Subject: Consideration of a Renewal of a Lease on State Owned Lands
1. WHY THIS MATTER IS BEFORE THE BOARD
Long term leases are at the discretion of the Board.
2. HISTORY
The District acquired the Donner Lake Water Company in 2001. As part of the
acquisition, the District not only acquired the Donner Lake Water Company customers,
but the entire water system infrastructure. Part of the infrastructure consisted of water
rights to Donner Lake including the water intake at Donner Lake located near the
Donner Lake Village Condominium site.
During the rehabilitation of the Donner Lake water system, the District installed a new
12" water intake line adjacent to the old 8" water intake line that had been used by the
Donner Lake Water Company.
The District has been paying the annual lease until the lease expired in September
2007. Since 2007, the lease continued on a hold -over from month to month. In
December 2012, the California State Lands Commission asked the District to submit a
plan for removal of the water intake.
3. NEW INFORMATION
Since the District received notification to remove the water intake, staff has been
working with the California State Lands Commission to retain the water intake. It was
necessary to find any and all documentation from when the intake was originally
installed, documentation showing how the intake changed hands over the years and
all permitting numbers for the 12" water intake.
In January 2014, District staff submitted an application to the California State Lands
Commission with statements as to why the District would like to retain the intake.
In April 2014, the District received notification that the District would be allowed to
keep the intake. The District asked for a 10-year lease; but in light of the current
drought in the State, the California State Lands Commission granted the District a 20-
year lease at their Regular Meeting on April 23, 2014.
Since the District is a Public Agency, there is no cost for this new lease, and the
District will be reimbursed for processing fees.
4. FISCAL IMPACT
There is no fiscal impact associated with this item.
5. RECOMMENDATION
Authorize the Board President to sign the California State Lands Commission General
Lease - Public Agency Use.

Subject: Consideration of the Purchase of Network Switches for the Water
SCADA Reliability Project
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The District is currently operating with a Water SCADA System which is difficult to
support due to its antiquated proprietary technology and incompatible infrastructure. A
Water SCADA replacement project was started in July 2009.
3. NEW INFORMATION
As part of the on going project, staff proposes to upgrade the communications
hardware currently in use at the Donner Lake Water SCADA System. This requires the
purchase of Cisco networking equipment and would establish network connectivity to
Richards Booster Pump Station and 4 remote RTU sites to the TDPUD network.
Cisco switches will link remote SCADA equipment to the TDPUD Network. Cisco
switches selected for this project are designed to withstand extreme cold temperatures
and to survive harsh environments. Cisco switches can be programmed to defend
against unauthorized network access and are recognized as the industry standard for
cyber security.
Sites to acquire this upgrade would be Richards Booster Pump Station, Red Mountain
Hydro, Wolfe Estates, West Reed Pressure Reducing Valve and Donner Lake Tank.
Section 3.08,060 of the District code (Joint Purchasing with the State of California and
other public agencies) permits the District to take advantage of other agencies low
bids, providing that competitive procurement procedures were followed. The State of
California has competitively bid equipment from Cisco and other vendors as part of the
California Multiple Award Schedule (CMAS) program. Local governments, including
the District, are eligible to take advantage of State bids through CMAS.
The computer networking equipment from Cisco includes items required to upgrade
the District network at a cost of $38,761 plus a 10% contingency, not to exceed
$42,637.
4. FISCAL IMPACT
Sufficient funds exist in the FY13 Budget for this project.
5. RECOMMENDATION
Approve the purchase of Cisco networking equipment from NetXperts Inc. in the
amount of $38,761 plus a 10% contingency, not to exceed $42,637 not including tax.
