MARTIS VALLEY SUBSTATION - CONSIDERATION OF RESOLUTIONS ACCEPTING EASEMENTS This matter was continued to the next agenda since executed deeds have not yet been received by the District. CONSIDERATION OF RESOLUTION RESCINDING RESOLUTION NO. 8222 AND ADOPTING A REVISED CIVIL SERVICE SYSTEM AND DISCIPLINARY PROCEDURE Mr. Simon advised that this matter is not yet ready for Board action, and requested that it be tabled until further notice from Counsel Phelps. The Board agreed. CONSIDERATION AND POSSIBLE DIRECTION RESPECTING RETIREMENT PLAN This matter was also tabled by the Board until further notice. REVIEW OF ARCHITECTS' PROPOSALS - OFFICE SPACE ANALYSIS - POSSIBLE DIRECTION Discussion of the office space analysis was put over to the January 17th meeting. i CONSIDERATION OF RESOLUTION AUTHORIZING THE DISTRICT TO EXECUTE A FINANCING AGREEMENT WITH TRUCKEE RIVER BANK FOR CONTINUED PURCHASE OF COMPUTER f Counsel Simon stated he had reviewed the six year installment note with the Truckee River Bank and recommended approval. Director Huber moved, and Director Corbett seconded that the Board adopt Resolution No. 8301 authorizing execution of an installment note with the Truckee River Bank for purchase of the computer system. President Maass indicated he would prepare the letters on behalf of the District. Jim West, Manager of the Donner Lake Utility Company, spoke of hardships he and his water customers experienced during the outage. Although individuals attending the meeting had many questions regarding the outage and suggestions for handling a similar situation, it was generally agreed and expressed that the employees performed in a highly commendable man- ner in the restoration of power during the inclement conditions. CLOSED SESSION At 9:50 P.M. , the President adjourned the meeting to closed session. PUBLIC SESSION The meeting was returned to public session at 10:57 P.M. The Garbutt case, Project 79-1, water problems, labor negotiations and the Paiute agreement were discussed during closed session. BOCA, PROSSER AND STAMPEDE HYDROELECTRIC PROJECTS Director Corbett moved, and the motion was duly seconded, that the Board adopt Resolution No. 8304 adopting the agreement between the District and the Pyramid Tribal Council, and authorizing the Manager to negotiate the per-mil amount to be paid to the Tribe. President Maass directed that the Secretary prepare the resolution, and that it contain the following language, "the Board hereby adopts the agreement, authorizes the President to sign the agreement, and authorizes the Manager, in his meeting with the Tribe, to negotiate a per- mil rate for power within the parameters authorized by the Board during closed session." ROLL CALL: All Directors, aye. SO MOVED. STORM DAMAGE President Maass directed that a public hearing be scheduled to consider an ordinance establishing a sur-charge for a limited time in order to recover r expenses related to the storm damage, and to establish an emergency fund. The Board, by consensus, directed the Manager and-Director Corbett to prepare and place an ad in the January 6, 1983, Sierra Sun i thanking the cus- tomers, for their patience and understanding during the outage.
