WHY THIS MATTER IS BEFORE THE BOARD The District Pipeline Replacement - 2014 project is complete. A resolution accepting the project as complete requires Board approval. 2. HISTORY In April 2014, the Board awarded the construction contract for the District Pipeline Replacement - 2014 project to Civil Engineering Construction (CEC) of Loomis, California. The project involved replacement of about 4,350 feet of pipeline at various locations throughout Truckee. CEC began work in early May and completed the construction at the end of October. The original bid price was $1,112,419. At the time of award, the Board also established a 10 percent change order allowance for a total for a total authorization not to exceed $1,223,600. 3. NEW INFORMATION During the course of the project, 42 change order requests were submitted and reviewed by staff. Six of the 42 were rejected with the District and CEC agreeing on a total of $45,457.85 for the remaining issues. This amount did not exceed the $111,181 change order allowance established by the Board of Directors. The items generally fell under the following categories: • Additional work such as removal and re installation of trash enclosures and installation of traffic-rated boxes • Changes to connections between new and old piping to accommodate field conditions • Repair of water leaks • Unmarked or mis-marked utilities • Utility conflicts There was one item that resulted in a credit to the District. The contract is based on a unit price bid. Attachment 1 shows the differences between bid totals and the amounts actually constructed. This analysis results in a $68,805.30 credit to the District. The great majority of this credit is associated with overestimates in the bid quantities for service lateral piping and paving. The District also took possession of about 2,600 feet of pipe that was utilized to provide temporary water service in the Biltz tract during the construction period. This pipe is worth about $2,600 and will be needed when the remainder of the pipe in the Biltz tract is replaced in the next few years. In addition to the items noted above, the Water Department included some additional pipeline replacement work into the contract. In May 2014, a leak on the 6-inch main at 11127 Alder Drive was identified. Subsequently, a PUD crew excavated at the site of the leak in effort to perform repairs. The PUD crew determined that the leak was occurring at a point where the water main runs underneath a 24-inch CMP culvert. The water pipe at this location is about 11 feet deep. There are very few of the District's pipelines are this deep and the District does not own the shoring and trench safety equipment needed to safely perform work at this depth. The District crew was unable to stop the leak and proceeded to secure the site. After reviewing the situation, it was determined that the best course of action would be to install a new section of pipe over the top of the 24-inch culvert and to abandon the old pipe. It was estimated that this work would take most of the Water Department field crew about a week to complete. However, due to other competing priorities and projects, it was not possible to identify a time period where sufficient staff and time could be dedicated to the work. A price proposal was then requested from CEC to perform this additional pipeline replacement work. The District and CEC were able to agree upon unit prices to cover this work and it was included into the District Pipeline Replacement- 2014 contract. This work totaled $52,090.50. Therefore, the total contract price was $1,141,162.05, which does not exceed original authorization of$1,223,600. In mid-October, District staff performed a final walk through on the project. The work performed is considered complete and should be accepted by the District. A draft resolution accepting the project and directing that a Notice of Completion be filed is included as Attachment 2. 4. FISCAL IMPACT The original bid price was $1,112,419. Once adjustments are made for the items described above, the final contract price is $1,141,162.05. As discussed at the time of award, the anticipated funding sources for the project were: Funding Source Amount SAD 5 Restricted Fund $70,763.37 Town of Truckee $52,962.50 Water Department Capital Replacement $988,693.13 Fund Total $1,112,419 The current balance of the SAD 5 Restricted Fund is $70,881.93. After adjustments for change orders and the reconciliation of bid vs. actual quantities, the Town of Truckee's share of the work on State Route 89 was $52,769.89. Therefore, the final funding for the project is: Funding Source Amount SAD 5 Restricted Fund $70,881.93 Town of Truckee $52,769.89 Water Department Capital Replacement Fund $1,017,510.23 Total $1,141,162.05 5.
