September 28, 1987
The special meeting of the Board of Directors of the Truckee Donner Public
Utility District was called to order by President Corbett at 3:30 P.M. in
the new TDPUD Board room.
ROLL CALL: Directors Aguera, Cooley, Maass , Sutton and Corbett were
present.
CONSULTANTS PRESENT: Counsel John Phelps. Mike Biolchini , who is
consulting with the District concerning the newsletter, was expected.
EMPLOYEES PRESENT: Tom Buckhouse , Paul Colburn, Mary Chapman , Peter
Holzmeister and Susan Macdonald.
CONSIDERATION OF RESOLUTION AUTHORIZING THE DISTRICT TO ENTER INTO AN
AGREEMENT FOR THE ACQUISITION OF IBM HARDWARE AND OR COM SYSTEMS SOFTWARE
In their packets , the Directors were provided with a draft resolution
authorizing the District to execute a software purchase contract with OR
COM Systems, financing agreements, and to issue a purchase order to IBM for
a System 36; the projected cost of the computer system upgrade ; the
financing alternatives; the monthly cosh flow; implementation schedule;
letter from Counsel. Phelps; OR COM Systems' agreement; and Am licon le
• agreement. Mr. Holzmeister reviewed these reports and d the
documents with th the
Maintenance, the difference between leasing and purchasing a
personal property taxes were discussed. g, payment t of
Director Maass moved, and Director Aguera seconded, that the Board
Resolution No. 8746 authorizing the District to execute a softwareadopt
contract with OR COM Systems , financing agreements, and to issue prchase
order to IBM for a System 36. a purchase

REVIEW OF NEWSLETTER MASTHEAD AND POSSIBLE DIRECTION
Mr. Biolchini presented drawings of masthead designs and
interior page designs for use in the District's newsletter* two sample
the newsletter, "Current Issues" was selected b staff. The title of
masthead, "Vol 1 , Issue 19 Truckee Donner Public Below the
Newsletter, Autumn, 1987 will a Utility District
appear, he noted. The text will be black
and the headings will be blue.
Appearance of additional colors will be
achieved by screening these colors. Mr. Biolchini suggested
article end with a small symbol in the form of the District's that each
logo will also a logo. The
ppear on the return address section on the back page.
Director Sutton said that what's transpired in this matter is
committee agreed upon; Director Corbett d' not what the

holders. Director Sutton stated that the committee indicated staff would
provide information as to each method of circulation.
After discussion, Director Cooley recapped the matters upon which the Board
agreed: that the inside pages not have numbered articles; a masthead
design in a modified form was selected; they agreed that the logo should
appear on the mailing portion of the newsletter; and that the method of
circulation should be decided by staff.
Director Sutton noted that she was not consulted about the masthead design
and opposed how staff , and perhaps one member of the committee , handled
this matter. She made reference to the fact that Director Maass' wife -
and perhaps Director Maass - was included in preparation of the newsletter.
Director Maass expressed his displeasure at Director Sutton's inferences
and advised that his wife has a degree in journalism and was generous
enough to volunteer her time and expertise in order to save the District
moneyon this ct
project. He then left the meeting at approximately 4:30 P.M.
Director Sutton stated that she is opposed to the newsletter bein
published at this time. g
ADJOURNMENT
There being no further business before the Board, Director Cooley moved
that the meeting be adjourned at 4:32 P.M.; seconded by Director A
