HomeMy WebLinkAbout1987-11-02 Min - Board REGULAR MEETING November 2, 1987 The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order by President Corbett at 7:01 P.M. in the TDPUD Board room. ROLL CALL: Directors Aguera, Cooley, Maass , Sutton and Corbett were present. EMPLOYEES PRESENT: Paul Colburn, Peter Holzmeister and Susan Macdonald. CONSULTANTS PRESENT: Counsel John Phelps. OTHERS PRESENT: Among those present were C. R. VanLandingham, Kim Zirbel , Angela Childress, Ronald White, Dave Giacomini, John Bailey, Karen White, Sara Lemon, Robert Tilton, Kelly Cameron, Lori Burelle , Kevin McKechin, Sara Stone, Stacy Linkhart, Marney Hassler and Sheri Stall. APPROVAL OF MINUTES Director Sutton moved, and Director Cooley seconded, that the Board approve the minutes of September 21 , 1987 as written. All Directors, aye , by voice vote. SO MOVED. Director Sutton movers that the Board approve the minutes of September 28 , 1987 as written; the motion was seconded by Director Aguera. All Directors, aye , by voice vote. SO MOVED, Counsel Phelps presented written corrections to the draft minutes of October 5, 1987 , and Director_ Sutton indicated she would also like to propose corrections. The Chairman put over consideration of the draft to the next regular meeting in order that Director Sutton may submit her written corrections. STATEMENT OF GENERAL. FUND AND BILLS FOR APPROVAL Responding to Director Sutton's question, Mr. Holzmeister explained that meal checks payable to office employees are a result of their working overtime for the purpose of entering information on the new computer. He explained that the payments for vehicle repairs to the contract mechanic are from before the full-time mechanic was hired and went on to say that there will still be repairs done by PacPower and other companies from time to time for specialty and body shop work. Mr. Holzmeister advised that the payment to PIP Printing was for preparation of customer complaint Forms used by the front office. Payment to Alpine Refrigeration was for rental of an ice machine - during the summer months the line trucks are required to stay on the Job during the lunch break, and ice is provided by the PUD; during the winter, the men are permitted to return to the complex for their meal. -1- In addition to the list of bills presented for consideration in the packet, Mr. Holzmeister mentioned three expense reimbursements - two to Director Corbett and one to himself for expenses incurred while attending the NCPA conference and Nevada County Groundwater Advisory Board meetings. After some discussion , it was noted that policy calls for submittal of all back-up material to the Board when expenses for Directors and the General Manager are being considered. Director Cooley moved that the bills presented for consideration, with the exception of expense reimbursement to Director Corbett and Manager Holzmeister, be approved. The motion was seconded by Director Aguera. Responding to Director Sutton, Manager Holzmeister noted that the "Super Bee" paint sprayer is for the water tank maintenance project. She asked about janitorial service for the new complex and Mr. Holzmeister said he would prepare a report on what is currently being done and the related charges. MANAGER'S REPORT September budget report The Manager stated the September 1987 budgetary analysis looks good and noted he doesn't see any problems developing. Snow removal for 1987--88 season Mr. Holzmeister said that policy authorizes the Manager to secure bids and award contracts for ongoing services such as snow removal. On October 29 snow removal bids were opened (copies of the bid summary were provided to the Board). John Ber.st, who has performed snow removal services for us in the past , was low bidder on all locations except the Tahoe Donner Substation. Tokos 'equipment was low bidder on Tahoe Donner Sub. Awards will be made accordingly. No one bid on removal of snow at the Donner Lake Substation. Mr. Holzmeister stated he would work out a solution to that problem. Report olft invoices paid A written report answering several questions about invoices paid during October was provided to the Board; a copy has been attached to these minutes for reference. Hirschdale water system improvements Mr. Holzmeister reported on a series of conversations with Dan Cook, Joe Suter and residents of Hirschdale concerning the water system improvements. The Manager indicated he would be meeting with Mr. Cook to make sure there -., is no problem with the well driller. Director Sutton suggested that Dan -2- s^. Cook be .present at the next meeting (or hold a special meeting) if there is a problem. Water quality Keith Sauers provided a written report on the water quality on South River Street. At the October 19 meeting, Mr. and Mrs. Arthur Rich were present and complained about bad water quality in their neighborhood. Their residence is located at 10009 South River Street. Either the Northside Well or Airport Well supplies water for that neighborhood; both sources are presently being disinfected on a regular, continuing basis. On October 20 at 9:00 A.M. Mr. Sauers met with Mr. and Mrs. Rich. They said that occasionally the water tastes bad and causes eye irritation in the shower. They do not usually drink the tap water, preferring bottled water. The chlorine residual was 0.23 mg/1; the water tasted good. He asked them to call the District if the problem reoccurred. Mr. Sauers rechecked the water at 9:40 A.M. on October 29. The chlorine residual was 0.20 mg/1 and the water tasted good. He went on to say that taste and odor problems may occur for obscure reasons and may be experienced by some people but not others. The chlorine residual measured is not high enough to result in either taste or eye irritation problems. Mr. Sauers recommended that the District promptly respond to any complaint by the Rich's so that a more specific water quality measurement may be obtained at a time when they are actually having a problem. PUBLIC INPUT There was no public input. CORRESPONDENCE There was no correspondence discussed by the Board. C004ITTEE REPORTS The Building Committee met and an item appears later on the agenda, Director Maass noted. SPECIAL BUSINESS - DISCUSSION OF 10/29/87 SIERRA SUN ARTICLE RBGARDING THE INCORPORATION OF TRUCKED AND DISSOLUTION OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT, POSSIBLE CONFLICT OF INTEREST ON THE PART OF COUNSEL JOHN PHELPS; POSSIBLE DIRECTION The Chairman made note of the explanatory letter received from Counsel Phelps, copy attached, and stated he does not .feel there is any conflict involved. -3-
