HomeMy WebLinkAbout1998-04-15 Agenda Packet - Board (37) TDPUD STAFF REPORT April 8, 1998 To: Peter Holzmeister – General Manager From: Stephen Hollabaugh – Power Supply Engineer Subject: Monthly staff report – March 1998 AGENDA # 18 FERC & Transmission Issues: I have been spending a lot of time on the FERC case with Spiegel and McDiarmid. Recently Sierra Pacific tried to take away the 4MW of import capacity with a revision to the Network Transmission Service Agreement. FERC ruled to reject this proposed amendment of Sierra’s. Therefore Sierra will still have to, at a minimum, honor its earlier filed service agreement. I traveled to Washington D.C. to attend a FERC meting concerning our case. We have started a settlement process that might or might not result in a settlement. NCPA – Risk Management Demonstration: I attended a risk management demonstra- tion in Roseville at the NCPA office. This demonstration was from a company from the Netherlands that has been operating this software in the European market. The meeting was interesting and very informative. Utility Design System Training: I attended a two-day training session here in Truckee with a trainer from Gentry Systems. Gentry Systems is the company that we purchased our work order costing system from called UDS. The attendees of the training were Ron Reynolds, Joe Horvath, Bob Quinn and myself. The training consisted of a new UDS upgrade and user training of the UDS system. Power Supply Purchases: Truckee Donner PUD has been receiving the majority of its energy from Idaho Power via the Midpoint interface to Sierra Pacific’s transmission system. Idaho got out of the Valmy plant in February so we bought some energy from Sierra Pacific when the transmission was constrained. The February prices for energy from Idaho were 16.36 and 13.74 mills/Kwh for On-peak and Off peak respectively, while the prices in March are estimated to be 20.53 and 17.29 mills/Kwh for On-Peak and Off-Peak respectively. Attached is a spreadsheet that includes all of our yearly power purchases through February. Below are the Mid-Columbia prices graphed for February and March.
