Holzmeister Subject: Monthly report AGENDA # 18 CMUA annual conference: I attended the annual meeting of the California Municipal Utility Association in Monterey. Directors Ron Hemig and Bob Jones also attended. The main topic of discussion was, as you can probably guess, deregulation of the electric industry. We heard reports about legislation likely to come from Washington and Sacramento that affects us. We heard reports about the start up of the California ISO and PX. We heard reports about new trends in metering and billing, customer services and customer information systems. We heard predictions about technology that will change our society and how these changes will affect the way our customers view us. It was a worthwhile conference. California ISO and PX: The California Independent System Operator and Power Exchange began operation on April 1, 1998. This is the formal start of electric deregulation in California. The system appears to be working smoothly. We will now be watching what happens to the hourly and daily prices of electricity, the units that bid and are called upon to run, and how active power marketers have become. We will keep you informed as we learn more. NCPA: NCPA is keeping me busy. I am participating in the General Manager recruitment process. I am also participating in the follow-up to the NCPA strategic plan process. I frequently read in management literature that managers need to be comfortable with ambiguity and change. Ambiguity and change describe what is happening at NCPA right now. FERC: Good things appear to be happening for us at FERC. The FERC staff appears to favor our position in the transmission dispute with SPPCo and has proposed that we settle on terms that are favorable to Truckee Donner. At a settlement conference held on March 27 1998, SPPCo appeared to agree to the settlement. However, we have not yet seen the written settlement document. We do not want to be too optimistic until the document is approved and the ink is on the document. We will know more in a couple of weeks. LAFCo: Nevada County LAFCo voted to reduce our District’s sphere of influence map. We got no support from County Supervisor Sam Dardick or Town Councilman Don McCormack. Pat Sutton fought for our traditional sphere map, but the votes were not with us. TROA: I have been busy attending public meetings on the draft EIR/EIS for the Truckee River Operating Agreement. Next is the official public hearing, which will be held in our Boardroom on May 11, 1998. There are issues our District needs to raise during the public hearing regarding methods for calculating depletion. I will be working with other water purveyors to make a presentation at the hearing. Strategic planning: I am getting our strategic planning process up to speed. Two early steps in the process are deciding what business we are in and gathering information about our environment so we can see tends. That is where I am starting. This is the information that will come to the Board early in the process. We will then be in a position to daft a strategic vision or mission statement. I hope to have the first elements come to the Board in May at the workshop. PLH/smc
