March 3, 2010
In accordance with District Code Section 2.08.010, the TDPUD minutes are action only
minutes. All Board meetings are recorded on audio tapes which are preserved perpe-
tually and made available for listening to any interested party upon their request.
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District
was called to order at 6:00 PM in the TDPUD Board room by President Bender.
ROLL CALL: Directors Jeff Bender, Ron Hemig, and John Hillstrom were present. Director
Joe Aguera was absent.
PLEDGE OF ALLEGIANCE
Stephen Hollabaugh led the Board and public in the Pledge of Allegiance.

CHANGES TO THE AGENDA
There were no changes to the agenda.
PUBLIC INPUT
There was no public input.
DIRECTOR UPDATE
Director Hemig reported that a Municipal Utilities Financing Authority (TDPUD, UAMPS and
Lassen MUD) meeting was held on February 24 at 1 PM. Discussion centered around natural
gas pre-paid transactions.

ACTION ITEMS
CONSIDERATION OF A NOMINATION TO FILL A VACANCY ON THE NEVADA COUNTY
LOCAL AGENCY FORMATION COMMISSION This item involves nominations for the
next four-year term for District Member(voting).
Director Hemig moved, and Director Hillstrom seconded, that the Board adopt the resolution
nominating Jeff Bender to the fill a vacancy of a regular District Member on the Nevada
County Local Agency Formation Commission.
ROLL CALL: Director Aguera, absent; All other Directors aye, by voice vote. SO MOVED
CONSIDERATION OF COMPENSATING RIVERVIEW TOWNHOMES FOR ROAD IMPRO-
VEMENT EXPENSES This item involves compensating Riverview Townhomes for the
cost of bringing a portion of Riverview Drive up to Town standards.
Director Hemig recused himself from the dais as he has an ongoing relationship with the de-
velopment and the developer. There was no longer a quorum. The item is postponed to the
March 17, 2010 regular Board meeting.
WORKSHOP
DISCUSSION OF THE PROCESS TO FILL A POSITION ON THE BOARD This involves
the appointment process to fill a Board vacancy.
Kathy Neus gave a presentation:
• Background / History
o Currently there is a vacancy on the TDPUD Board
o State Law is specific regarding replacement of an elected Board member
o Board selected to fill the position by appointment
■ 60 days to fill the position (March 31, 2010)
• New Information
o Notices have been posted in four locations
o Timeline
■ March 1, Application deadline
■ March 4, Applicant briefing
■ March 9, Special Board Meeting 10:00 am
• Applicants presentation
• Appoint a new Board member

o Each applicant 3-5 minute presentation

• How many applications has the District received
• Sounds like a clear process
• When does appointment become effective
• If Director Aguera cannot make it to the special meeting, can we hold later
• Want to thank the applicants for stepping up to serve
