye. SO MOVED. It was noted that the District would prob- ably recover the cost of the study ($6,000 plus out-of-pocket expenses) within one to two years. ENGINEER'S REPORT Private water line/Highway 267 - District Engineer Cook advised that he had not yet concluded the investigation necessary to identify all of the problems assoc- iated with the line extension on Highway 267. Director Maass suggested that Mr. Cook- interview concerned parties and thereafter report back to the Board. DISTRICT COUNSEL'S REPORT Meter tampering - Regarding the recent instance of meter tampering (meter was found turned upside down) , Gene Holt was asked to check into the status of the matter and report to the Board. Conflict of Interest Code - District Counsel Simon was asked to review the Dis- closure Statement provided by the County to determine whether or not it conforms with the District's newly adopted Conflict of Interest Code. CORRESPONDENCE FmHA Project 79-1 - Reference was made to the January 16, 1981, letter from the Farmers Home Administration which advised that the District's application for additional funding in the amount of $28,500 had been denied. A copy of the correspondence has been attached to these minutes. The letter notes that the District may appeal the decision. _-After some discussion, Director Maass suggested that the Board authorize the expenditure of $2 8,500 to complete the project. No action was taken. Dan Cook recommended that a meeting be scheduled with Lowell Pannel, the F FmHA hearing officer, to explain the District's situation and discuss the pos- sibility of deleting Schedule "D" from the project (the Hospital loop) . Dir- ector Maass moved, and Director Duffy seconded, that the Board authorize Dan Cook and Victor Subbotin of Stone and Youngberg to contact Mr. Pannel post haste. President Huber and Director Duffy asked to be included in the meeting. ROLL CALL: Sutton, absent; all other Directors, aye. SO MOVED. Pad mounted transformers - Upon Dan Cook's advice that pad mounted transformers should be ordered for the Northside Booster Pump and Airport Well, Director Maass moved that the Board authorize Gene Holt to prepare the appropriate specifica- tions. It was noted that Dart Industries would be bearing the cost. The motion was seconded by Director Duffy. ROLL CALL: Sutton, absent; all other Directors, aye. SO MOVED. 1/19/81 pa. 7 i PLANNING DEPARTMENT NOTICES Don Casler's Ponderosa Ranchos project was mentioned and the District Engineer indicated he would investigate the proposed development. The Board noted receipt of an application for annexation to the District for Martis Valley Meadows. Comment was made that Truckee Sanitary District had denied service to the project, been sued by the developer and won the suit. DISTRICT COUNSEL'S REPORT Martin McDonough tahnked the Board for having him fill in as general counsel during the search for new counsel, and indicated his willingness to help Mr. Simon in any manner possible. EXECUTIVE SESSION The Board adjourned to Executive Session at 12:50 P.M. RETURN TO PUBLIC SESSION The meeting was returned to public session at 1:08 A.M. President Huber advised that, during executive session, the Board discussed the Toomey line extension and lien, incompatability of offices, the Hatch case and per- sonnel matters. Cash Interim General Manager Truckee-Donner Public Utility District Post Office Box 309 Truckee, California 95734 Dear Lyell: Subject: Martis Valley Substation Design Status Review We have made a detailed review of the work product submitted to the District by the Sierra Pacific Power Company (SPPC) and which we understand represents the total commitment by SPPC for the design and construction of the Martis Valley Substation. We have also had several telephone conversations with Ingo Nikoley of SPPC who was their project engineer for the Martis Valley Substation. In summary, our findings and- conclusions are as follows, 1. The current design of the substation provides that the Dis- trict construct and own all material within the substation property. The point of interface �etw•een the District and SPPC will be on the transmis- sion line side of the suspension insulators on the District-constructed and owned 120-kV dead--end structure within the substation property. Please refer to Sketch 1, attached. 2. The SPPC standard drawings format is not readily adaptable for use with a design drawing package suitable for competitive construction contract bidding. There are many drawings which are very detailed for multi--purpose use and may tend to confuse potential bidders. 3. It appears that SPPC was proposing to construct the substa- tion in accordance with standard designs developed by SPPC over many years to suit conditions unique to SPPC design, purchasing, construction, and operating and maintenance practices. These practices are consistent with other large utilities and are designed for adaptation to a wide variety of parameters. The SPPC structural designs appear to be adequate to meet the District's immediate and projected needs. At our request SPPC has agreed to supply application and design criteria for their standard structures. 5* We believe that the substation design can be modified by the use of a simplified 12-kV switchrack and revised transformer arrangement with a resultant estimated net construction cost savings of approximately $30,000 including engineering, materials and construction. This change in design could result in further savings when, a second transformer bank is added. b. SPPC has issued numerous purchase orders for the supply of substation materials amounting to approximately $81,000. All of the materials appear suitable for use in the substation with the current design or a simplified and revised design. At our request, SPPC has agreed to develop a complete list of materials that have been ordered and requisitioned. The list will identify items received and on hand and items outstanding. It is our understanding that the District has only been billed to date for items received by SPPC. Some items ordered by SPPC are no longer required due to design revisions; these items will be identified and credited to the District by SPPC. Items intended by SPPC to be drawn from SPPC stores have not been drawn and have not been billed to the District. Based upon our findings and conclusions, we recommend that the District authorize the following actions: 1. Cook associates to develop a detailed survey and topographic drawings of the Martis Valley Substation property. 2. Cook Associates to proceed with all necessary work to pre-- pare the required regulatory filings associated with the construction of the substation. 3• R. W. Beck and Associates to proceed with the preparation of Contract Documents with all necessary plans and specifica- tions for issuance by the District for the construction of the substation. These plans and specifications will modify and revise plans currently developed by SPPC as noted above in Item 5. 4. R. W. Beck and Associates to work closely with Cook Associ- ates to aid in the preparation of regulatory filings. 5. R. W.
