WHY THIS MATTER IS BEFORE THE BOARD The State of California has specific rules and regulations regarding Well Abandonment. This contract is to help assure that the District is in compliance with those State rules and regulations. 2. HISTORY At the July 8th, 2003 Board meeting, the Board approved the Well Abandonment Program and authorized staff to distribute bid documents and to advertise. The Well Abandonment program requires supervision and documentation during the process. 3. NEW INFORMATION District staff requested a proposal from Aqua Hydrogeologic Consulting to supervise and document the Well Abandonment process. A copy of David Carlson's proposal is attached. 4. RECOMMENDATION I recommend that the Board approve the proposal from Aqua Hydrogeologic Consulting for supervision and documentation during the well abandonment program in an amount not to exceed $24,310.00 4 Y I OWN July 21, 2003 Mr. Ed Taylor Water Utility Manager Truckee Donner Public Utility District 11570 Donner Pass Road Truckee, CA 96160 RE: Scope of Work and Cost Estimate for Hydrogeologic Consulting Services for the supervision and data collection during the well abandonment program Dear Ed: I am pleased to present this scope of work and cost estimate for the supervision and data collection during the well abandonment program. It is anticipated that 12 production type wells will be abandoned under this program. The following summarizes the proposed work plan; a .detailed scope of work and cost estimate follows the summary. • Work together with TDPUD personnel to develop a well abandonment bid document. • Inventory each of the 12 wells to be abandon through taking photographs of each well prior to abandonment along with its GPS location. • Provide on-site supervision and data collection during the pump removal, installation of the cement seal, excavation of the casing to a depth of five feet below land surface, and the installation of the final cement seal from a minimum of 20 feet below land surface to a depth of 5 feet below land surface and the forming of a cement cap. • Filling in of the excavated hole with native material. The above is a brief summary of the activity to be covered under this proposed scope of work. The following is a more detail summary of each proposed task and a cost estimate to perform the described work. Scope of Work Task 1 During Task 1, AquA will work with TDPUD personnel and put together the well abandonment bid document. AquA will work with the abandonment contractor to oversee the field activity from beginning of the program as described in Task 2, to the completion of the program. Task 2 AquA personnel will photograph each of the wells to be abandoned prior to the start of the program. During each phase of the field activity, a detailed written log and photographic history will be maintained. It is anticipated that the abandonment program will proceed in the following sequence. Box 18793 • Reno Nevada 89511 • (775)250-9700 9 Fax(775)841-0946 • DavidECarlson@msn.com • Photographic each well prior to commence of abandonment program. • Remove production pump and supporting equipment from each well. • Remove supporting electrical equipment and pump building. • The contractor will tag bottom of well-bore and compare measurement with well log data. If there is fill material or obstacles in the well-bore, the material and obstacles will be removed. • The well-casing shall be exposed to a depth of five-feet below land surface with the soil being excavated to this depth. The casing shall then be cut-off five feet below land surface. • A cement seal will be pumped into the well-bore utilizing a tremi pipe. This seal will be place throughout the well-bore from total depth to five feet below land surface. • At a depth of five feet below land surface the cement will be allowed to spill over the top of the casing and form a cap. • After the cap has set-up, the excavated native material will then be place back in the hole and the well cap completely covered. • During all steps a photographic record will be maintained along with detailed field notes. Task 3 This task will involve developing a written and photographic history of each well that was abandoned under this program. The report will contain a record of all field activity, along with the original well log,if available from the State of California, Department of Water Resources.
