HomeMy WebLinkAbout1997-03-18 Min - Board ® SPECIAL MEETING March 18, 1997 In accordance with District Code Section 2 08 010 the TDPUD minutes are action only minutes All Board meetings are recorded on audio tapes which are preserved perpetually and made available for listening to any interested party upon their request The special meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order at 7:05 PM in the TDPUD Board Room by President Hemig. ROLL CALL: Directors Aguera, Hemig, Jones and Sutton were present; Director Maass was absent. EMPLOYEES PRESENT Peter Holzmeister. OTHERS PRESENT. See the attached list for others present in the audience. PUBLIC INPUT There was no public input. • DISCUSSIONAND POSSIBLEACTION REGARDING ACTIONS TAKEN BYNEVADA COUNTY LAFCo AND THE TOWN OF TRUCKEE ON THE TOWN'S DRAFT SPHERE OF INFLUENCE REPORT The Chairman asked the other boards who have quorums present to call to order. He asked all those present to introduce themselves; a sign-up sheet was passed around and some ground rules for conduct of the meeting were suggested. He stated his intention to give everyone a chance to speak and asked people to keep to the issues at hand and try to limit comments to five minutes. He said the goal of the meeting is to try to reach consensus on a position the special districts can take regarding a study of governmental efficiency and effectiveness in Truckee. Comments were made by those seated around the table and by the public attending the meeting. There was general consensus that this is not an appropriate time to study consolidation of the special districts, that the Town is too new an institution in Truckee and needs to deal with several difficult matters already on its agenda, that the incorporation organizers had specifically excluded special district consolidation from the incorporation vote because it is recognized that the special districts are doing a good job. A draft position paper was distributed for discussion by the various special district directors. After some discussion the TDPUD Board moved, seconded and voted to adopt the draft position paper. DISCUSSION AND POSSIBLE ACTION REGARDING CREATION OF A REDEVELOPMENT AGENCYAND THE EFFECT ON TAXING ENTITIES-DESCRIPTION OF THE LAW- CURREN7 STATUS OF THE PROPOSAL - FISCAL EFFECT ON SPECIAL DISTRICTS • Mike Terwilliger, Deputy Fire Chief of Truckee Fire Protection District, spoke to the assembled group about a proposal to establish a redevelopment agency in the Town of Truckee. He raised 3118197 Pagel the concern that a redevelopment agency would be funded by taking tax revenues from the special districts. He asked all concerned parties to become familiar with the issue and develop a position for presentation to the Town.
