Subject: Consideration of the Purchase of a Replacement Vehicle for the
GIS/IT Department
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for purchases in excess of$15,000 and only the Board can
declare vehicles surplus.
2. HISTORY
In 2008, the District established Electric and Water Vehicle Replacement Funds to
provide a source of funds for periodic vehicle replacement. Funds are added each
year by both the Water and Electric Departments as described in the adopted budget.
3. NEW INFORMATION
The GIS/IT/SCADA vehicle, Unit No. 202, is now in need of replacement due to high
mileage. Unit 202 will be replaced with a new full-size Chevrolet 4X4 van. This vehicle
is required to allow the Scada/IT Engineer and the GIS tech. to transport equipment
and materials to and from various District projects, facilities, and job sites. This type of
vehicle will allow District staff to work on and transport sensitive electronic equipment
and test equipment in a safe, environmentally controlled vehicle.
Unit 202 which is currently used by the GIS/IT Department is an Electric Department
vehicle, and should be surplused.
The District is able to participate in a competitive procurement from the State of
California for the replacement vehicle. Section 3.08.060 of the District's code (Joint
Purchasing with the State of California and other public agencies) permits the District
to take advantage of other agencies low bids providing that competitive procurement
procedures were followed.
On February 3, 2014, the State of California awarded Fleet Vehicle Contract Number
1-14-23-23 D to Winner Chevrolet/Lasher Auto Group, of Elk Grove, CA. Winner
Chevrolet has agreed to honor the State of California bid pricing with TDPUD for the
purchase of one Chevrolet Express, 4X4, Cargo Van in amount of$27,834.10 plus tax.
This price includes a $500 savings if paid in full within 20 days of delivery.
4. FISCAL IMPACT
Sufficient funds exist in the Electric and Water Vehicle Replacement Fund for the
purchase of the vehicle.
Recovery of some of the initial investment will be made through the sale of the surplus
vehicle at public auction. Proceeds will be transferred to the Electric Department
Vehicle Replacement Fund.
5. RECOMMENDATION
a) Award the purchase of one Chevrolet Express Cargo Van to Winner Chevrolet of
Elk Grove, California for the amount of$27,834.10, plus applicable tax.
b) Declare Unit 202 as surplus and apply the sales proceeds to the Electric Vehicle
Replacement Fund.
