In accordance with District Code Section 2 08 010 the TDPUD minutes are action only
minutes All Board meetings are recorded on audio tapes which are preserved
perpetually and made available for Listening to any interested party upon their request.
The special meeting of the Board of Directors of the Truckee Donner Public Utility District
was called to order at 3:15 PM in the TDPUD Board Room by President Jones.
ROLL CALL: Directors Ron Hemig, Bob Jones and Patricia Sutton were present,
Directors Joe Aguera and James Maass were absent.
EMPLOYEES PRESENT: Susan Craig, Steve Hollabaugh, Peter Holzmeister, Bob Quinn
and Dave Rully.
CONSULTANTS PRESENT., Counsel Steve Gross.
OTHERS PRESENT., Leslie Veldman and Jean Solberg.

There was no public input.
CONSIDERATION OF A REQUEST FOR A VARIANCE FROM DISTRICT
CONSTRUCTION STANDARDS RELATING TO TRUCKEE PINES APARTMENTS
Pacific Housing Association is asking that the District allow a single domestic cold water
feed to each apartment building, one shut off valve outside each building and a second
valve inside the building in an interior wall as a backup valve rather than having individual
shut-off valves for each apartment unit as is required by District code. The PUD policy
imposes cost on the builder; however, it helps the District provide a higher level of service
to the ultimate resident because of the ability to isolate portions of the building when a
problem occurs rather than interrupting service to the entire building.
Leslie Veldman, on behalf of the developer of Truckee Pines, and Jean Solberg,
representative of Pacific Housing, reviewed the following criteria with the Board. 1) The
apartments will be leased as primary residences. 2) Under the federal tax credit program,
they will be operated and leased exclusively as affordable housing for a minimum period
of 55 years; they cannot be sold individually as condominiums or leased as second
vacation homes. 3) The project is sponsored by Pacific Housing Association, a non-profit
corporation with a singular purpose of providing affordable housing. Income from its
operating properties are used to support the development of new projects. 4)The project
will have a full time on-site staff. Pacific Housing will initiate water service and pay for all
water usage. Tenants will be instructed to notify staff, not the District, if frozen pipes
occur. 5) The apartments will always be heated.
