ROLL CALL: Directors Corbett, Kuttel, VanLandingham and Maass were present. EMPLOYEES PRESENT: James M. Ward, LouAnn Ly son and Susan Craig. CONSULTANTS PRESENT: District Counsel Simon. OTHERS PRESENT: Among those present were Roberta Huber, Pat Sutton, Charles White, Allen Ross, Dale Farrier, Mr. and Mrs. John Minni s, John Williams, Dave Toussant and Mo Gardiner. APPROVAL OF MINUTES With respect to the minutes of January 17, 1983, Directors Corbett re- quested that Page 1, line 40 be changed from, ". . .as soon as possible,," to It. . .as soon as practicable;" and Page 3, the last line, from "involvement," to "being a stockholder." Thereafter, Director Corbett moved, and Director Kuttel seconded, that the minutes of January 17 and 31, 1983, be approved as corrected. All Direc- tors, aye, by voice vote. SO MOVED. Director Kuttel moved that the minutes ,of February 1, 1983, be pre- pared in final form with a correction of Page 4 - the date should be changed from March 3rd to March 7th. Director VanLandingham seconded the motion. All Directors, aye, by voice vote. SO MOVED. 1' STATEMENT OF GENERAL FUND AND BILLS FOR BOARD APPROVAL Relating to the bill from High Country Answering Service, Director Corbett asked that the General Manager make certain that all after-hour and emergency calls are being answered by the service and properly referred. Pertaining to the payment to Lanier Business Products in the amount of $4 24 for a two-month trial period and training on a TypeMa ster word processor, Director Corbett indicated his approval and noted the worthwhile opportunity to learn the actual capabilities of word processing equipment prior to going .out to bid. Director Kuttel inquired as to whether or not the District approved the services of O'Connor and Hannan in the amount of $5,8 73.36, and was informed that this should be the last statement from that firm. Mr. Simon advised the work was done previously to the meeting on February 1st with Mr. Kissel. (Later in the meeting the Board recalled authorizing O'Connor and Hannan, at the meet- ing of February 1st, to assist with the legalities of preparing the Boca/Pros- ser preliminary permit application.) Director Corbett moved, and Director Kuttel seconded, that the Board ap- prove p prove payment of the bills as listed. ROLL CALL: Corbett, aye; Kuttel, no, because of his non-approval -of the O'Connor and Hannan bill; VanLandingham, aye; Maass, aye. SO MOVED. Director Corbett moved, and Director VanLandingham seconded that the Board approve the final progress payment on the Martis Valley Substation con- tract in the amount of $4,3 2 8' to Harker and Harker. ROLL CALL: All Direc- tors, aye. SO MOVED. MANAGER'S REPORT General Manager Ward advised that the outage at Donner Lake on March 4th was caused by lines being knocked down when County snow removal equipment inadvertently threw snow and rocks into the lines. Since Mr. Casler was notre- p sent at the meeting, the matter was continued. RELOCATION OF THE AIRPORT BEACON Charles White of the Airport District Board asked the status of the proposed relocation .of the Airport Beacon to District property. He was ad- vised that the District is currently waiting for Airport Manager Edmondson to present a draft agreement for consideration by the PUD. REVIEW OF LETTER RE POSSIBLE INFILTRATION INTO MARTIS VALLEY WATER SUPPLY POSSIBLE DIRECTION It was noted that the draft letter regarding possible infiltration into the Martis Valley water supply has not been prepared as yet. PLANNING DEPARTMENT NOTICES President Maass mentioned that no Planning Department notices of con- cern to the District had been received. He asked that, in the future, dis- cussion of Planning Department notices be listed on the agenda under the Manager's Report. CLOSED SESSION At 9:45 P.M. , the President adjourned the meeting to closed session. RETURN TO PUBLIC SESSION The meeting was returned to public session at approximately 11:30 P.M. The Chairman noted that the Garbutt case and personnel matters were discussed during closed session. SALARY INCREASES President Maass directed that the Secretary prepare a draft resolution increasing the salary of the Office Manager, General Foreman and Executive Secretary by 2 o as of January 1, 1983. The Board's intent to pay bargaining unit employees retroacti vely ive ly from the first of the year was affirmed, also. MANAGEMENT PERFORMANCE REVIEW President Maass indicated the Board also reviewed the performance of management employees during closed session, and is extremely pleased with Manager Ward's work. Mr. Ward's salary is to be reviewed at a la as a year has not elapsed since he was appointed Manager ter date, . The Board requested that Mr. Ward keep office personnel advised of the office during working hours and his when out `"'�"' expected time of return. ELECTION OF TREASURER Director Hbuer's resignation has left the office of Treasure therefore, election of anew Treasurer is to be 1 r vacated; placed on the next meeting agenda, President Maass noted.
