October 27, 1986
The special meeting of the Board of Directors of the Truckee Donner Public
Utility District was called to order by President Maass at 3:15 P.M. in the
conference room at the Truckee Donner Recreation and Park District office.
ROLL CALL: Directors Corbett, Sutton and Maass were present. Directors
Cooley and Hamilton were absent.
EMPLOYEES PRESENT: Tom Buckhouse, Peter Holzmeister and Susan Craig.
CONSULTANTS PRESENT: Ferris Gilkey of R. W. Beck, Special Counsel Martin
McDonough, Counsel John Phelps.
OTHERS PRESENT: Among those present in the audience were Stephen Oliver
and Mark White of the Western Area Power Administration.
CLOSED SESSION
The Board went into closed session at 3:16 P.M. pursuant to Government Code
54956.9(a) to discuss pending litigation, Application 56-03-007 before the
Public Utilities Commission.
RETURN TO PUBLIC SESSION
The meeting was returned to public session at 3:29 P.M. and the Chairman
reported that no decisions were made during closed session.
CONSIDERATION OF A REPORT ON THE STATUS OF THE TDPUD'S ELECTRICAL SERVICE
SYSTE14
District Engineer Buckhouse reviewed with the Board the District's sphere
of influence, current areas served and electrical facilities within that
area , Sierra Pacific facilities witi.hin the District' s service area,
potential development and growth patters.
CONSIDERATION OF ELECTRIC SERVICE AGREEMENT WITH SPPCo AS IT RELATES TO
OPTION TO PURCHASE DISTRIBUTION FACILITIES -- POSSIBLE DIRECTION
Counsel Phelps advised against discussing in open session whether or not
SPPCo can sue the PUD if it takes part of its requirement from Boca,
Stampede, CVP or NCPA and becomes a partial requirements customer; further,
whether or not SPPCo can terminate service to the District at the end of
the contract. Director Sutton stated she feels "information gathering"
should be conducted during public session and lengthy discussion ensued
.regarding proper closed session items.
ADJOURNMENT

Director Sutton left at 4:50 P.M. and the meeting was thereafter adjourned
due to lack of a quorum.
