August 10, 1987
The special meeting of the Board of Directors of the Truckee Donner Public
Utility District was called to order at 7:13 P.M. in the Tahoe Truckee
Unified School District Board Room.
ROLL CALL: Directors Aguera, Maass and Sutton were present; Directors
Cooley and Corbett were absent.
EMPLOYEES PRESENT: Debi Black, Dave Rully, Peter Holzmeister and Susan
Macdonald.
CONSULTANTS PRESENT: Counsel John M. Phelps and Consulting Engineer Keith
Sauers.
PROPOSITION 55 - SAFE DRINKING WATER BOND LAW ACT OF 1984; CONSIDERATION OF
RESOLUTION AUTHORIZING APPLICATION BE MADE TO THE STATE OF CALIFORNIA
DEPARTMENT OF WATER RESOURCES FOR FUNDING
Engineering Technician Black reviewed with the Board the Proposition 55
application and tts attachments. The Department of Health Services intends
to have the applications reviewed and projects certified within 30 days
from receipt of the completed forms. Following certification, the
application will be forwarded to the Department of Water Resources for
.financial review.
Ms. Black indicated that the Department of Water Resources will review the
applications and make findings within 90 days from receipt of the
Department of Health certification. A commitment for funding will then be
prepared and sent to the applicant for signature. Along with the
commitment , the applicant will receive a list of requirements. The
District must submit engineered plans and specifications which must be
approved by the Health Department; additionally, documentation that the
proposed project will bring the system to minimum standards must be
provided. In the interim, the contract is written and provided to the
District. The PUD must submit authorized invoices for services performed,
and funds will be released.
Consulting Engineer Keith Sauers summarized the project components. 1)
Pipeline replacement - replace deteriorated pipelines where leakage
presents a potential water quality problem. Estimated cost $650,000;
useful life , 50 years. 2) Chlorination stations - construction of
chlorination stations at Northside and Airport Wells to accurately
disinfect 70% of the water produced. Estimated cost $137 ,000; useful life,
20 years. 3) Cross-connection corrections - installation of backflow
prevention devices on potential cross-connections. Estimated cost
$168,000; useful life, 20 years. 4) Martis Valley Well and transmission
main - construction of well, pump station and transmission main to replace
and remove from service several sources with questionable water quality.
Estimated cost $3,600,000; "seful life, 50 years. 5) Water storage tanks
replace existing, deteriorated water tanks and construct new storage
tanks to meet the needs of the service area. Estimated cost $387 ,000;
useful life, 50 years. 6) Prosser Lakeview Estates - construction of a

„... well, tank and distribution system to correct water quantity (low pressure,
no water) deficiencies. Estimated cost $458,000; useful life, 25-50 years.
Director Sutton noted her concern that the Health Department or Department
of Water Resources may not approve a non-specific project; further, that
th?y may not want to provide funding for a project in a "second-home”
subdivision. Ms. Black advised that she discussed this matter with Jess
Morehouse of the Department of Health. Mr. Morehouse indicates that too
much detail may confuse and possibly delay the review process. She went on
to say that , if funds are available at the completion of the proposed
project, a general project description allows the District the flexibility
to use the funds in other deficient areas without returning to the
Department of Water Resources for further approval.
Mr. Holzmeister indicated that the loan would be paid back through rates.
The Department of Water Resources will not fund based on growth and use of
future facilities fees, according to Jess Morehouse, Department of Health,
and Lori Silva of the Department of Water Resources.
Concern was noted that, if the application indicates repayment will be
through user fees, a rate increase may be necessary. Discussion ensued.
Mr. Phelps was asked to review the bond act to determine if the funding can
be repaid without specifying the source. By consensus, the Board directed
the General Manager to place a notice in the newspaper concerning the
pending Proposition 55 loan application and stating that it may or may not
effect rates. The matter was tabled to the next regular meeting.
AWOURNMENT
There being no further business before the Board, Director Aguera moved
that the meeting be adjourned; seconded by Director Maass. All Directors,
aye , by voice vote. SO MOVED at 8:50 P.M.
