SPECIAL MEETING
October 23, 1984
The special meeting of the Board of Directors of the Truckee Donner
Public
Utility
District was called to order by President Maass at 7:06 P.M.
in the TDPUD Board room.
ROLL CALL: Directors Cooley, Corbett, Duffy, Hamilton and Maass were
present.
CONSULTANTS PRESENT: There were no consultants present.
EMPL
OYEES PRESENT: Bruce Grow, Ron Reynolds, Dave Rully, Pete Silva, Debi
Waller, Peter Holzmeister and Susan Craig were present.
OTHERS PRESENT: Among those present in the audience were Suzanne Sattui,
Nancy Salerno, Shawn Martin, Sam Kage, Tracy Shane, Paul Sezfery, Vince
Eichele, and Dick VanLandingham.
WORKSHOP MEETING REGARDING THE PROPOSED 1985 WATER AND ELECTRIC BUDGET
Manager Holzmeister advised that, included in the budget, is an across
the board increase of 15% to the water rates, and an electric rate increase
of 5%. He presented a comparison of current and proposed water rates by
zone, a twelve-month residential energy usage report, and a comparison of
residential electric rates between the PUD and Sierra Pacific Power Company
which sets forth the current and proposed TDPUD rates, and the dollar
amount of the proposed increase.
The draft electric department budget was reviewed, and Line Foremen
Silva and Reynolds answered questions posed by the Board. Among the items
discussed were the interest and principal payable to the Rural
Electrification Administration, restricted funds, value of District assets,
vehicle expense and depreciation, transformer and pole depreciation, a
"planned obsolence" program, future replacement and upgrading of
facilities, consultant and in-house engineering costs, the storm damage
fund and the possibility of using a portion of these funds to upgrade Units
10 and 123, vehicle maintenance, the possibility of hiring an in-house
mechanic, and oil/PCB testing in compliance with federal and state
regulations.
Mr. Holzmeister noted that he may issue an addendum to the security
fencing contract to include a specially fenced area in which to store
transformers containing PCB's.
President Maass directed that Mr. Holzmeister obtain definite
information relating to the payoff of REA loans, elimination of the REA
accounting system, and reorganization of the District's books for
consideration at the November 5th meeting.
The Board reviewed the proposed water department budget, and Water
Foreman Rully answered questions brought up by the Directors. Discussed
were depreciation, Farmers Home Administration loans, upgrading the water
system, present condition of the system, the correction of the quality
problem at Tonini Springs, the requirement to bring McGlashan Springs up to
State standards prior to further use, possible development of Sawtooth
Springs and water quality testing.
{ President Maass suggested that the Board adopt a philosophical position
regarding depreciation - that the budget figures be reviewed after the
summer construction period is over, and perhaps make transfers to the
depreciation fund.
Manager Holzmeister explained the difference between a budget and
balance sheet, and how each may be implemented to full advantage.
The Chairman advised that a public hearing will be held at 7:30 P.M. oL,
November 5, 1984, during the regular meeting to consider the 1985 budget.,
an ordinance increasing water rates, and an ordinance increasing electric

s. He noted the new rates would not be implemented until January 1,

5 and in order to implement them then, the ordinances would have to be
,
adopted no later than December 1, 1984.
CLOSED SESSION
The meeting was adjourned to closed session at 9:52 P.M.
RETURN TO PUBLIC SESSION
The meeting was returned to public session at 10:34 P.M. President
Maass noted that personnel matters were discussed; no action was taken.
ADJOURNMENT
There being no further business before the Board, Director Duffy moved,
and Director Hamilton seconded, that the meeting be adjourned. SO MOVED by
voice vote at 10:35 P.M.
