Memorandum To: Board of Directors From: Ed Taylor Date: 7/24/03 Date of Board Meeting: July 30, 2003 Subject: Consideration of proposal from Aqua Hydrogeologic Consulting to provide supervision and documentation during the Geologic/Exploration drilling program. 1. WHY THIS MATTER IS BEFORE THE BOARD With the continuous proposed development within the Truckee Donner Public Utility District service territory, it is imperative that the District explore and collect data on the Aquafer to develop new water sources. 2. HISTORY The District has used several techniques in exploring additional water sources. We are proposing the utilization of a technique that is not only less expensive, but will provide the information required to identify future well sites. This process will identify geologic formations, water availability and will allow for water quality sampling during the exploration. 3. NEW INFORMATION The District staff has requested a proposal from Aqua Hydrogeologic Consulting to supervise and document the process as further outlined in the attached proposal. 4. RECOMMENDATION I recommend that the Board approve the proposal from Aqua Hydrogeologic Consulting for supervision and documentation during the Geologic/Exploration drilling program in an amount not to exceed $51,447.00 •�s1 'jJS. -A July 21, 2003 Mr. Ed Taylor Water Utility Manager Truckee Donner Public Utility District 11570 Donner Pass Road Truckee, CA 96160 RE: Scope of Work and Cost Estimate for Hydrogeologic Consulting Services for the supervision and data collection during the Geologic/Exploration drilling program. Dear Ed: I am pleased to present this scope of work and cost estimate for the supervision and data collection during the drilling of the proposed four geologic/exploration boreholes. A topographic map is attached showing the approximate locations of the proposed exploration drilling sites. The following summarizes the proposed work plan, a detailed scope of work and cost estimate follows the summary. • Prepare and submitted paperwork to Lahontan for the waste discharge permit waiver. • Work together with TDPUD personnel in the development of the contractors bid document and selection of the well drilling contractor. • Provide on-site supervision and data collection during the drilling of the proposed geologic/exploration boreholes. • Evaluate data collected from the drilling program • Prepare the report summarizing all activity and containing findings and recommendations. The above is a brief summary of the activity to be covered under this proposed scope of work. The following is a more detail summary of each proposed task and a cost estimate to perform the described work. Scope of Work Task 1 During Task 1, AquA will prepare and submit to Lahontan the application for the waste discharge permit waiver. After the submittal of the paperwork to Lahontan, AquA will track the process and take care of questions as they arise.. Also as part of this task, AquA will put together the drilling bid document and provide the document to TDPUD to be sent out to qualified drilling contractors. After the completed bids are returned to the TDPUD, AquA will help evaluate the bids and provide a recommendation to TDPUD for their consideration. Task 2 AquA personnel will provide field supervision and data collection during the drilling of the proposed four geologic/exploration boreholes. These activities will include - - -- P.O. Box 18793 9 Reno Nevada 8951 I • (775)250-9700 • Fax(775)841-0946 • DavidFCarlsonQmsn.com geologic logging of the boreholes to an estimated depth of 1,200 feet each, accounting for drilling material used, recording drill rig activity, logging the time of the drilling to determine penetration rates, evaluation of downhole geophysical survey, collection of water quality samples during the borehole drilling as deep as possible, and abandonment of the boreholes per State of California regulations. Task 3 This task will summarize in a report all of the activity that was completed in Task 2. In addition, this report will contain findings, data analysis, and recommendations regarding the potential capacity of a production well if it is constructed in the immediate vicinity of the geologic/exploration borehole.
