WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for purchases in excess of$15,000. 2. HISTORY The District's water distribution system utilizes approximately 4,677 valves for the purposes of pressure zone management, planned water main closures for system maintenance, water main shut-downs for emergency repairs, and the isolation of more than 1,900 fire hydrants. The benefits associated with regularly scheduled valve exercising maintenance include: • Extended useful life of valves; • Collection and management of individual valve performance data to be used for predictive maintenance and the planning of future pipeline replacement projects; and • Identification of critical fire hydrant valve repairs and/or replacements needs. Staff has participated in several vendor demonstrations of valve exercising systems currently available on the market and has concluded that a Trailer-Mounted Valve Exercising System with integrated vacuum and data control unit will meet the operational needs of the District. 3. NEW INFORMATION Specifications were prepared and on April 28, 2014 the District publically advertised a request for bids for a Trailer-Mounted Valve Exercising System. Bid openings were held on May 14, 2014. The District received three bids and are summarized below. Two of the bids were found to be responsive. Wachs 1 $ 54,750 Yes The bid submitted by Owen Equipment did not meet the District's requested equipment specifications. 4. FISCAL IMPACT Sufficient funds exist in the Water Vehicle Replacement Fund for the purchase of the Trailer-Mounted Valve Exercising System. 5. RECOMMENDATION Award contract for the purchase of a Trailer-Mounted Valve Exercising System to American Truck & Trailer Body Co. Inc. for the amount of$54,720 plus applicable tax. a , Michael D.
