Subject: Donation of Native American Artifacts to Donner State Park
1. Why this matter is before the board:
A request has been made to donate Native American Artifacts recovered during one of the
District's Donner Lake construction projects to the Donner State Park,
2. History:
During construction of the Donner Lake Pipeline Replacement — Phase 1 project in 2001, two
Native American artifacts—a large biface and a milling slab -were discovered.
Upon discovery of the artifacts, the project archaeologist (Chris Kuykendall) was called to the
site and directed recovery of the artifacts. The artifacts were then delivered to Susan Lindstrom,
the Supervising Archaeologist, who currently has possession of them. Ms. Lindstrom has held
discussions regarding the ultimate disposition of these artifacts with local Native American
groups. It was agreed that donating the artifacts to Donner State Park for display at its museum
would be an appropriate repository for these artifacts.
3. New information:
See Item 2 above.
4. Recommendation:
1) I recommend that the Board adopt the resolution donating the artifacts to the State of
California, Department of Parks and Recreation for display at Donner State Park.
2) Authorize staff to coordinate the transfer of the artifacts and complete any
documentation and paperwork necessary to accomplish the transfer.

Authorizing the Donation of Native American Artifacts
to the Donner State Park Museum
WHEREAS Truckee Donner Public Utility District constructed the Donner Lake Pipeline
Replacement Project; and
WHEREAS during the construction, the District exposed Native American Artifacts; and
WHEREAS the District contacted Susan Lindstrom, the Supervising Archaeologist for the
project, to verify the authenticity of the artifacts; and
WHEREAS Susan Lindstrom contacted the representative for the local Native American
groups to discuss the ultimate disposition of these artifacts; and
WHEREAS the Local Native Americans request that the artifacts be placed on local display
at the Donner State Park Museum; and
WHEREAS the District wishes to preserve the cultural and historical resources of the
Truckee area; and
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
DISTRICT THAT the District would like to donate the Native American Artifacts to the
Donner State Park Museum.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held
within the District on the eighteenth day of June, 2003 by the following roll call vote:
